Mercer, f4ember Joseph Fischnaller, M.D. Gael Stuart, Administrator MINUTES February 6, 1980 9:30 a.m. Meeting called to order by Chairman A. M. O'Meara with all members present. • MINUTES: The minutes of January 8, 1980 were approved by motion of Commissioner Brown, seconded by Commissioner Mercer. Unanimous. CORRESPONDENCE: a None OLD BUSINESS: I. Application for the Home Health Grant. Phyllis Bee reported that the number of clients has dwindled and the Health Department has not had the time for an outreach program. A proposal was made on the grant to hire a 1 public health nurse supervisor who will do the outreach and public health i nursing. An aid will -also be hired to assist the present aid service f along with speech, occupational, and physical therapists. The total amount of the proposal is $133,783.00, the breakdown is as follows: Federal, $73,609.00; Inkind, $12,500.00; and Other, $47,-674.00. A sliding-fee • schedule will be set up. Jefferson County exceeds the minimum bench mark of 16.2 by 1.8 percent. The Health Department will make a study to see if there are people who need the Home Health Program, at the present there are only 4 or 5 people on the program. Moved by Commissioner Brown, seconded by Commissioner Mercer, to approved the application for the grant. Unanimous. 2. St. Peter variance update. Dr. Fischnaller reported to the Board that they are having difficulties and cannot see how this can be done with any reasonable set back requirements under the present law. Fischnaller ex- plained that the well on lot 9 is within 75 feet of lot 10's tdrainfield but the drainfield is on the down hill slope and the well is fairly deep. If the well could be relocated in the upper right hand corner of lot 9, it could barely be done but this would be expensive for the property owners. Dr. Fischnaller read the well logs of neighboring lots in which hardpan was consistently apparent. The well log for lot 9 was incomplete because the original copy was not available. They discussed further on moving the well site. Mr.- David Hall said that if there was no other ' possible way, they would relocate the well. Dr. Fischnaller replied that even. with the relocation of the well, putting a drainfield on lot 9 would still beta problem. Commissioner Mercer asked if they could use the present drainfield on lot 10 for the bathhouse. Durant said expansion of the present drainfield on lot 10 probably wouldn't be necessary if there continues to be a restriction on the two trailers and a bathhouse. Durant suggested that if this is considered by the Board, it be restricted to a travel trailer on each lot with a bathhouse on lot 9 and the well not be utilized by any additional taps. Chairman O'Meara asked for a motion A Minutes of the Health Board Meeting • February 6, 1980 Page 2 to the effect that•it be restricted to one travel trailer on each lot with a bathhouse. Commissioner Mercer thought this was the original motion. The Board then checked the original motion of December 5, 1979 which did allow for a cabin. Mr. Hall assured the Board"that a future cabin would be a dry cabin using the bathhouse facilities. Commissioner Brown moved • to amend the motion of December 5, 1980 to restrict the cabin to a 600 square foot cabin. Commissioner Mercer seconded the motion. Unanimous. Lot 9 will use lot 10's drainfield with permission of lot owner 10, and continue to use the well at the present site subject to monitoring.(att. #1) r3.'Report on site evaluations and permit programs in other counties and cost designs by outside engineers. (attachment #2) Durant talked about the future of the site evaluation program throughout the 9 counties and the cost of designing septic systems by the Health Department. 4. Update on Hos variance. Durant reported that it has been successfully completed, • NEW BUSINESS: 1. Variance request -on lot size - Gary P. Shattuck for lot 17, block 5, Division 3, Olympic Canal Tracts. (attachment #3) Due to the acceptable soil conditions and the slope & size of the lot, the Health Department supports a variance. Commissioner Brown moved to approve and grant the variance, Commissioner Mercer seconded the motion. Unanimous. 2. Variance request on lot size - Jim Cotton for Mr. & Mrs. Marks. Block 6, lots 43-45, Chalmers. The Health Department recommends approval due to a hardship. Commissioner Brown moved to approve and grant the variance, Commissioner Mercer seconded the motion. Unanimous. (attachment #4) REPORTS: 1. Public. Health Nurse; Phyllis Bee a. Report of nursing services (attachment #5) The home visits are decreasing while the office visits are`increasing, due to the prevention programs. 2. Environmental Health; Randy Durant a. Activities Report (attachment46) b. Durant reported that the Treasurer has received the reserve money from Kala Point Development for the repair .of the drainfield on the Recreation Building. 