Election of Officers
1. Correspondence .
a. Letter from Clallam County Commissioners to John Swannack
re: transfer of home health aide C.E.T.A. position to
Jefferson County.
' Applications for the new position of public health nurse
have been received. An interview date and schedule should
be set. It is recommended that Phyllis Bee be included on
the interview team.
1. Distribution of surplus funds from the Olympic Health District
will be made within the next month. There will also be a

distribution of property. It is essential that we have a clear
. .understanding of the terms of distribution and that someone be
empowered to represent the Board of Health to see that the terms
are meta
3. Service to the west end of Jefferson County is essential. t the
present time the environmental health and public health nurse
services are provided for out of Clallam County. You have several.

4. The present Cervical cancer screening program is provided by
the Clallam County Health Department by a nurse who has had
training in the proper procedures. At the present time a
continuation of this arrangement seems desirable. A proposed
contract is attached.
5. The Cell Child Clinics for Jefferson County have been carried
on under the direction of Jeanne Hibberd a pediatric nurse.
Funds are provided under a grant from the Child Health Section
of the Deaprtment of Health and Social Services. The Health
Department Administrator should be authorized to develop the
grant application. A contract with Jeanne Hibberd is attached.
6. The staff has expressed their concern that the job descriptions
and qualifications set forth in Yr. Salick's proposals are not
representative of their duties. Adoption of the job descriptions
should be postponed until they can be completely reviewed. - 4
7. The contract for the Implementation of the Special Supplemental
• Food Program for Women, Infants and Children will be presented.
• The administrative costs of this program are paid to the Department
of Health and Social Services.
H. A revolving fund of fifty dollars should be established be resolution.
This fund shouls be used for incidental expenditures and will have
the same audit controls as other expenditures. It will be reimbursed
by monthly presentation of invoices and vouchers.
9. In order for the Health Department to operate within the city limits,
it will be necessary to develop an interlocal agreement between the
city and the Health Department to provide health services to the
City and develop rules and regulations for food service and sewage
disposal within the city limits. The city should designate the t*I.
Jefferson County Health Department at the health authoktv for 1,16
for the City of Port Townsend.
10. Bandy Durant will present the proposed on site system management
agreement with Kala Point Development Company. In order to
continue construction beyond January.30, 1978 it is necessary
that this document be accepted by the Board of Health and the Kale
Point Development Company.

13. Attached is a copy of the minutes of the first staff meeting of the
Health Department held January 10, 1978. Staff neet:rgs will be held
bi-monthly.

Board of Health Meeting Minutes
9:30 a.m. January 18, 1978

Present were: Board of Health Members. B.G. Brown, A.M. O'Meara,
Carroll Mercer was absent. Also present were
Phyllis Bee, Randy Durant, Joseph Fischnaller, M.D.,
and Gael Stuart.
1. -1a ection of Officers. Postponed until Carroll Mercer could be
present.
2. The question of the legality of actions of the Board of Health
in this meeting was discussed and it was decided that this
would be discussed with the prosecuting attorney. An alternative
would be to continue the regular commissioners meeting to include
the Board of Health Meeting.
3. The time to interview applicants for the position of Public Health
Nurse was set for January 24, 1978 at 1:00 p.m. at the
commissioners office in the Jefferson County Courthouse.
4. Distribution of the balance of funds from the Olympic Health District
and the division of the inventory will be negotiated in February
at a joint meeting of the commissioners of the two counties.
5. Gael Stuart was instructed to negotiate a contract with the Clallam
County Health Department to provide ei_vironmental health and
nursing service to western Jefferson County.
6. Gael Stuart was instructed to negotiate a contract with the Clallam
t County Health Department to provide a Cervical Cancer Screentng
Program for Jefferson County.
7. Contracts were presented for: '
Administrative Service with Community Action & Gael Stuart
Health officer with Joseph Fischnaller, M.D.
Well Child Clinics with Jeanne Hiiberd.
They were amended to make them continuing contracts so that they
would not have to be renewed each year with provision for termin—
ation by giving sixty (60) days notice.

8. The contract for Women's, Infants and Children's nutritional
program will be presented to the County Commissioners at
their next meeting for signatures. This is a supplemental
nutrition program for high risk individuals.
9. A discussion of the job descriptions prepared by Mr. Salick
were discussed and the fact that the staff felt that the
descriptions were not adequate. B. G. Brown stated that Mr.
Sa14ck has written a number of job descriptions for health
agencies and is qualified. The problem in trying to write
job descriptions is that they are .sometimes used to limit
functions or if duties change they are not kept up to date.
Job descriptions will not be adopted without further discussion
and staff input.
10. A fifty (50) dollar revolving account will be established by
resolution. The county auditor will be contacted by the
administrator to have the proper resolution prepared.
11. The city attorney and mayor will be contacted to be sure that
the proper agreements are prepared for the-operation of the
Health Department within the city limits.
12. The agreement on site system management with the Kala Point
Development Company was discussed and will be amended as
necessary and signed by both parties before January 30, 1978.
13. The problem of accumulated leave for past employees of the
Olympic Health District was discussed. The board of Health
felt that the slate should be wiped clean and that the
Olympic Health District funds should be used to retire all
leave obligations.
14. Dr. Joseph Fischnaller agreed to become the Health Officer
for Jefferson County and discussed some of the functions of
the department with the board.
15. The need for the C.E.T.A. position for home health was discussed.
The position may be reallocated to Jefferson County, but no
word has been received.
16. It was.recommended that a repres.sntative of the City of Port
Townsend be contacted to be present at all Jefferson County
} Health Department meetings.
17. Discussion of problems with environmental health emphasized
the need to find alternative sewage disposal systems that
would make it possible for property owners to build on their
land. Many owners have purchased property for retirement
only to find after many years of ownership that they cannot
build because of sanitation requirements. Randy Durant has
been investigating alternatives to standard septic tanks and
was urged by the board to increase his activities in this
direction.
