Statement of Issue:
This Contract Amendment allows for an increase in the reimbursement to Jefferson
County/Juvenile and Family Court Services for consultant services for WSART and the current
modified program called i-ACT. Both Kelli Parcher and Shannon Burns are providing training,
expertise,and ongoing work to get this new program offered throughout Washington State. This
requires an increase in the hours needed to provide training and quality assurance.
Analysis:
i-ACT is a new program evolution teaching social skills,emotion control, and character traits to
youth in a one-on-one setting. It is slated to replace the group format program WSART, in order
to reach a broader audience and reduce the negative aspects of high risk youth coming together in
a group setting. Shannon has been a lead for Washington State in both putting together the
manual and training format to move forward in implementing this program. Kelli Parcher has
also been working on the project and will be participating in the training and ongoing QA for this
program.
Alternatives:
Shannon's participation in the statewide QA program is a benefit to Jefferson County in many
ways. The only alternative is for me to withdraw my support of this opportunity. •
Fiscal Impact:
This amendment supports an ADDITIONAL $4000.00 to the previously allocated amount for this
project. The additional time put in by Kelli Parcher will be reimbursed to Jefferson County for
her time spent on this project.

This Contract between the State of Washington Department of Children, Youth & Families (DCYF) and the
Contractor is hereby amended as follows:
1. Purpose. The Purpose of this Amendment is to increase the maximum consideration by $4,000.00 for
FY20.
The Special Terms and Conditions are amended as follows:
2. Statement of Work-Exhibit B-Section 4. Consideration is amended to read as follows:
Consideration.
Total consideration payable to Contractor for satisfactory performance of the work under this Contract
is up to a maximum of$27,700, including any and all expenses, and shall be based on the following:
a. The maximum consideration payable for Fiscal Year 2020 is $16,500 and for Fiscal Year 2021 is
$11,200. Funds not expended in Fiscal Year 2020 cannot be carried over to the following Fiscal
Year.
b. The Contractor shall be paid $40.00 per hour for clinical consultation services and payment shall be
based upon the JRA Juvenile Court Program Administrator receipt and approval of monthly
summary report.
c. The Contractor shall only be reimbursed for travel costs pre-approved in writing by the JR Juvenile
Court Program Administrator.
All other terms and conditions of this Contract remain in full force and effect.
