Mercer, Member Joseph Fischnallee, M.D. Gael Stuart, Administrator MINUTES August 2, 1979 9:30 a.m. Meeting called to order by Chairman A. M. O'Meara. Commissioner Brown was not present. Phyllis Bee was unable to attend and Charleta Handly sat in for Mrs. Bee. MINUTES: The minutes of July 10, 1979 were approved as corrected by motion of Commis- sioner Mercer, seconded by Commissioner O'Meara. CORRESPONDENCE: ) None. ii OLD BUSINESS: r1 1. W. E. Harms Variance. (attachment #1) Jim Laughlin and Bob Sahli appeared. Mr. Harms has requested a variance for a drainfield type sewage disposal system on his property in Fowler Park Addition to be located 50 feet from the edge of the bluff rather than 75 feet as required by county ordinance. The initial denial was because 1) lack of useable area, 2) variable slope, 3)fair to poor soil. Durant reported the property slopes away from the bluff and Dr. Fischnaller said that it is a reasonable request. . Randy suggested stipulating on the variance, if approved, that the property owner hook-up to a sewer when a sewer line is introduced into the area. Commissioner Mercer moved to approve the variance with the stipulation suggested by Randy Durant. Commissioner _ O'Meara seconded the motion. j 2. Proposed design for Twin Eagles Recreational Vehicle Park, Thornton. (attachment #2) Durant gave the Board a letter he sent to Mr. and Mrs. Richard Thornton dated March 5, 1979, requesting more information as to locations to t campsites, roads, dump station, and well site. Durant showed plans for the I proposed development but they were not to scale. The Health Department advised Mr. Thornton to stake the buildings and campsites so as they would be able j to look at it and design a system for him. Commissioner Mercer suggested Dr. Fischnaller make an on site inspection with Randy Durant. 3. Yelwick Travel Trailer Park. More letters and calls concerning the proposed development. (attachment #3 - #11) Durant made a preliminary plan review of 1 the plan submitted by Chuck MacLearnsberry, Mr. Hjelvik's engineer. The plan was not correct due to the engineer not using the correct flow rates, 6,300 instead of 13,500 gal. per day. Durant will contact Mr. Hjelvik about this. F Durant reported the Health Department has access to 3 individuals who are qualified in -ground water from the D.S.H.S.; D.O.E_; and D.N.R. 4. Allert Variance. Durant gave a draft of the document drawn up by Prosecuting Attorney Bill Howard for the variance on Mr. Allert's property, approved at the July 10, 1979 meeting. The Board made some changes for Bill Howard to rewrite and submit back to the Board for approval. Board of- Health Meeting of August 2, 1979 Page 2; NEW BUSINESS: 1. 1980 Budget. Chairman O'Meara advised Gael Stuart of the increase in rent for office space, from $3.00 "to $3.50 per square foot. Stuart said the Health Department is still thinking about using a merit pay system for the professional staff. Next year's budget will be based upon existing programs and expenditure levels such as: Maternal Child Health Grant is expected to be at least as much as it was last year with the possibility of Development Disabilities added; and Home Health-should be maintained at the same level. Gael Stuart gave the Board a cash balance sheet (attachment # 12) of predicted revenue' figures.' He anticipates the need for an additional $30,000.00 to $35,000.00 from tax revenue added to the budget. 2. Joanne Wyatt has,been ill and exceeded her sich leave benefits. Stuart recommends the Board continue the medical insurance. The Board advised Stuart that her medical insurance. will continue if she pays the premiums. Stuart will recommend a leave of absence. REPORTS: 1. Public Health Nurse; Charleta Handly a) Report of Nursing Services (attachment #13) The next scheduled foot clinic in Quilcene is filled. Mrs. Handly reported they are trying to add extra clinics. Home Health visits are down partly due to vacations of staff but also because Medicare is getting strict on their requirements and the Health -Department is transitioning patients to other programs. 2. Environmental Health; Randy Durant a) Activities Report (attachment #14) Increase in site evaluations and decrease in permits and plat evaluations. b) Fee Schedule. Durant suggested including a fee schedule for plan review on the larger systems. He will work out a schedule and submit it to the Board. c) Complaints. (attachment #15) For the Board's information gave a copy of July's complaints received in his office. d) Donald's aerator sewer system. Health Department is still taking samples. After the first bad samples the tank was pumped out, since then the samples have been good. Equal to a regular septic tank. e) Red Tide. Discovery Bay is closed. Durant will continue collecting samples around the county. The Board discussed the possibility of posting signs around the area regarding the red tide and beach closures. f) Results of Surveys on Marrowstone Island and the Lagoon area. Marrowstone - One failing system and two gray water systems failing. Lagoon- One failing system, one failing gray water system, and one pit privy with gray water system not functioning properly. There has been an odor coming from the lagoon area. Durant concluded, after the survey of septic tanks and drainfields in the area and meeting with the City, it is not sewage but decaying matter from the drying up of the lagoon. g) American Campgrounds. They are working trying to divert surface water. The sewer lines are not sealed properly. h) Thousand Trails third revised plan is wrong. Because the flow rate is over 14,500 per day D.S.H.S. and D.O.E. does the plan review prior to the Health Department. Durant reported that Thousand Trails has decided to develop the park in phases due to the absence of the Hood Canal Bridge. 