Mercer, Member Joseph Fischnaller, M.D. Gael Stuart, Administrator MINUTES January 9, 1979 9:30 a.m. Meeting called to order by Commissioner Carroll M. Mercer with all members present. Moved by Commissioner Brown, seconded by Commissioner Mercer for -Commissioner O'Meara to be Chairman because he was selected as Chairman of the Board during the reorganization of the Board at the Commissioner's regular meeting. - MINUTES: The minutes of December 12, 1978, were approved as corrected by motion i , of Commissioner Mercer and seconded by Commissioner Brown. Unanimous r CORRESPONDENCE: 1) Letter from John Maxwell to Tom Aumock, Planner re: Proposed Declar- ation of Non-Significance by Jefferson County, John R. Hansen, Inc. (attachment #1) The Board read and discussed the letter. OLD BUSINESS: 1) Mr. Stuart reported that Catherine Merrill will be providing foot care at the geriatric health screening program. Mrs. Merrill will provide her own malpractice insurance. In addition she will be named in the County policy for the County's protection. The program may cost the Health Department some money, how much is uncertain, possibly about $350.00 per year. It will be monitered to determine its cost. 2) Budget Transfers. Transfer $750.00 from Professional Services, 562.00.31, -and place into Operating Supplies 562.00.22. Mr. Stuart will submit this request to the Commissioner's Office. (attachment #2) 3) Interviewing candidates for Environmental Health position. Randy Durant, Dr. Fischnaller, and Gael Stuart will be interviewing. They have tentatively set the interviewing date for the morning of the 24th of January, 1979 or February 2, 1979, depending on the availability of Dr. Fischnaller. NEW BUSINESS: ` 1) Dr, Fisonnaller has resigned from the Clallam County Health Department The Board discussed Dr. Fischnaller's replacement in Clallam County. His malpractice insurance will now be Jefferson County's total respons- ibily. _ F. r • • Board of Health Meeting January 9, 1979 Page 2` REPORTS -1) Public Health Nurse; Phyllis Bee A. Report of.Nursing Services: (attachment #3) Dental Program is up in participants due to the school program. .194 participants in the School Health because of the follow-ups in the vission and hearing tests done the previous month. B. Nikki Schaler has resigned from the Health Department. Johanna - Wyatt -has joined the staff beginning January 1, 1979, as a Home Health Aid. C. All the nurses and Jeanne Hibbard are attending, in Seattle, NCAST, a program in child assesment. They will be going once a week for six weeks. MCH- is funding this. The classes are transmitted by satellite to 11 different states. D. MCH Grant. Written up by Phyllis Bee and Dr. Fischnaller; budget written up by Gael Stuart. The total amount on the MOH contract is $24,444.00 of which $21,178.00 is an Operational Grant from the State of Washington. The program itself is very success€ul,reported Mr. Stuart. Even though the grant wasn't submitted until March, the Department will receive the entire 12 months worth rather than only 8 months. ' 4 E. WIC. There has been a number of- inquiries about the program from striking C 8 Mill workers. Mrs. Bee reported that they were not meeting all requirments for this program. There are 2 criterias, low income, and nutritional risk, and they must meet both. 2) Environmental Health; Randy Durant A. Activities Report: (attachment #4) B. The Board discussed with Randy the Kirst Realty claim of $710.00 aagainst the County. (See Minutes of December 12, 1978, attachment C. Mr. Durant and Mr. Stuart talked with the Board about a raise in permit fees. The last increase was in August of 1977. There was no action taken at this time. ., 3) Administrator; Gael Stuart A. Health Department insurance.. The insurance has been combined with the County's policy in the Homer Smith Agency. The Board reported that the error and ommissions insurance has been covered through the National Sheriff's Association. Mr. Stuart would like Randy and all the nurses to be included on the insurance. The insurance covers only Randy Durant and Gael Stuart. B. The dictation equipment has been purchased through the Lanier Company. Mr. Stuart said he will insist that it be used by the nurses as well as the sanitarians.
