Attorney Meeting called to order by Chairman Carroll M. Mercer with all members present.' MINUTES: The Minutes of the June 7, 1978 meeting, were approved with coorections of typographical errors by motion of B.G. Brown seconded by A.M. O'Meara. CORRESPONDEPC E . k • Dr. Fis• chnaller received a letter from Andre-Romberg Insurance Company request4ng an opportunity to bid on the Health Department Insurance program Mr. Stuart was instructed to contact them for further 1 '. information. " OLD BUSINESS !_ . 1. Pleasant Tides - site evaluation and sewage disposal. They F notified Randy Durant that they wished to meet at a later time. 2. William Howard reported that he had met with representatives of Gilliam County and had requested a treasurers report from Clallam County and Jefferson County to determine the balances due to the Olympic Health District as of December 31, 1977. When these figures are received the distribution can be made. Mr. Howard will meet with Craig Miller of the Clallam County prosecutor's office on July 12, 1978 to try to complete the distribution. 3. Charleta Handley has been hired as a part time Public Health Nurse and has indicated her willingness to become a full time employee, if needed. 4. The waiting room of the Health Department will be altered to provide another office. Tom Aunock will be asked to draw the necessary plans. Changes will be minor. e NEW BUSINESS 1. Mr. Howard discussed the possible effect of the Jan Anderson case. . The Health Department charged Mr. Anderson with failure to obtain a septic tank permit, failure to request inspection of installation, and failure to obtain approval before covering the installation. • Mr. Anderson was acquitted because the judge ruled that he was in substantial compliance... Mr. Howard felt that the defense would contend that our ordinance was invalid because it had not been approved. by the state. The judge accepted the validity of the ordinance even . though state approval had not been obtained. (The ordinance has now been filed with the State Health Department.) Mr. Howard feels that an appeal is not necessary even though the ruling was not a proper one in his opinion. The board and staff felt that if the decision could cause enforcement problems that effected the work of.the ire, -.1M1111,.111•11111111111waT Page 2 -- Board of Health.Meeting • environmental health section, the judge's decision should be appealed. After complete discussion it was decided to take no further action unless publicity concerning the case encouraged citizens to by-pass the apoeal process. 2. The change of annual leave policy. was discussed briefly. r Employee concerns will be submitted in writing. REPORTS • 1.. Public Health Nurse: Phyllis Bee A. There has been a great increase in nursing activity due to • the additional service provided and the acceptance by the public. • B. It is essential that we get informed consent blanks signed by clients on each procedure performed in the department. • C. Mrs. Bee was complimentary about the support the commissioners were giving the department.' • • 2. Environmental Health: Randy Durant A. Attached is the written report. Income is ahead of estimates in all categories. •1 • X B. Kale Point Company has deposited $5100.00 to guarantee performance. The commissioners will tell the County Treasurer to deposit this money in a separate interest hearing account. Accurate records on the account will be kept by the environ- mental health section. Development is continuing at-Kala Point and another.section will be opened. 3. Administrator: Gael Stuart " • A. There was a discussion of school contracts. The administrator • will write a letter to the school districts stating that the county will assume the cost of present school health service for a one year period. The scope of service will be outlined and if school districts wish additional service it will be provided on a cost of service basis. Meeting Adjourned.