3. Public Health Officer; Dr. Fischnaller a. Fischnaller attended a 2 day conference in Aberdeen along with Jefferson County Health Department nurses. He reported it to be an excellent update. • b. Dr. Fischnaller informed the Board about a problem in Pleasant Tides Plat in which one lot holds an easement on a neighboring lot for a drainfield. The neighboring lot has applyed for and received an approv- al for an on-site-sewage system from assistant sanitarian John Hayes without his knowledge of this easement. The installer had already begun work before being stopped by Randy Durant. The neighboring lot does not have enough room for another system. This problem has been turned over to the Prosecuting Attorney's Office. 4. Administrator; Gael Stuart a) A meeting on water systems funding available from municipal water supply projects will be in Olympia and Everett. There are monies available and the County should be aware of these sources, so Mr. Stuart feels that a representative from Jefferson County should attend. P.U.D. will be informed of this meeting. b) Stuart told the Board that should a decrease in permits happen it may warrant cutting back of environmental staff. Next meeting will be March 5, 1980. Site Evaluation Programs, County Health Departments - Washington State Counties which currently provide a site evaluation program as a service and not a requirement are as follows: (Information provided by DSiiS) 1. Asotin - 6. Walla Walla 2. Kittatas 7. Yakima 3. Lincoln 8. Tacoma 4. .San Juan 9. Jefferson 5. Snohomish Several of these counties may not continue this program due to continuing dif- ficulties in administering the program,'ie determining expiration dates of approvals, conditions of approval and general lack of detailed information at the time the evaluation is made. People at this stage normally do not know where they want to build or where they want their drainfieid. Therefore a particular area nay be approved and then three years later the people wish to build on the opposite area of the property. Many times soils do change quite . rapidly, therefore this creates a problem. Other concern is a continued dis- agreeerent and understandings between Realitors and some property owners. There is a concern about potential liability of the Health Department in giving a site evaluation approval and then denying the site after site conditions have been changed or the people have moved the location of the proposed building site. Cost range from $10.00 to $35.00 per visit. II. Sewage Disposal Permit Cost of Design. Costs of sewage disposal permits for single family residences range from $20.00 to $85.00 throughout the State. Cost to the owner, if the Health Department does not design and the owner hires a licensed designer or an engineer (for a standard design), range from $100.00 to $300.00. This figure does not include the Health Department permit fees. This information was provided by Gary Plews, DSHS and eight local Health Depart- ments which I contacted. Currently, Jefferson County, for a fee of $30.00 processes the permit, evaluates the site, designs the system, coordinates that 1 with the licensed installer and property owner and on a. spot check basis makes final inspections of such installations. Currently, Clallam County has a fee iS" ,,,of $85.00 and provides the same service as Jefferson. Mason County has a fee ...*' of $60.00,providing the same service as Jefferson County. Some counties have `s.. as official or unofficial designers requirements where all systems are designed t by an outside party and these are submitted to the Health Department for re- . view. In these cases generally the designs are not done by the Sanitarian. Just because the designers are licensed by the County does not mean the County 1 accepts their design as gospel. It must be realized that the purpose of the designer, who is oney.working for the builder or the property owner, is to get i the site approved. Currently as part of Jefferson County's appeal process the Iuse of a licensed engineer is an option open to all individuals. Farmers Home Administration has asked Cotton Enterprises, Inc to place a bid on a small two bedroom home for a Mr. and.Mrs Marks. Because of Mr. and Mrs. Marks health and financial status,they are unable to obtain a conventional loan for a home. To cut the cost and still provide a livable and comfortable home for the Marks, a smaller lot was selected. The three lots have a very good perk test. Mr. and Mrs. Marks present home is in undesirable condition. Also the water supply is very poor. Cotton Enterprises, Inc is trying to provide a home for the least amount of money and still meet the County and Farm Home requirements.
