Gael Stuart was unable to attend due to a Region X-C.S.A. meeting. r MINUTES: The minutes of June 6, 1979 were approved as corrected by motion of Commis- sioner Brown, seconded by Commissioner Mercer. Unanimous. CORRESPONDENCE: None. OLD BUSINESS: 1. Sea View Estates. Durant gave an update report. There has been no activity by residents to pursue the sewer recently. He has sent two site evaluation denials contingent on the sewer and if that turns to be an unfeasible possibility; a temporary approval of a deep trench system will lbe considered. a 2. Beckett's Point holding tank; (attachment #1). The Board briefly dis- 1 cussed the letter. 1 3. Last month's letter to Mr. Strickland requesting permission to dye test. Randy Durant reported that he has received no response from the letter. He visited Mr. Strickland on the 28th and discussed the system and the dye test request, Strickland would not give permission. On that day the drainfield i showed no signs of failing. NEW BUSINESS: 1 1. Yelwick Travel Trailer Park. Durant reported having received plans for a water system and a sewer system for a 180 unit travel trailer park in 1 Brrinnon. Letters were received from neighboring residents opposing the pro- f posed system. (attachment #2 - #12) The following people appeared: Bernice Millard, Dorothy M. Kamm, Mr. & Mrs. Hustad. Mr. Hjelvik is basically proposing a major travel trailer park to be developed over a period of time. 90 units will have water and sewer hook-ups the other 90 will only have water taps nearby with restroom facilities. Randy hasn't reviewed the design yet. Many people have expressed concern about their shallow drilled wells on the i Wa Wa Point Road. Mrs. Hustad said there are 7 wells in which about 45 families rely on. They feel that the drain off from this septic tank will p contaminate the wells. She said there is a map from the Planning Commission that shows the potential of that water. Randy said he was advised by property owners on Wa Wa Point of an abundance of water which originates on the west side of Highway 101 and travels under or near the area where Mr. Hjelvik proposes this large drainfield. As part of the plan review the Health Depart- ment will try to address that problem. They will contact a state geologist for help. Mrs. Hustad requested a postponement until they can get an affi- davit from the Geology Department at the University of Washington. Mrs. Millard read a letter from Dr. Sherry, M.D. (attach- ment #3). Dr. Fisch:Nailer said that what Dr. Sherry wrote is a possibility but not probable. 2. Allert variance:-Paradise Bay. (attachment #13) Mr. Charles Allert appeared.. The policy for lots smaller than 9,000 square feet is to approve travel trailer or mobile hoxes only in case a septic system should fail it would be easier to remove a mobile home than a house. Mr. Allert is proposing to build a chalet because he has an allergic condition to the chemicals and materials used in mobile homes. When he bought the property it stated for a one,bedroom mobile home so he assumed that there would be no problem - potting a small chalet on it. There was nothing in the bylaws stating that it was a mobile park. He didn't find out that he couldn't put a house on the property Until after he started improving it. Under the circumstances ' it is a hardship since Mr. Allert is unable to live in a mobile home and he has put the septic systet in already. The Board suggested pier block foundation for easy mobility. Mr. Allert agreed to do what ever is necessary in regards tO a foundation on the chalet. Commissioner Brown moved to allow the variance for the hardship with the stipulation to become a part of the record of the lot to read, in case of failure of the septic system the lot will not be used until the septic system problem can be corrected by some means and if it can- not be corrected the house must be removed. Commissioner Mercer seconded the motion. Unanimous. The Health Department will draw up the variance and pre- pare for recording. Mr. Allert will pay for recording expenses. 3. Thousand Trails. Durant was out there June 28, 1979 checking the drain- field area. The developers have cut down the drainfield area considerably. Durant will be doing more inspections and testing. 4. Alcohol Plant. Durant informed the Board that there hasn't been septic system applications for the proposed development as of this date. 5. Fee schedule. Definition of repair of sewage disposal system. (attachment 414) Mr. Tom Escene appeared expressing feelings that the present fee schedule encourages people not to do what's right. At present the fee is $10.00 for repair and $30.00 for a new system. The problem being there is no definition to repair. After much discussion the Board decided to continue with the present interpretation and will go through the process of changing the fee schedule and defining it before the end of this year. REPORTS: 1. Public Health Nurse; Phyllis Bee a) Report of Nursing Services (attachment #15) Nursing services are up in almost everything. WIC Program now has Cynthia Allen, nutritionist, coming in once a month with her services. There are 109 people out of the 110 allotted slots on that program. b) Foot clinics will be starting in Quilcene on a once a month bases. c) Mrs. Bee reported that parking around the building is beginning to be a real problem. The Board suggested a memo to the hospital staff to not use the Multi-Service parking area. d) The building's air conditioning has not been working. 