Mercer with all members present. • MINUTES: The minutes of November 1, 1978, were approved by motion of Commissioner O'Meara and seconded by Commissioner Brown. Unanimous. % 1) Letter from Gellor Insurance Company re: The renewal date for the - Health Department's policy. (see attachment #1) Mr. Stuart advised the Board that Insurance Agent Homer Smith, carries the same inn ancg. as the Gellor Company. Mr. Smith is the agent of record, so all that z needs to be done is transfer the policy to Homer Smith sous all the County's insurance will be under one policy with a common due date. 2) Letter from. Thomas J. Majhan, Attorney, re: Kirst Realty and the site evaluation on Lots 11 & 12, Block 15, Addition 5 of Olympic Canal Tracts, one being denied and the other conditionally approved. (see attachment #2) Kirst Realty feels that the actions of the Health Department were 'arbitrary and capacious" and is making a demand upon . the County for $710.00 for damages. Mr. Stuart reported that Prosecuting Attorney, Bill Howard, said the County's procedures were proper and the Realty has no claim. OLD BUSINESS: * 1) Insurance. Dr: Fiscbnaller's malpractice insurance must be renewed. The total premium is-$1,632.00 making Clallam County's share $1,088.00 and Jefferson County's share $544.00. Jefferson County will pay the premium and bill Clallam County their portion of the bill. Mr. Stuart s reported that be will submit this to the County Auditor. • 2) Discussion of the 1979 final budget. Mr. Stuart briefed the Board on some of the change that will incur in 1979 such as the office being open during the noon hour- and the Environmental Health Program will have 'a 711 hour day beginning when the new Environmental Health Spealist is hired. Also dictation equipment will be purchased for office and field Work. .) - Foot care program. Mr. Stuart reported that the Geriatric Health Screening has dropped the supervision of the foot Care program. The program must be supervised by a qualified nurse but the Health Depart- ment doesn't have the staff to take the program over. Stuart said that the Health Department is trying to find a way to continue this valid program. - - i. 3 k s.rs. Board of Health Meeting December 12, 1978 # Page 2 41 Deductions. The nurses dues cannot be deducted from the paychecks because it would take a major program change in the computer that can't be done at this time. NEW BUSINESS: 1) Contract. Professional Services, Agreement between Jefferson County Department of Health and Clallam County Department of Health. For the ' services of a Public Health Nurse and an Environmental Health Specialist to serve the West end of Jefferson County. Jefferson County shall pay -to Clallam County a rate of $2,969.00 per year, effective January 1, 1978 to December 31, 1978. The Board approved and signed the contract. {see attachment #3) RBPf)RP&: 1 : € 1) Public Health Nurse; Phyllis Bee A. Report of Nursing Service: (attachment #4) B. Workshops attended. Mrs. Bee and Charleta Handley attended a a workshop on venereal diseases at Bremerton. ' 2) Environmental Health; Randy Durant A. Activities Report: (attachment 45) .; B. Shellfish Toxins. Randy reported that Discovery Bay and Port. Ludlow areas remain closed.C. Bridgehaven Water System. The water system should be corrected . by the contractor sometime next week. D. The Board reviewed the letter of complaint from Mrs. Ida Adell Swanson concerning a broken water pipe and drain field. (see attach- merit #6) Randy said that the problem is outside the County's ` responsibility. - 3) Public Health Officer; Dr. Joseph Fischnaller A. Workshops attended. Phyllis Bee and Dr. Fischnaller attended a workshop on the Diseases Preventable by Imunization, paid for by State and Federal funds. Dr. Fischnaller also attended the local Health Officer's meeting. Dr. Fischnaller reported that at this meeting they discussed the effects of the water and sewage disposal of the entire State being transferred from the control of the Health Departments to the Ecology Department which does not have health oriented policies. i , B. Dr. Fischnaller gave the Board a "Position Paper on Sewage Disposal Program". (see attachment 47) 4) Administrator; Gael Stuart A. Gael Stuart summerized the first year of operations for the Jefferson County Health Department. Increased activities in the various departments and a very active and positive staff. 1 Due to the holidays, the Board approved a change of meeting date. Another hector in this decision was lot lirteelocations which were approximated by the owner or Mr. The major concern wee soil conditions. - Lased upon a request by the owner, Mrs.'Virginie Suckinghms, a reevaluation by myself and terry we mode on July 20, 1978. I concurred with larry's decisisa but also re- • commended to the owner if more specfic information be made available (is lot liner staked etc.) we could then reevaluate the lot. Larry Anderson wee contacted by Mr. Bud Smith, Jefferson County licensed Installer, who requested for Mr. Author Robbins, for Mrs. iticitinghstar another evaluation of the - site. On.Oct:door 19, 1918, Larry met Mr. Smith and his backhee on the site. Additional soil logs were dug to a depth of 5' and lot lines were more defined by Mr. Smith. Larry found soils to be acceptable at average depths of 3'-5', much better thatathe preitbstuly Inspected more shallow soil logs. The better the soil the less drain field is required which means less area of the lot is needed. Larry then gave a Conditional approval based on this new Information. SEWAGE DISPOSAL PROGRAM The Health Affiliate of the Washington.State Association of Counties,. representing all of the 39 counties of the State of Washington, is opposed to the transfer of the on-site sewage program from Department of Social and - Health Services to the Department of Ecology. However, if consolidation-must occur for the good of state government, we feel the Department of Social and Health Services is the agency which should conduct the entire state sewage program. The primary reasons for taking this position are as follows: • HEALTH The improper disposal of human excreta and sewage is one of the major factors threatening the health and comfort of individuals. The mere exposure of sewage, or its improper disposal, immediately "sets. the stage" for possible disease transmission by direct contact or through a vehicle or vector (such as an individual, an inanimate object likea child's ball, the house fly, or con- taminated water or food). f Awareness of these dangers, coupled with treatment of sewage and water supplies, is recognized as being primarily responsible for reducing intestinal and water-borne diseases to their present low level in our state. Some of the more common diseases that are transmitted by inadequate sewage treatment are typhoid, dysentery, amoebiasis, infectious hepatitis, and poliomyelitis. The threat of new gastrointestinal viral entities being transmitted by sewage is a very real possibility. 1 LEGAL RESPONSIBILITY ` It is the statuatory responsibility of the Department of Social and Health Services, in conjunction with local health agencies, to provide health protection to the citizens of the State of Washington. The Department of Ecology is not legally responsible for the public heelth of our citizenry. LEGAL CONCERNS • Sewage disposal is a primary concern of local agencies. The local health - department is identified as the agency with public health responsibility to determine the adequacy of sewage disposal methods. This information is then , _ integrated into local subdivision and other review procedures. This relation- ship is not only recognized by the State but is required by law. Common permit centers shared by Health, Planning, Building, and Public Works Departments are in place or being developed in most counties to aid the public in securing permits. All health agencies have developed methods of evaluating sewage disposal projects to meet local needs and concerns. It is not appropriate to dilute public health authority and responsibility by assigning fragments of health programs to different agencies with diverse interests, perspectives and emphases.
