MINUTES: The minutes of June 4, 1980 were approved as corrected by motion of Commis- sioner Brown, seconded by Commissioner Mercer. Unanimous CORRESPONDENCE: S None OLD BUSINESS: 1. Gael Stuart advised the Board that the budget is overdrawn in the contract- ual services and capital outlay categories, but funds have been granted by MCH for these expenditures. Budget adjustments will be made by October 1, 1980 when the actual receipts from the Home Health Program, the MCH Grant, and the Developmental Disability Grants are known. 2. Evaluation of the staffing needs from the Environmental Health Division. (attachment #1) Robert S. Bell, Management Consultant for the Office of Environmental Health Programs, was present. Mr. Bell, at the request of the Health Department, evaluated the service activity of the County. NEW BUSINESS: 1. Variance requests of Section IV, 4.1a, food establishments: (attachment #2) a) "Sir David's" Sugar-N-Spice Shop, retail candy shop. b) Showhouse Bakery, for the sale of bakery goods over the counter. Commissioner--Brown moved to grant variance from Section IV, 4.1a to both the above establishments, Commissioner Mercer seconded the motion. Unanimous. REPORTS: 1. Public Health Nurse; Phyllis Bee a) Nursing services report has not yet returned from the State computer. b) 16 patients are now under the Home Health Program. c) Well Child Clinics. One extra clinic has been added at Quilcene. d) Charletta Handley has begun work on her MPH Degree at the UW. 2.'Environmental Health; Randy Durant a) Activities report (attachment #3) b) Restaurant closures: 1. Long Line Seafoods 2. Quilcene Cafe (reopened) 3. Roma Inn - permit not reissued. Minutes of the Health Department July 8, 1980 Page 2 3. Public Health Officer; Dr. Fischnaller a) South Point Tavern. The Health Department has advised the tavern owners to change over their water system to the State's water. It has not yet been approved but is safer than the present system. 4. Administrator; Gael Stuart a) The Health Department seems to be out growing their office space. Stuart plans to solve the problem by having the Housing Rehabilitation Program move to the 1030 Lawrence location. July.8, 1980 Mr. Gael Stuart Health Department Administrator Jefferson County Health Department r Multi-Services Building 802 Sheridan Avenue Port Townsend, WA 98368 t i Dear Mr. Stuart: As you requested on Friday, June 27, outlined below is information which d should provide you an objective basis for helping you to evaluate the a staffing needs of the Environmental Health Division. i The minimum number of FTE's (Full-Time Equivalent) personnel for an environ- mental health office located in a county with a population and geography similar to that of Jefferson County is 3.29 and could be allocated as follows: Program I of FTE's , Sewage 1.25 Water .75 Food .75 Recreation Shellfish .25 School .17 Chemical/Physical hazards .09 4 Nuisance Complaints .03 Theses figures do not reflect Director responsibilities. My experience indi- cates that the inclusion of field tasks in the responsibilities of a director in a department of three (3) or more staff has a very negative impact upon z how effectively he/she "manages". The FTE's listed above are based solely upon, (a) the "School Plan" and (b) the "Solid Waste Program" developed by directors of environmental health statewide (1980), (c) the "Local Health Department Funding Initiative" com- piled by the Office of Environmental Health Programs to indicate DSHS, DOE and USDA responsibilities mandated or imposed upon local health departments (1980), (d) the "Public Water Surveillance Program - Class I through IV "developed by the Office of Environmental Health Programs (1980), (e) the Rules and Regulations of the State Beard of Health Regarding,. Public Water Systems (1978), and (f) conferences with eight (8) program people in the Office of Environmental Health Programs. f In addition to the above information, an analysis of the statistical data of environmental health activities in the Port Townsend office indicates that: (1) Service-time to the public has been improved by as much as 40% because of the increase in staff from two (2) to three (3) people in 1979 and a gradual decrease in certain areas within the liquid waste program. (Chart I attached) 1 Page -2- Environmental Health Programs - Gael Stuart (2) The increase in overall service activity (17%) during the first six months of 1980 has slightly exceeded the decrease in the ' number:>of site evaluations and sewage disposal permits (16%) during the same period of time (Chart II attached). This improve- ment in processing time is particularly significant since the soils within the County are geaieraily unsuitable for the traditional septic tank system (Refer Soil Survey of Jefferson County Area, Washington, USDA, 1975) and thus requires more time for assessing the sewage dis- posal possibilities. 11 (3) The accumulation of overtime hours by the staff since January of this year has decreased approximately 195%. This decrease is probably due primarily to the increased training and- cumulative experience of.staff as well as the fact that the workload is becoming more commensurate with the number of staff available to accomplish it. (4) The usage of overtime so far this year is almost equal to the amount earned. This fact indicates a better balance between work require- ments and staff capabilities than was possible in 1978 and 1979. Page 3 3.2.b When the demerit score of an establishment is more than 20 but not more than 40, all items of 2 or 4 demerits must be corrected within a period not to exceed 30 days. 3.2.c When one or more 6 point demerit items are in violation, regardless of demerit score, such items must be corrected within a period of time not to exceed 10 days. 3.2.d When the Demerit Score of an establishment is more than 40 the Permit is subject to immediate suspension by the Environmental Health Director, or the County Health Officer, if in the opinion of the Inspecting Officer an immediate health hazard exists; or if the Food Service Establishment has on record a demerit score of 20 or more on the previous inspection. 3.2.e In the case of temporary food service establishments, violations must be corrected within a specified period of time not to exceed 24 hours. Failure to comply with such notice shall result in immediate suspension of the permit. SECTION IV 4.1 Additional Provisions: In addition to those requirements set forth by the d State Board of Health Rules and Regulations and the interpretation by the U.S. Public Health Service Code, 1962 Edition. the following stipulation (iii4=1.a All Food Service Establishments, other than Temporary establishments, that are constructed or extensively reconstructed after the effective' / date of this Ordinance, shall have toilet and handwashing facilities 1( for each sex which are available to the public and which are avail- . able without passing through a #mod proces storage area. 4.1.b All threaded water taps inside or outside the establishment shall be equipped with approved siphon breakers or other backflow pre- vention devises. 4.1.c Where hand dishwashing is in use, all food service establishments that are constructed or extensively reconstructed after the effective date of this Ordinance shall provide a separate drain connected metal compartment with convenient spray attachment adjacent to, but separate from the sink washing compartment for the purpose of scraping and prerinsing eating and drinking utensils. 4.1.d It shall be the duty of the operator of every establishment to see that all Food Service Workers are in compliance with State Law re- quiring such workers to obtain valid Food Service Workers Permits. 4.1.e Access to establishments. The Health Officer, after proper identi- fication, shall be permitted to enter any food establishment at any reasonable time for the purpose of inspecting the establishment and/or equipment to determine compliance with these regulations.