2. Environmental Health; Randy Durant a) Activities Report (attachment #16) b) Annual Food Establishment permit fees (attachment #17) There is no specification for fees on establishments like Senior Nutrition Center, Elks, Eagles, and Rebekahs. The Board decided that the Senior Nutrition Centers should not be charged. Randy suggests charging $25.00 for the food section and $10.00 for the cocktail area. The Board approved. This fee schedule will be reviewed at the same time as the fees for septic systems. c) K & F Food and Meat Market. In the past, fees for grocery stores and meat stores have been charged seperatly. Durant brought to the attention of the Board that K & F have both in their store and question being charged twice. The Board advised charging a single fee of $20.00 for this year. The Board will hold the next regular meeting of the Health Department on Thursday, August 2, 1979, 9:30 a.m. at the Health Department Conference Room. Meril Martin (copy enclosed) was not approved by the Board. • Not knowing this, the matter was referred to the Board of Health at its June 6th . meeting as holding tanks had not been previously approved by Jefferson County for a variety of reasons. The Board of Health approved the proposal with the following conditions: 1. The owner must submit a copy of a contract with a Jefferson County licensed Septic Tank Pumper to the Health Department. 2. The pumper must send a copy of billings and dates that tank is pumped to the Health Department and the Club. 3. Should sewage be allowed to discharge to the surface of the ground or be disposed of in an improper manner, the trailer would be removed and use of the holding tank by any person be discontinued (tank sealed). 4. A specific time period the trailer would be allowed on the site is necessary. 5. Cape George Fishermen, Inc. shall monitor maintenance and use of the holding tank. 6. Owner must acquire a septic tank permit from Jefferson County Health Dept. This office will not proceed with any further action in this matter until the Board of Directors advises us of its position. Not allow installation of any commercial sanitary system or drain field, or any part of it, within 500 feet of any existing well adjacent to the Wa Wa Point access road; or 2. Prior to the issuance of any permit for any such installation within 500 feet of any well adjacent to the Wa Wa Point access road, that permeability test be made and documented by a qualified engineer which demonstrates that the water quality of the wells will not be adversely affected by the proposed sanitary system and that copies of the results of such test be furnished to all residences along the Wa Wa Point access road. As you know Mr. Hjelvik is making application for an ex- / tensive drain field for the purpose of constructing a - recreational vehicle park. A well owned by ourselves together with several other persons, draws water from an underground reservoir underlying the site of Mr. Hjelvik's proposed drain field. We are vitally concerned about the possible contamination of the ground water in the drain field area and the possible contamination of our well. We feel it is the moral, as well as legal duty, of the County Commissioner's of Port Townsend the Planning Commission of Port Townsend, and the Health Officer, to fully ascertain the scope of this potential health hazard. Since a number of wells are located in the proposed drain field area the problem is one of substantial magnitude. By this letter, we therefore request that the County under- take a comprehensive analysis of the impact upon the drinking water supply in the area and present such evidence at an appropriate public hearing prior to granting Mr. Hjelvik's application. i We feel that should the County fail to so act at this time it could be a matter of serious legal and health consequence. = _ f. As property owners on WaWa Point who obtain our water supply, as do many € other residents of the Point, from wells in the near vacinity of thelroposed drain field, we are concerned about the contamination of water supplies. The wells supplying water to residents of WaWa Point are located in a de- pression directly east of Mr. Welnick's property and are supplied by a water table from the west which is approximately 35 feet beneath the surfact. - Of concern also is the fact that in years past, when a brick factory was - located in this vacinity, several open wells were dug on and around the pro- posed drain site and when no longer used, were filled with rubble. Could these provide•a more direct drainage route to the existing water table? I feel there are many questions unanswered as to the affect such a project, if allowed to proceed as planned, would have on the water supplies of surrounding property owners. Perhaps an alternate solution would be to place the drain field on the west • side of Highway 101 and south of Mr. Welnick's proposed commercial venture. The schedule contains only the word "Repair - $10.00". The manner and policy which the department has charged fees since 1970 has been as follows: New home - new tank and drainfield - $30.00 Old home - " " " " . - $30.00 Repair: Old home - new tank only - $10.00 Old home new drainfield only - $10.00 Repair & addition to existing drainfield- $10.00 This question had not been previously raised but I do think it would be in the best interest of the public and the department to include the following •definitions: "REPAIR. The replacement, addition, or alteration of a septic tank, distribution box, tight line, or other appurtenances to an existing individual sewage disposal system, and including any replacement, addition, or alteration to a sub-surface disposal field where at least a portion of the original sub-surface disposal field is used. In those instances where no portion of the existing drainfield or septic tank is to be use, it will be considered the same as a new installation." • ."NEW INSTALLATION. A system to serve not more than a 2-family resi- dential unit, or a business requiring not more than a 1,250 gallon septic tank" "NEW INSTALLATION.- COMMERCIAL. Final inspections of 1 septic tanks and drainfields increased to a total of 23, with follow-ups and surveys on Marrowstone Island and in Port Townsend continuing. For the food program there were 63 full inspections and 7 partials completed. The increased activity. is due to permits expiring on June 30 and inspections necessary before renewals.
