Commissioner Brown moved to approve and sign the minutes of May 7, 1980,
Commissioner O'Meara seconded the motion. ,
CORRESPONDENCE: i
1. Letter from Sam I. Reed, Chief of the Office of Environmental Health
Programs (attachment #1) . The Board discussed the letter briefly.
2. Copy of the letter to P.U.D. supporting the development of a community
• water system for the Olympic Canal Tracts. (attachment 42)
OLD,BUSINESS:
i. Discussion on the Home Health Grant Application denial. Mr. Stuart
feels, after investigation of the grant, that resubmitting it will not be
necessary due to the income from the County's Home Health Program equaling
or exceeding the budgeted amount. Stuart added that C.A.C. has an applica-
tion for hospital discharge services which will increase the number of
participants in the Home Health Program, along with assistance from the
Information & Action Group.
2. Lazy "C" Water System (attachment 43) . June 18, 1980 Durant will meet
with District Engineer Bill Liechty and a representative of the Lazy "C"
Club to discuss the water system.
NEW BUSINESS:
1. Appeal. Raymond Grove regarding sewage disposal permit denial of Parcel
B of Lot 9; Ludlow Beach Tracts, Section 16, Township 28 North, Range 1 East.
(attachment #4) The site was not approved due to high subsurface water
table and because the site area is a fill.
f Mr. Grove stated that he has put $15,000.00 into this lot and urges the
County to allow him to put the septic system in and he will continually
check the ground water for contamination by his system. Dr. Fischnaller
feels that this would not be legal. The Board suggests contacting the
State Engineer for assistance on designing an acceptable system, if at all
possible. They talked of a variety of ways but feel there is no possible
solution.

Thank you for your letter posing questions to be answered at the directors
g meeting. I believe your second question regarding health department funding
was probably answered adequately by Dr. Beare. In addition, as implied by
the question, we are constantly looking for other grants or funding which
- may be available to environmental health programs in local departments. It
is pretty rare when such are available, but you certainly will be among the
first to know.
Your question regarding the larger on-site systems is a good one. We certainly
will endeavor to keep the locals informed of larger systems within their juris- }}
dictions for which we are assuming responsibility and giving final approval. t
hope that we are handling this so that such approval will not be granted until
there has been contact with the local health department. This is certainly the
way the system should work and is the direction which I have given to staff.
if it appears to not be functioning in this fashion, I want to know about it, I
and we will try to get the matter straightened out as soon as possible. I
appreciate the cooperative way in which local departments are dealing with the
complex larger on-site issue, and we certainly are relying on each local for
input to any activity for which we assume responsibility.

Re: Development of Community Water System for Olympic Canal Tracts
Dear Sirs:
We see you are progressing in the preliminary stages of development of the water
system and have developed a source acceptable to DSHS. Since 1972 (see attached
letter) this department has supported the development of such a water system for
the entire development. As you are aware, when the area was originally platted,
the developer had indicated a water system would be installed. Lot sizes were based
on this concept with most not being large enough to accommodate, with adequate
protection, private well, residence, and sewage disposal system.
To date, without a community water system, a minimum lot size of 20,000 sq. ft.
is required for a well, house and drainfield, provided suitable soils for a
sewage disposal system are present, slopes are not excessive, size of structure can
be accommodated and there are no encumbrances from neighbor's existing wells or
drainfields. Each site is evalauted on its own merits. This local minimum could
be increased in the future to a minimum of one acre as the State Board of Health
rules and regulations, WAC 248-96, does allow for. Those lot sizes are to allow
for adequate separation between wells and drainfields to prevent possible contami-
-nation of ground water.

Dear Mrs. Luhrsen
I understand you are involved in the printing of a local news bulletin
for the Olympic Canal Tracts residents. This department would appreciate
your help in trying to create an interest in the residents and property
owners to consider establishing a community water system for the entire
.development.
To illustrate, Jefferson Co. Platting Ordinance and Amendment to Regu-
lation I require a lot to be at least 20,000 square feet in order to
establish a structure, drainfield and individual well. Other counties
are requiring 3= of an acre. The current State's rules.and regulations(proposed)
pertaining to individual septic tank and wells require 1 acre. These
lot sizes are designated as such to protect individual wells from
drainfields. - .
A community system would be in place of continued drilling of indivi-
dual wells on each lot with individual septic tank and drainfield. As
more and more people develop their property wells and drainfields will
become so concentrated that protection of individual wells from drain-
fields will be impossible. This constitutes a real health problem and
should be considered as such by the residents. This department and the s
Division of Reslth will help the Clymnic Canal Maintenance Corporation
in any way we can to hasten the development of an approved community
system for Olympic Canal Tracts.
If the problem is not realized and the property owners do not take ac-
tion to organize and start on such a project, it will be necessary for
this department tc deny further building permits and sewage disposal
permits until a system is being constructed so the problem will not be-
come any worse.
For the present time 1 feel informing the people of this problem and.

