HomeMy WebLinkAboutM051820Y1i~O\ C� J MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, May 18, 2020, 9:00 a.m. Jefferson County Courthouse — Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to order at the appointed time. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. Commissioners Meeting Minutes of May 18, 2020 WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. The Board announced the upcoming meetings: Joint Special Meeting with Port Townsend City Council, Jefferson County Public Utility District (PUD), Jefferson County Board of Health (BOH) and the Port of Port Townsend on May 19, 2020 at 5:00 p.m., BOH Regular Meeting on May 21, 2020 at 2:30 p.m., and a Special Board of County Commissioner meeting on May 22, 2020 at 2:30 p.m. They reviewed upcoming meetings and a proposed timeline for the meetings. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: After discussion on the Volunteer No Anchor Zone Buoy Maintenance (Consent Agenda Item No. 10) and the two grants for Elections (Consent Agenda Items No. 1 and 2), Commissioner Dean moved to approve the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 28-20 re: Activating Fund 103-000-010 for Deposit of IG -6888 Elections "CARES ACT GRANT" Funds 2. RESOLUTION NO. 29-20 re: Activating Fund 104-000-010 for Deposit of IG -6935 "HAVA 3" Grant Funds 3. AGREEMENT re: Community Development Block Grant (CDBG) Subrecipient — COVID-19 Response Funding; In the Amount of $82,559; Jefferson County Administrator; Clallam County Economic Development Council (EDC) 4. AGREEMENT re: 2020-2021 Marine Advanced Technology and Education for Ocean Science Workshops; In the Amount of $3,729; Jefferson County Environmental Public Health; National Marine Sanctuary Foundation 5. AGREEMENT re: Hood Canal Regional Pollution Identification and Correction Program; In the Amount of $14,963.11; Jefferson County Environmental Public Health, Water Quality; Hood Canal Coordinating Council (HCCC) 6. AGREEMENT re: Deed of Right to Use Land for Salmon Recovery Purposes, Marie/McComb Parcel No. 991200401; In the Amount of $110,000 Funded by a Grant for the RCO Salmon Recovery Board, Project No. 17-1052C; Jefferson County Environmental Public Health; Washington State Recreation and Conservation Office 7. AGREEMENT NO. K6651 re: Accessible Community Development Projects; In the Amount of $41,140.24; Jefferson County Public Health; Washington State Employment Security Department 8. AGREEMENT NO. 40120423-1 re: Transfer Station Site Improvement Project; An Additional Amount of $3,000 for a Total of $20,000; Jefferson County Public Works; Zenovic & Associates 9. AGREEMENT re: Replacement of Air Conditioning Unit to Control Temperature in Sheriff's Office Server Room; In the Amount of $5,450; Jefferson County Central Services; ACI Construction 10. AGREEMENT re: Volunteer No -Anchor Zone Buoy Maintenance, Jefferson County Marine Resource Committee (MRC); In the Amount of $3,840; WSU Jefferson County Cooperative Extension; Marine Surveys & Assessments 11. MINUTES re: Regular Meeting Minutes of May 11, 2020 and Special Meeting Minutes of May 7, and 11, 2020 2 Commissioners Meeting Minutes of May 18, 2020 12. Payment of Jefferson County Vouchers/Warrants Dated May 18, 2020 Totaling $493,744.98 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 13. Payment of Jefferson County Payroll Warrants Dated May 12, 2020 Totaling $1,448.82 and A/P Warrants Done by Payroll Dated May 12, 2020 Totaling $346.54 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) The meeting was recessed at 10:41 a.m. and reconvened at 10:45 a.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION: The Commissioners and County Administrator reviewed their meeting schedules, Phase II of the Governor's reopening plan and other counties who are requesting a variance, upcoming meetings, a potential proclamation regarding service workers, and other COVID-19 related issues. They reviewed the Agenda for the May 19, 2020 Special Joint Meeting. The meeting was recessed at 11:56 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • UPDATE: Jefferson County COVID Finance Section, with Section Chief Patty Charnas • CARES Act, upcoming debriefing of project • Miscellaneous • Upcoming meetings The meeting was recessed at 2:29 p.m. and reconvened at 3:30 p.m. with all three Commissioners present.