1) Gardiner Community Center drainfield has been installed. There were problems due to incorrect elevation figures provided. Durant reported he had to redesign the drainfield. Next scheduled meeting will be September 5, 1979. The wells are relatively shallow and the groundwater strata is highly permeable allowing a rapid movement of water from surface sources into the water table. 1 It is my understanding that Euinid K. and Ethel Hjelvik propose to construct a recreation vehicle park adjacent to Highway 101 near Right Smart Cove, and have applied for a permit to construct a septic tank and drain field for the commercial establishment in the field adjacent to the Wa. Wa Point ac- cess road in the near proximity of the above-referenced water supply wells. gg If my understanding is correct and Jefferson County has authorized the construction of such a recreation vehicle park, this will serve as formal • request that Jefferson County } 1. Not allow installation of any commercial sanitary system or drain field, or any part of it, within 500 feet of any existing well adjacent to the Wa Wa Point access road; or 2. As you know Mr. Hjelvik is making application for an ex- tensive drain field for the purpose of constructing a recreational vehicle park. A well owned by ourselves together with several other persons, draws water from an underground reservoir underlying the site of Mr. Hjelvik's proposed drain field. We are vitally concerned about the possible contamination of the ground water in the drain field area and the possible contamination of our well. We feel it is the moral, as well as legal duty, of the County Commissioner's office of Port Townsend, the Planning _Commission of Port Townsend, and the Health Officer, to fully ascertain the scope of this potential health hazard. Since a number of wells are located in the proposed drain field area the problem is one of substantial magnitude. t By this letter, we therefore request that the County under- take a comprehensive analysis of the impact upon the drinking water supply in the area and present such evidence at an appropriate public hearing prior to granting Mr. Hjelvik's application. We feel that should the County fail to so act at this time it could be a matter of serious legal and health consequence. Historically an underground stream has flowed from the base of Mount Turner across Mr rjelviks underground with Marple creek near its outlet ron Hoodsty to canal. 45 families living on Wa Wa point have joined together and drilled wells where it crosses my property. this provides potable water for all of Wa Wa point. Present day Electronic Water flow equipment could establish the exact location of the underground stream. Request Mr Hjelvik be restrained from contaminating the water supply for the residents of Wa Wa Point. As property owners and residents on WaWa Point, we are requesting that this permit be denied until such time as the Hjelvicks provide assurances that their proposed project will in no way perpetrate environmental damage. to adjoining properties and water systems. We own the property bordering the Hjelvick property on the south and west of the county road. We are seriously concerned for the protection of our well which is 32 feet deep and will fill to near 16 feet. The water table tends to be very high in this area. In the 22 years that we have owned our property, we have always had adequate pure water even under drought conditions. In addition to the concern for our water system, we believe there is a strong potential for the effluence of the proposed sewer system to affect the water quality of the lagoon and hence, the waters of Hood Canal. At this point in time, we probably have the cleanest salt water beach and the highest quality oyster beds in all of Puget Sound. We want those amenities protected from the hazards of untreated sweage. Great concern is also felt for the << abtmdant Mantilla clam bed located within the lagoon channel. ' 4 As you are no doubt aware, Mr. Richard McCurdy donated a piece of prop- erty at the mouth of the lagoon to State Parks and Recreation. It is an ideal location for a public access swimming beach. We would surely regret seeing the development of this much needed public facility jeopardized in any way i by the slightest possibility of polluted waters flowing from the lagoon. f We urgently request that the Hjelvicks be required to submit an environ- f mental impact statement, and further, that all other health and safety stand- ards be met prior to even considering the granting of a permit. In our mind, the Jefferson County Health Department should be consulting with the State Departments of Fisheries, Ecology, Parks and Social and Health Services regarding their regulations for a project of this major significance. A large RV Park sewage system very likely will create detrimental impacts upon fish, shellfish, shorelines and health standards. f 8 While we are not requesting a denial of the permit to develop an RV Park on the-west side of Highway 101, we wish to express concern for what we foresee as increased traffic problems, both vehicular and pedestrian, 'ee believe those potential conditions should be given an in-depth study prior to any further consideration of the Hjelvick application. F. We are not opposed to the Hjelvicks developing a recreation business, • provfded that, it is limited in scope and that it is located totally west of Highway 101 at a tolerable distance from the family wells and the. shorelines both public and private. Please advise us of any scheduled hearings on this matter.
