Meeting called to order by Chairman Carroll M. Mercer with all members present. . Minutes: The minutes of September 6, 1978, were approved by motion of Com- missioner O'Meara and seconded by Commissioner Brown. Unanimous Correspondence: Letter was received from David Abeel advising that AEtna Insurance Co. will pay $25 per visit for certified home health visits. Old Business: 1. Comments on the 1979 Budget, and C.E.T.A. a. Mr. Stuart requested the Home Health Aide position be budgeted under C.E.T.A. to insure funding if funds are available. . b. Salaries for Linda Nutsford and Colleen Parker should be changed om the figures presented in the preliminary budget to $7,800 for 1979, to el nate inequities in pay for "like positions". Both salaries are chargable to the Home Health Program. 2. Discussion of transfers to the Olympic Health District from Clallam County: Mr. Stuart advised he had a work sheet from Clallam County's 1977 budget which did not show the millage transfer in the amount of $54,359.73 from Jefferson County. After discussing and checking the figures, it was concluded that the sheet was not in fact a copy of their final budget, but merely a work sheet for the 1978 budget. 3. Sewage Disposal System; American Campgrounds, Gardiner: Randy Durant reported their evapo-transporation system failed and the Campgrounds were closed by order of Dr. Fischnaller. Date of closure was September 16, 1978. Primary contributing factors for failure were infiltration of drainage from hillside and poor soils. Campgrounds will not be allowed to reopen until approval is granted by Dr. Fischnaller. New Business: 1. Discussion of the need for extension of the 1978 budget because of the pay off of annual leave and compensatory time carried over from the Olympic Health District and the impact of the Home Health Program on the last quarter of 1978. Revenues will offset the expenditures. Mr. Stuart will draft the resolution for budget extension as soon as he',can detail the figures. He stated the revenues will far offset the ex- penditures. 2. Comparative local health department fee schedules: No changes suggested - submitted for informational purposes only. Jefferson County is high in some areas and low in others.. 3. Bill for shelving front Port Townsend Lumber Co.: Shelves were installed in the Health Dept: Charge qualifies for payment out of Referendum #29 funds from the State. • r/ A eeseemmemme teas mummessme t Board of Health Meeting October 4, 1978 'page 2 REPORTS: 1. Public Health Nurse: Phyllis Bee A. Report of Nursing Service: (attachment #1) • Biggest change in service for September is under school health and immunization due to the starting of school. B. Workshops attended: Mrs. Bee and Charleta Handley attended a workshop in Mount Vernon paid for by W.I.C. (Wuen, Infants,&Ghildre)4 and one in Spokane paid for by M.C.H. (Maternal & Child Health). Both workshops are part of the M.C.H. program. Nikki Shaler and Joy Guptill attended a workshop in Port Angeles on C.P.R. under the Home Health Grant. C.C.S. (Cripple Children Service) gave a workshop in Port Town- send. Additional workshops are planned. C. M.C.H. Grant: Application has been resubmitted for 1979. County is expected to receive the same amount of funding as in 1978 - $21,784. Funding has been requested for two additional classes: 1) Prenatal Care; and 2) Infant and Child Care. D. Programs Coordinator: Charleta Handley will be starting full time and will be coordinat- ing the M.C.H. and C.C.S. programs. 2. Environmental Health: Randall Durant A. Activities Report: (attachment #2) B. Carl Ackerman Sewage System; Quilcene: In mid-June, Ackerman set a mobile home on his property and applied for a septic tank permit. Several test holes were dug and Randy found only very solid and dense buttery clay with no top soil. Without further testing or obtaining a permit, Mr. Ackerman put in a septic tank and drainfield. Matter was then referred to Pros. Attny. Howard. Randy's and Dr. Fischnaller's concern is that situation may become a health hazard to him and/ or his neighbors. Board concluded that Ackerman's sewage system should be checked periodically by the Health Department to insure no problems exist. If the system continues to function properly, no action will be taken by the county. Dr. Fischnaller will write a letter to Mr. Ackerman advising of Board's determination, with a copy to Pros. Attny. Howard. Above noted action so taken by motion of Commissioner Brown and seconded by Commissioner O'Meara. Unanimous C. Application by Dick Christiansen: Mr. Christiansen applied for a building permit for a 20'x 22' two floor addition to his existing residence. New construction is for a recreation loom and a bedroom. When Randy made the required inspection be found sewage surfacing along a drainage ditch. Randy asked Mr. Christiansen to deepen the drainage ditch to possibly lower the water tahlo in an effort to make the existing system function properly. Mr. Christiansen is willing to correct the problem, however, he has secured the loan for building and wants to proceed with construction before the bad weather starts. Dr. Fischnaller recommends approval since Mr. Christiansen fully intends to repair his sewage system and will not be increasing the water usage. Moved by Commissioner O'Meara, seconded by Commissioner Brown to approve as recommended by Dr. Fischnaller. Unanimous D. Question on how to evaluate the number of bedrooms within a house. Board feels that Randy is obligated to go by the builders house plan and not speculate what additional rooms could be turned into bedrooms. • tsimmommommo .ems Board of Health Meeting October 4, 1978 • page 3 • • REPORTS con't: E. Shine Plat #1: Upon approval by the Health Department, two homes were built on the beach on "partial fill", due to their meeting requirements. The Lot between these two homes has a water table of 18" and • minimum is 2'. Water table was 6" when measured last year curing the rainy season. Randy asked for direction from the Board con- . cerning issuance of permit. After open discussion, no recommen- dation was given. Further study indicated. F. Gardiner Community Center: Tests reveal poor soils and limited area. 3. Administrator: Gael Stuart • Recommends abandoning idea of purchasing county cars for the Health Department at this time, because it would not be economically feasible. Meeting adjourned.
