Jefferson County Health Department Board of Health Meeting 9:30 a.m. March 15, 1978 .. Health Department Conference Room Minutes Present were: Board of Health Members, -B.G. Brown, A.M. O'Meara and Chairman, Carroll Mercer. Staff !.!embers Phyllis Bee, Randy Durant, Gael Stuart. Also present were Mr. and Mrs. Ray Mills 3210 Santa Maria Way, Space 153, Santa Maria, California, 93454. t Call to Order: Chairman Mercer called the meeting to order. • Presentation from the Public: In order to conserve the time of Mr. and Mrs. Ray Mills, Mr. Mercer called upon them to present their concerns. Mr. Mills presented a request for a variance on his lot on the Cedar Cove property in the Brinnon area. A copy , of the Cedar Cove Short Plat were presented as well as plans of Mr. Mills proposal to build two houses upon the property, one on the upper level and one on the lower level with a common drain field. • Randy Durant expressed concern about the limited amount of top soil, waterfront involvement and the fact that the conditions for granting septic tank permits are clearly stated on the short plat plan as a notice to prospective purchases. After a complete discussion, Mr. Mills was asked if he would be willing to put the drain field above the road with two septic . tanks, one for each dwelling. Mer. Mills said that this will be satisfactory. B.G. Brown moved, A.M. O'Meara seconded, that a variance be ' I approved on the condition that Randy Durant approved this pro- posal after an on site evaluation. Motion carried. Minute; the minutes of the February 22, 1978 meeting were presented and the following amendments were made. • •.• x_ + F='k • Herbert KucnIcizi Report - After vacation time in the first sentence, add compensatory time. Add to the paragraph: This will be negotiated with the.Olympic Health District. - f'nvironmental Health - Randy Durant 31. Randy Durant indicated by continuing the 20,000 sq. fti require- ment.in lieu of one acre (which could be required under existing • regulations) that well radii would sooner encumber the use of adjoin- ing lots and many times to the extent of making some lots not usable due to the ;lose proximaty of neighbor's wells and drainfields. The Board advised the 20,000 sq. ft. requirement should be continued and lot approvals be given on a first come first serve basis. t First paragraph, delete last sentence starting with Randy Durant and substitute: Randy Durant stated that it has been the practice to not approve construction on a lot size less than 9,000 sq. ft. but that approval has been given for mobile homes and travel trailors. ft was felt that this practice should continue. 3O Delete first sentence in second paragraph and substiute: The Board of Health felt that the problem of future density should not prevent approval of future lots. • Correspondence There was no correspondence to be considered. Old Business 1. A.M. O'Meara moved and B.G. Brown seconded that the administrator be directed to prepare and submit a grant application for Maternal child Health Services to the Washington State Department of Public Health. 2. The Board of Health inquired regarding the status of Dr. Fischnaller's professional liability insurance. The Clallam County Health Department has also hired Dr. Fischnaller and will reimburse Jefferson County for two thirds (2/3) of the premium. Necj Business 1. Because of a conflict in meeting dates with the Clallam County Health Department and the need for Dr. Fischnaller to be present at the meetings, B.G. Brown moved, A.M. O'Meara seconded, that Jefferson County Health Department meetings be held on the first Wednesday of each month. The.administrator was instructed to notify the local newspaper. The next meeting will be April fir, 1978. 2. The administrator was directed to discuss the oossiblity of having the secretary to the County Commissioners take the minutes of the Board of Health meetings. Jerdine Bragg will be contacted. el.mwww.r..--- aes aswara ___ " • 4 M Renort5 Public Health Nursing - Phyllis Bee Mrs. Bee reported that Phyllis Hart will be offered the CETA • position of Home Health Aide. Mrs. Hart is a resident of Jefferson County and has the necessary qualifications. The Board of Health emphasized the need to notify Jerdine Bragg of the appointment and to provide her with copies of applications and necessary employment information. The nurses made 171 home visits in February and 29 of these were. ' new clients. The Well Child Clinics have started and are very popula{;. Evidence of-this is that there were 9 appointments at the Quilcene clinic and 11 clients were there. Glen Peck, the state audiologist, conducted a workshop for the nurses. The state will provide equipment for the hearing program 4 and we expect a vast improvement in our hearing testing program. the data reporting system is being revised and will coincide with the state reporting requirements. Clinic schedules were presented. (Attachment #1) r fnvironmentai Health - Randy Durant Randy Durant submitted the•attached activity sheet. (attachment #2) There is a need to develop a realistic fee schedule on follow-up calls on septic tank permits particularly those of long standing. There should be an expiration date on the permits. A proposal will be developed. Increased activity as the weather improves will require more time in the field and less in the office. Larry Anderson is able to work more independently and service will improve. An on-site sewage disposal conference discussed alternate sewage • disposal systems. The conference was told that Aerobic systems • have a 50% failure rate. B.G. Brown asked about the application for a short plat by Harold Steinke on the property owned by Mrs. Roy Nordby on Marrowstone Island. Randy Durant will send a letter to Mr. Steinke stating that approval to build on the property can be obtained if the owner would sign a release of liability and if an approved sewage disposal system is installed. It was suggested that dealings in this matter be with Mt. Steinke. A release of liability form will be developed by the Prosecuting Attorney. The environmental health department is attempting to assist property owners to use their property by developing alternate designs or modifying sewage disposal plans•so that they will function properly. • • • r t yt ♦• the Sunrock Mobile Home Site owned by Mr. Lucky. Thornton requested approval of the plat before the water system and septic tanks are installed. The Board of Health will not approve a plat.until the water system is in place and approved. Mr. Thornton's problem is . that he wishes to put in the water system and septic tanks at the same time to avoid costs of having equipment return to the site after plat approval. Motion A.M. O'Meara moved, B.G. Brown seconded, that Mr. Thornton be issued septic tank permits before final plat approval so that he can avoid duplication of costs. . Randy Durant suggested that when possible, staff should'be informed if citizens are to be on the agenda so that materials can be gathered to answer their specific requests. This will be done. Administrator - Gael Stuart 14 The Board of Health was informed that budget amendments would be required because of program expansion. The anticipated increase in receipts will exceed the anticipated increase in expenditures. The contact for service to the West End of Jefferson County will be developed with Clallam County Health Department.
