MINUTES
March 5, 1980
9:30 a.m. Meeting called to order by Chairman A. M. O'Meara with all
members present. Randy Durant was attending another meeting and was not

MINUTES:
The minutes of February 6, 1980 were approved by motion of Commissioner
Mercer, seconded by Commissioner Brown. Unanimous.
CORRESPONDENCE:
1 1. Request for a leave of absence from Charleta liandly, PHN. (attachment #1)
Ms. Handly wishes to apply to the U.N. for the Extended Degree Program in
the School of Public Health & Community Medicine leading to a Masters in
Public Health. This is a 3 year program which would require about 60 days
a year. Stuart recommends that Ms. Handly make application to this program
and contingent upon if the County is able to find a Maternal Child Care
Nurse to substitute for her during those 60 days a year for the next 3
years, grant approval for the leave of absence. Commissioner Mercer moved
to allow the leave of absence as requested and recommended, Commissioner
Brown seconded the motion. Unanimous.

2. Stuart advised the Board that the Kirst Case will begin April 13, 1980.
OLD BUSINESS:
1. St. Peter variance update. Dr. Fischnaller reported that the Health
Department received a letter from Mr. Kinnberg, owner of lot 10, (attach-
ment #2), who feels that he should not be restricted to only a travel
trailer on lot 10. Commissioner Brown moved to allow a cabin no bigger
than 600 square feet on lot 10, Commissioner Mercer seconded the motion.
Unanimous. Dr. Fischnaller concurred.

1. Public Health Nurse; Phyllis Bee
a) Report of Nursing Services (attachment #3)
b) Certification has been received for the County's Home Health Agency.
There has been no news about the grant.
c) March of Dimes monies have been received by the County for audio-
visual equipment. Because of other grants to be received in the future,
Mr. Stuart suggests waiting until all are in before a budget extension
is requested. Board advised Stuart to talk with County Treasurer about
the proper procedures.
