The prosecuting attorneys of the two counties met with • Herbert Kuzniczi to make the final distribution of the asserts of the Olympic Health District. It is hoped that we will be able to obtain the results of that meeting for this meeting. 2. Attached is a resolution for budget extension and attach- ments detailing the use of home health aide funds from C.E.T.A. and the Maternal Child Health grant. This will be presented at the regular commissioners meeting May'l, 1978. (Attachment #1) 3. The Maternal Child Health grant includes medical equipment in the amount of $3,079.13. Your approval for purchasing the equipment is necessary. (Attachment #2) 4. Attached is a copy of David Abeel's amended proposal for • West End of Jefferson County coverage for $2,969.00 annually. This appears reasonable. The previous proposal is also attached. It has been suggested that he present it in contract form. r• pew Business 1. Mileage policy. Because employees often start to work at different sites each day it is recommended that department paid mileage be paid after arrival at the first site of employment each day and end at the lat site of employment each day. The employee will be responsible for the mileage from home to the first site and from the last site to home. • ^ Consideration in the future should be given to the provision of county owned cars. • Reports 1. Also present was William E. Howard, Pros. Attny. Minutes: The minutes of April 5, 1978, were read 'and approved as presented by mot on of O'Meara and second by Brown. Correspondence: 1. Letter from George R. Nordby, P.E. re: Ruth Nordby Short Subdivision No. S1-78_, Marrowstone Island - Suitability for on-site sewage disposal system. Mr. Nordby requested information on procedures performed by the County Health Department, and how they were evaluated. Randy Durant will respond to the letter. (letter attached) 2. Letter from Thelma N. Clark, addressed to the Board of County Commis- sioners, re: Preliminary plan submittal for Lot 4, Sunlandia. Durant said he has to wait for a response from her engineer before he can proceed. Durant will write and advise her of the situation. Appeal Discussion: - Site evaluation denial, Lots 39 & 40; and sewage permit denial, West 30' of Lot 30; Plat of Pleasant Tides, Division I. Appeal meeting delayed for 2 to 3 weeks as requested by Stephen Crane, Attny. for Russell Padget and Austin Frazier. Durant reported that he and Dr. Fischnaller_held a preliminary hearing with the representatives of Plesant Tides and the problems relating to Lot 30• have been partially resolved. A new application and plan will be submitted, and four new soil logs will be dug .for Durant's evaluation. The second half of the appeal (Lots 39 & 40) is still unresolved. Old Business: 1. The administrator submitted a resolution to extend the Health Depart- ment's budget for 1978 to provide additional home health care with funds made available through C.E.T.A., and to establish a Maternal Child Health Program through grant funds from the Washington State Department of Health. Total budget increase - $31,061.00. Moved by O'Meara, seconded by Brown to approve and sign. (Resolution and budget attachment #2) 2. A lengthly discussion was held regarding a letter submitted by Pros. Attny. Howard, from Craig Ritchie, Pros. Attny., Clallam County, dated April 19, 1978, referenced: Olympic Health District Dissolution. There appears to be a discrepancy between the amount of overtime and compensatory leave earned by Clallam County. O'Meara stated he was advised by Henry Hamm, Director, Olympic Health District, that Clallam County employee's time had been taken care of prior to the first of the year and that none was in fact due. Also, no supporting documen- tatlin was submitted to substantiate comp time claimed. The discussion was concluded with the decision to disregard all compensatory leave. It was moved by O'Meara, seconded by Brown for the distribution to the counties to be made in the one-third - two-thirds ratio after compu- tation of the accumulated annual leave and sick leave. Pros. Attny. Howard will notify Clallam County in writing of todays Board action, with a copy to Herbert Kuzniczi. He will also notify Kuzniczi that this action concludes any further need for his services. )Letter from Richie attachment #3) 3. The Board approved David Abeel's amended proposal for West End of Jefferson County coverage for $2,969.00 annually, by motion of Brown and second by O'Meara. The proposal will be written in contract form and submitted for Board's signature at a later. date. (Attachment #4) Minutes of Board of Health Meeting of May 3, 1978 New Business: 1. The mileage policy recommended by the administrator was approved by motion of O'Meara and seconded by Brown as follows: "Department paid mileage shall be paid after arrival at the first site of employment each day and end at the last site of employment each day. Re rts: Public Health Nursing: a. Phyllis Bee submitted the attached report (attachment #5) and stated their case load has increased so substantially, basically due to the Well Child Clinics and Maternal Child Health activities, they are in need of additional public health nursing help. Clinics are held every Thursday, but appointments have come in so rapidly that they are now scheduled four to eight weeks ahead in q most of the clinics, and will probably have to go to another clinic a month. Mr. Stuart advised that an additional position is budgeted in the new budget and included in the Maternal Child Health grant. He recommended the Board authorize to advertise for a half-time public health nurse to alleviate the load created by these pro- grams, and that interview times be set so the Board can partici- pate. It was so moved by Brown and seconded by O'Meara to authorize Phyllis Bee to draft a job description, advertise, and set up interviews. b. Mrs. Bee advised that a�lot of the new equipment used to examine • the children has arrived and she would like for the Board to see it some time during the next Health Board meeting. c. The women of Jefferson County will still have the benefit of a woman's health care specialist through the Port Angeles program, at no cost to Jefferson County. The costs will be absorbed by the Council on Ageing for women over sixty. A $2.50 lab fee plus a sliding fee shcedule for the rest will be charged to the women under sixty years of age. The health care specialist will be using our examining rooms and holding three clinics a month - one in Quilcene, one in Chimacum, and one in Port Townsend. 