what measures in general must be taken is the first step.
The cost of an individual well would go a long way in paying for a
community system. If a community' system would have been installed at
first much money would have been saved._

Subject: Requirements for Public Water Systems
Dear Mrs. T,*hrsen:
This is in response to your request for information concerning the possible estab-
Iishment of a community water system at Olympic Canal Tracts. 4
A community water system of this type would be subject to the Rules and Regulations
of the State Board of Health regarding Public Water Supplies. A copy of the regu-
lations is enclosed for your information and use.
.The first step to take would be for the lot owners to engage a qualified licensed
engineer to prepare a preliminary engineering report in accordance with WAC 248-54-290
in:the enclosed regulations. I assume that this would be handled through the Mainten-
ance Corporation.
The preliminary engineering report would contain an analysis,of your water supply
problem, a preliminary water system design, and an economic analysis, including first
cost of the project along with projected water rates. The information provided should
-be sufficient to permit -a decision to be made on whether or not to build the system.
I would expect that procedures for voting on community-wide projects such as a water
system are provided in your bylaws and/or articles of incorporation.
. If the decision is made to proceed with a system, the next step would be to have the
engineer prepare construction plans and specifications in accordance with WAC 248-54-300.
- Upon approval of the plans the project could be advertised for bidding.
The question of permitting continued installation of septic tank systems and water wells
on individual lots is for the Olympic Health District to decide. We strongly support
the concern expressed by Mr. Durant in his letter to you on December 6. The potential
- health hazard associated with placement of both wells and septic systems on relatively
small lots is well documented. Without question we feel that installation of an
approved community water system is necessary if Olympic Canal Tracts is to develop in
a proper manner from the health viewpoint.

Gentlemen:
This office was recently contacted concerning the status of the Lazy "C"
water system. Review of our files indicate that information necessary for
state approval is still outstanding and that the question of system own-
ership remains unclear. In addition, no record of the required monthly
bacterial analyses exists.
The last correspondence from this office was on January 4, 1979, by
John Maxwell to John Swift. That letter requested written notification
concerning purchase of a new chlorinator, booster pump settings and improve-
ments to the 7,700 gallon reservoir. Approval of the system was withheld
pending receipt of this information and until Mr. Maxwell could conduct an
on:site inspection of the system. A further stipulation precluded system
expansion pending state approval.
i Aside from occasional telephone complaints, no further information has been
received concerning the Lazy "C" water system. To facilitate the approval
process and hopefully rectify the question of system expansion, I would
like to inspect the water system with you or a representative of the
Lazy "C" club. This will also allow me to explain the state bacteriological
sampling requirements.
1 Byron Plan and I will be in Jefferson county on June 18 at which time we
would appreciate meeting with you. A member of the Jefferson County Health

Re: Sewage Disposal Permit Application for Parcel B of Lot 9, Ludlow Beach
Tracts, Section 16, Township 28 North, Range 1 East
On May 12 and May 20, 1980, an evaluation of your waterfront site and pro-
posal was made. As per our discussion on May 12, Dr. Fischnaller, County Health
Officer, also evaluated the site on May 20. Evaluated were four hand-dug soil
log holes. We are sorry to inform you your application cannot be approved as
the site was found to be unacceptable for on-site sewage disposal as per
Jefferson County Ordinance 2-77 and WAC 248-96, Rules and Regulations of the
State Board of Health for On-site Sewage Disposal Systems. The major concerns
are:
The high subsurface water table with the soil saturated and wet up to
a depth of 18 to 24 inches. Higher water level is expected during winter
months and during high tides. This condition would cause contamination
of the water table likely be carried to the beach (WAC 248-96-050). The
soil also has, in our opinion, excessive permeability which would assure
ground water contamination.
A secondary concern is the fact the area is a fill. The County does not
have standards by which to evaluate the acceptability of a fill for on-
site sewage disposal. We are not approving fills until such time the
Department of Social and Health Services develops promised guidelines
for local Health Departments to utilize.
Our best recommendation would be as we discussed last year. This was for you
to try to find high ground near the county road with suitable soil and no
high water table to utilize for a drainfield. We will assist you in any
soil and site evaluation that you request.
Jefferson County Ordinance 2-77 provides for an appeal process via the County
Commissioners. This Ordinance is enclosed.
