Administrator Gael Stuart was not present. MINUTES: { The minutes of August 2, 1979 were approved by motion of Commissioner Mercer seconded by Commissioner Brown. Unanimous. CORRESPONDENCE: None OLD BUSINESS: 1. Budget discussion. The merit pay system was once again discussed. 2. Durant reported that Dr. Fischnaller and himself met with Mr. Thornton at his proposed Twin Eagles RV Park. Thornton indicated to them that he would submit adequate information for review. 3. Seaview Estates Division .I. Letter from property owner, William J. Cooper, Jr. to the City of Port Townsend regarding severing the total area. (attachment #1) Durant 'recommended Mr. Cooper write the letter. 4. Harms Variance. Durant reported that the permits have been issued and con- struction has begun. 5. Red Tide. Sampling continues and Discovery Bay remains closed. ( I NEW BUSINESS: 1. Mrs. Lucille Martin appeared, along with 7 other people living in Cape George Colony, regarding the need for a sewer system. The Martin's have a failing septic system and have been advised by the Prosecuting Attorney's Office to correct the problem immediately. (attachment # 2) Durant informed the Board that all of Cape George has had problems with on-site sewage disposal, both 1 with existing systems and building sites. The group appeared to discuss the i problems in general. Ms. Freda Woolsey gave the Board a packet of information on a sewage treatment plant that turns waste into energy called cogeneration, and funding possibilities. Ms. Woolsey said if the Port Townsend, Hadlock, and Cape George areas could get together for this the government would support 92% 1 of it. They discussed previous attempts for s'lpport of a sewer system. Commis- sioner O'Meara suggested the Community send petitions to the State once again to see if they can be moved up on the priority list. He also said that they I would look into the cogeneration project but the Martin's have an immediate t problem. Mrs. Martin said they will work with the Health Department to try to correct it. The secretarial staff will be reduced by one because of the smaller load in the Home Health Program. The secretarys have also completed the learning process and are more efficient. • 3. Durant reported that the new Sanitarians are about to complete their first 6 months. The Board advised him to submit a letter so in turn they can give it to the Auditor for the proper pay increase. 4. Beckett'sPoint, request for variance for lots JO - 40,_ South Beach Annex by R. D. Brandenburg. (attachment 43) Fischnaller and Durant reamuemiapproval of the variance. Commissioner Brown moved to approve the variance with`the appropriate agreements. Commissioner Mercer seconded the motion. Unanimous. REPORTS: • 1. Public Health Nurse; Phyllis Bee a) Report of Nursing Services (attachment 44) Mrs. Bee reported that number of participants are down because 2 or 3 staff members were on vacation. Immunizations are up due to special clinic in Quilcene for school children. b) MCH Grant will fund Mary Tudor's services for 3 months at 100%. 2. Environmental Health; Randy Durant a) Activities Report. (attachment 45) b) Completed the survey of Oak Bay at Hills Addition. They had several faints of odors but nothing could be found. 3. Public Health Officer; Dr. Fischnaller a) The Home Health Grant of $100,000.00 stops next month, Dr. Fischnaller reported. It looks as if the Home Health Agencies will carry over $26,000.00 into 1980 budget but they will need another $24,000.00 to support it the way its going now. The Clallam County Commissioners are talking about having Jefferson County send their own bills because they feel they may not be able to fund it. Commissioner Brown suggests paying Clallam County to continue billing as opposed to hiring another person and setting up a billing system. Next scheduled meeting will be October 3, 1979. Director of Environmental Health Date: September 5. 1979 Subject: Activities - Environmental Health Section - August, 1979 Field Work: This month showed an increase in sewage disposal permits and a decrease in site evaluations and plats compared to August, 1978. This was the largest month ever for sewage disposal permits (65). Total site evaluations and sewage disposal permits was 144 for August (last month 95). Office contacts and paper work increased also. Plan review of larger on-site sewage disposal system continued. The Food program consisted of 21 complete and partial inspections. This included inspection of the County Fair Con- cessions. Confirmed also was food or water borne illness of a family which visited Canada via boat (salmonella). Completed was a sewage survey of the Oak Bay area of Hiller's plat. Also, one new food establishment opened - Food Coop on Quincy St. Randy was on vacation for 7 working days.