2. Environmental Health: -a. Durant presented the activity report for the month of April, 1978, included as attachment #6, which shows an increase in overall activity of approximately 25% over last year. In addition to the report, the clam sampling program starts this month and runs • through about October. The sampling area is Discovery Bay, and Cape George Colony provides the samples which are tested for toxicity. b. Due to the increased activity and the added business of the summer months, Durant requested that he and his deputy be granted permission to extend their hours to a forty hour work week • instead of the present thirty-seven and one-half. Total cost would be $936.00 plus benefits for six months, starting this month. After a brief discussion, it was moved'by O'Meara to approve a fourty hour work week as requested for the next six months on a trial basis. Brown seconded the motion with reservations due to the work force being doubled over last year. Stuart will adjust the budget with a transfer resolution within'the salary catagory. 04 Minutes of Board of Health Meeting of May 3, 1978 p. 3 c. Establishing a fee for reinspection and/or redesign of on-site sewage disposal systems previously approved and permits issued was, considered. Also, an expiration period for sewage disposal permits, which is an item that would have to be incorporated in the health ordinance. The Board concurred that the policy should be that permits that are changed significantly and require a new inspection be treated as new permits, and it was so moved. d. Development of Liability release agreement or "so called"Hold Harmless clause is still being investigated by Durant and Pros. Attny. Howard. e. Thousand trails Camper Club has submitted their fourth revision of their on-site sewage disposal and water systems. Durant stated the plans will be approved by the state with instructions that the next step for them will be to apply for a septic tank permit from Jefferson County. Also, at that time, they will be applying for a building permit for a sales office. Durant will notify the Board when the application is submitted. f. Permits are still being issued to Lazy C Plat because the developers are working to up-grade the water system. g. Dr. Deer has submitted plans and specifications for the total water system for the Plat of Bridgehaven. If approved by the state, permits will be issued again on the spit area. 1 -4 h. Durant has a copy of a proposed ordinance relating to travel trailer parks which he will be presenting to the Board of County Commissioners within the next few months. 3. Health Officer Report: Dr. Fischnaller stated he had nothing to report at this time. 4. Administrator's Report: Stuart advised they are attempting to improve the communications between the Board of Health and the Department, so if the Board's needs are not being fulfilled, he requests they advise him of it. He also suggests that all pertinent points relating to specific issues to be discussed, be reduced to writing. Box 700 Port Townsend, WA 98368 • RE: OLYMPIC HEALTH DISTRICT DISSOLUTION Dear Bill: Enclosed for your information please find a copy of the policy of the Olympic Health District on overtime and compensatory leave. You will note that this provision requires that there be advance notice to the supervisor of the necessity to work overtime, and approval of that• overtime before may be worked. Dave Abeel has checked the records of the Olympic Health District, and finds that there is no comp time which was properly taken in accord with this procedure which is accrued in favor of any person who was working for the Olympic Health District, whether in Clallam of Jefferson Counties. In light of the above facts, it would appear that there is no time properly owing by either county to any employee of the Olympic Health District. I would suggest that, due to a failure to comply with these procedures, payment by either county of any accured comp time would not only be contrary to the rules of the Olympic Health District, but would probably be illegal. As you are well aware, counties, as municipal corporations, may only pay public money when there is a legal obligation to do so. In light of the above discussion, I would recommend that the settlement of the Olympic Health District make the following form: • • ..� E Mr. Bill Howard Page 2 April 19, 1978 1. A $1,500 contingency fund be taken off the top, to be divided into two-thirds/one-thirds on June 2O,` 1978, after it is used to pay bills which have not yet been received. 2. The remainder be divided on a one-thirds/two-thirds basis. --3. As an alternative to #2, it is immaterial to me whether solely sick leave, or sick leave and annual leave are removed - from the equation, and then the two-thirds/one-thirds applied. I would, however, suggest that both be included, as that appears to be the proper method of handling these unaccrued but not yet paid employee benefits. Overtime must be approved in advance by the employees Supervisor or the Health Officer. Compensatory leave is allowed in an amount equal to the overtime . worked. It is not the policy to pay employees for overtime worked. Compensatory leave is to be taken if approved in advance by the Supervisor and at a time that is convenient for the Department. i An employee who works on a holiday shall receive compensatory leave for the holiday worked. COMPUTATION OF LEAVE tTfftCE r • Earning Leave With Pay - Annual and side leave are earned for each month in which an employee is in pay status for 15 or more calendar days. Taking Leave With Pay - Annual and sick leave are charged in units of half- hour's. Holidays occuring at the beginning, during or at the end of a r period of leave with pay are not charged as leave. Aft employee is charged one day of sick leave or annual leave for each day of such absence when he is scheduled to work. When an employee separates from the service by reason of resigna- • tions, layoff, dismissal, retirement or death, he is paid for his unused annual leave on the basis of the number of days earned times the daily rate. a. Deily rate is computed at a rate based on the number of work days expected per year divided into the annual salary rate. Leave Without Pay - Leave without pay is charged on the basis of the number of work day of absence. } Leave without,pay is deducted from an employee's pay check at a daily rate calculated as above. SAFETY Safety is the responsibility of every employee. If you observe an unsafe- condition, equipment or practice, report it immediately to your Supervisor.
