Members _present were Commissioner Brawn,Brawn, Commissioner Mercer, Gael Stuart, and Phyllis Bee. MINUTES: The minutes of January 9, 1979 were approved by motion of Commissioner Brown, seconded by Commissioner Mercer. Unanimous. OLD BUSINESS: I e.. 1) The Sheriff's National Insurance Company has rejected the County's application for errors and omissions insurance. The County will now negotiate with Homer Smith for this insurance. 2) Gael Stuart . reported on the Environmental Health Speacialist inter- views. Mr. Stuart, Dr. Fischnaller, and Mr. Durant were present for • ail the interviews and Commissioner O'Meara was present the last day. 21 resumes were submitted out of which 8 were selected for interviews. ` They recommend hiring Merilee Blaine, a graduate from University of Washington in Environmental Health, as first choice. Second choice recomimendation, contingent on Larry's decision to leave the Health Department, is John Hayes, a graduate from Washington State University in Bacteriology. Commissioner Brown moved to approve the recommenda- tions of the interview committee, Commissioner Mercer seconded the motion. Unanimous. NEW BUSINESS: • 1) Collene Miller, Home Health Aid employed in December, has resigned. 2) Conference phone is installed in the third floor hearing room at the Courthouse. r 3) Commissioner O'Meara reported that the Board will be meeting with the phone company regarding the installation of a scan-line. REPORTS: 1) Public Health Nurse: Phyllis Bee a a) Report of Nursing Services (attachment 4/1) The number of foot care participants is down due to Catherine Merril's absence. • Mee Board of Health Meeting February 7, 1979 ` Page 2 f REPORTS: cont. b) Phyllis Bee reported on the Home Health Program which is in cooperation with Clallam County under the Medicare Program. There was a nursing audit on charts January 26, 1979 in Port Angeles. Jefferson County did very well in this audit. Jefferson County has received a check in the amount' of $1,722.42 for reimbursement of 63 Home Health visits at $27.34 a visit. Accord- ing to Jefferson County's records there are 186 Home Health visits and the amount due is $5,084.24. The bookkeeper explained the billing process to Mrs. Bee and Jefferson County will soon be receiv- ing a check for the balance due. There was a meeting concerning this billing on January 31, 1979. In attendance were Dave Abeel, Sonia I-* , Claudia Davis, Phyllis Bee, and Gael Stuart. They have set up a schedule to get the records in on time so as proper billing can be made. Mrs. Bee assured the Board that the program will not be emphasized over any other program that does not have an income. 2) Environmental Health; Randy Durant a) Activities Report (attachment #2) Randy is attending a soil seminar at Washington State University. Mr. Stuart presented Randy's reports. b) Mr. Stuart reported that Randy will be doing some public talks throughout the County to promote public relations. c) Commissioner O'Meara requested that the Health Department monitor the results of the aerator sewer system at the Donald's residence. Samples should be taken at the entrance to the drainfield. 3. Administrator; Gael Stuart a) Application was made for CHORE Service Program and submitted to DSHS and the Office on Aging. The program has been accepted and - they are now beginning to negotiate for details. Gael reported that Jefferson County will undoubtedly be in charge of the program for Jefferson and Clallam Counties and a full time administrator will be hired for this program.
