Mercer, Chairman Joseph Fishnaller, M.D. Gael Stuart, Admin. a T August 1, 1978 , 9:30a.m. Meeting called to order by Chairman Carroll M. Mercer with A.M. O'Meara, Gael Stuart, Dr. Joseph Fishnaller, and Randall M. Durant present. -1 Remaining members absent due to being on vacation. Minutes: The minutes of July 11, 1978 meeting were approved by motion of A.M Merla and second by Chairman Mercer, with clarification to Environ- mental Health report section 2-B, third sentence (Kala Point) -- environmental health section will keep records of the dates, amount of deposits, and for which building each deposit is made. Correspondence: None , Old Business: • 1. Mr. Stuart submitted an outline of the basic services the health department will provide the schools at no cost (attachment #1) . After .reviewing the list of services, it was moved by O'Meara and seconded by Chairman Mercer for Mr. Stuart to forward the information to the schools along with a cover letter advising that any additional services will be billed at an hourly rate based upon the cost of public health nursing. Mr. Stuart will draft the letter for Chairman Mercer's signature. 2. Even distribution of nursing services: Problem arises due to Clearwater School District paying directly to the Clallam County Health Department. Board requested Mr. Stuart check with Clallam County to see what services are being provided to the School District and the costs thereof. Board suggests that Clallam could bill Jefferson, and a letter could be sent €o.Clearwater School District saying Jefferson County would be picking up the costs of their nursing services provided by the Clallam County Health Department. New Business: 1. Discussion of the Home Health program and our relationship with Clallam County: Clallam County presently administers the Jefferson County Home Health Program and Mr. Stuart feels it would be much more beneficial to us for Clallam to contract with our Health Department for us to provide this service in this county, to be operated independently within our county under the Federal rules and regulations, and assuming all responsibilities. Board concurs. Mr. Stuart, Dr. Fishnaller and Phyllis Bee will meet with Dave Abeel on August 2, 1978, to discuss this matter. s 3 2. Staff Salaries: Larry Anderson is eligable for $50 per month salary increase authorized under the Personnel Policy as of 7-1-78; and Marla Weed is eligable for $50 per month salary increase as of 8-15-78. Both salary increases approved by motion of O'Meara and second'by Chairman Mercer. 3. 1979 Budget: Mr. Stuart is going to investigate the work load in the Sanitarian's department, and the cost effectiveness of the purchase of two conpact cars for the Health Department. If additional personnel or items are indicated, he will "star" them on the preliminary budget. Board of Health minutes of Augt.st 2, 1978 p: 2 • • Reports: 1. Public Health Nurse: Phyllis Bee • In the absence of Mrs. Bee, Mr. Stuart submitted the Health Nurse report (attachment #2) noting the increase in activity, especially in the Maternal Child Health Program. 2. Environmental Health: Randall Durant • A. Activities report was submitted and reviewed (attachment #3) B. Food Program: The next two months will be devoted to the inspection of restaurants and grocery stores. Consequently, site evaluations may delayed slightly. C. The county's sewage ordinance has been approved by the State Health Department. Notification will be forwarded to the Prosecuting • Attorney. D. Additional activities: 1. A bat was sent in to be checked for possible rabies. No response as of this date. 2. Checked out possible food poisening - determined to be food . spoilage. 3. Possible food contamination involving Dream Whip and jello pudding forwarded to F.D.A. for study. 4. Reviewed and approved second set of Chimacum School plans. 5. Followed up on possible Hepatitis case as it relates to sewage -water. 6. Performed several soil evaluations for preliminary short and long plats. E. Maintenance of county park facilities - Chimacum and Lake Leland park prives have not been maintained. Suggests periodic check. F. First compost toilet has been installed in Jefferson County. G. Contract has been signed with Water Supply and Waste Section for an inventory of at least eight "class 3" water systems. H. Problem at American Campgrounds (Gardiner) - failure of evapo- transporation system. Schedule has been worked out for correcting problem. Temporary closure if situation cannot be remedied within 10 days. 3. Health Officer: Dr. Fishnaller Discussed his concern over Clallam County's approach to organizational structure of Department of Health duties, and the Health Nurse program. M:C.H. nurse has resigned due to salary disagreement with Clallam County Commissioners, and unless a settlement is reached, funds for the M.C.H. program may have to be returned to the State. 4. Admimistrator: Gael Stuart Mr. Stuart advised that he has reviewed the insurance policies and found definite duplications. He has submitted them to Homer Smith Insurance for comparison, and to draft a new policy for the Board's consideration. Meeting adjourned. r� .w..w. -1111111MINIM... The Board felt that this action should be taken in 1 light of the financial condition of the Health Department and a feeling that the Department should provide complete health services to the citizens of the county if finances ' are available. Children in Kindergarten, first, third and seventh g . grades annually be completed by December of each year. 2. Elementary school children new to the school district as soon as possible after enrolling, regardless of grade. 3. Rescreening, follow-up and referral of children failing the initial screening. 4. If necessary assist parents to obtain care for the child through appropriate funding sources. 5. High school students screened on referral. II. Auditory Screening for All 1. Children in kindergarten through the first three elementary grades and those in grades 6 and 9 completed by December of each year. 2. High school students screened on referral. III. Control of Communicable Diseases 1. Nurse interprets and implements Health Department regulations regarding communicable diseases. 2. Nurse will be available to see children suspected of having a communicable disease. 3. Nurse will be available for teaching and consultation with parents and teachers in cases where children have a communicable disease. She will give information on symptoms by which such diseases can be identified and methods to prevent the spread to other school children and family members. 4. Nurse will evaluate immunization survey forma and assist parents to have their children adequately immunized. * Vision and hearing schedules are consistent with Chapter 32, Laws of 1971 and WAC 248-144-010 to 248-144-150. ...�. ..ems.. • *t , • Mr } IV. Teacher-Nurse Conferences 1. Teacher-nurse conferences for classes kindergarten through grade 6 will be held each year as a means for the teacher and nurse to share information as needed on the emotional, mental, and physical health of the child, and together work out a plan to meet the student's *; need. 2. Other conferences by teachers in other grades may be scheduled as the need arises. The nurse will give information and assist in planning and identifying all children with medical problems which may affect their school performance. She will interpret medical findings and recommendation as needed. V. Home and Office Visits and Follow-Up 1. Home visits will be made when necessary to aid parents in caring for the health needs of their children. 2. Parents may visit the nurse in her school office or Health Department office for help as needed with health problems. 3. The nurse will make contact and/or home visits with parents regarding their childs health problems on request of the principal or teacher if appropriate. 4. The nurse will serve as liaison between school, families, physicians, and community service organizations on behalf of pupils and the school. VI. Health Education The nurse made available to the teachers such health education materials as are available through the Health Department and other sources and will be available for consultation or classroom discussion on health topics. VII. Dental Program The nurse will arrange for a dental "Brush-In" or similar program in the elementary schools. i VIII. First Aid and Illness Since the nurse will be in the school on a limited basis it is necessary that first aid be done by a school employee designated by the principal. The nurse will assist in training such a person and be available for consultation when possible. First aid should be limited to minor incidents, and in the event of illness or more severe injuries the child's parent should be notified to come and pick up the child and make decisions for care. IX. The sewage program is taking approximately 80% of all our time. Due to this other programs have been lacking. More emphasis will be placed in the food program in the coming months.
