ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S: This amendment is to comply with the Governor's Stay Home, Stay Healthy Proclamation, or other similar public health directives related to the COVID-19 pandemic. Field work and/or onsite construction activities under the Agreement will remain suspended but work under the Agreement that can be done remotely, or in a solitary office/work location, may continue in a manner that is consistent with the Governor's Stay Home, Stay Healthy Proclamation. The original agreement with the Department of Ecology continues County efforts to eliminate the risk associated with hazardous wastes. The agreement's purpose is to provide specialists who provide no-cost technical assistance and educational outreach to small businesses in an effort to prevent pollution of waters of the state. FISCAL IMPACT/COST BENEFIT ANALYSIS: No change in funding. RECOMMENDATION: JCPH management request approval of Amendment No. 2 to the Interagency Agreement with Department of Ecology for Local Source Control, (C2000017); Effective upon signature of Ecology until the date when the Governor's Stay Home, Stay Healthy Proclamation is lifted. REVI BY. l J 2 Philip orley, Coun A inist Date Community Health Environmental Public Health Developmental Disabilities 360-385-9444 360-385-9400 (f)360-379-4487 360-385-9401 (f) Always working for a safer and healthier community DEPARTMENT OF ECOLOGY State of Washington AMENDMENT NO.02 TO Contract No. C2000017 BETWEEN THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY AND JEFFERSON COUNTY PUBLIC HEALTH PURPOSE: To amend the Agreement between the state of Washington, Department of Ecology, hereinafter referred to as "ECOLOGY," and "JEFFERSON COUNTY PUBLIC HEALTH,"hereinafter referred to as"CONTRACTOR." WHEREAS, the Governor's Stay Home, Stay Healthy Proclamation (20-25), and subsequent directives from the Office of Financial Management (OFM) on March 30, 2020 and April 7, 2020 , require the suspension of state agency capital projects during the current COVID-19 pandemic. IT IS MUTUALLY AGREED the Agreement is amended as follows: 1) Field work and/or onsite construction activities under the Agreement is suspended for the duration of the Governor's Stay Home, Stay Healthy Proclamation. 2) Field work and/or onsite construction activities under the Agreement will remain suspended for the duration of any subsequent extension of the Governor's Stay Home, Stay Healthy Proclamation,or other similar public health directives related to the COVID-19 pandemic. 3) Work under the Agreement that can be done remotely,or in a solitary office/work location,may continue in a manner that is consistent with the Governor's Stay Home, Stay Healthy Proclamation. Such remote/solitary work could include,but is not limited to,report writing, literature review, studies,planning,pre-design, design,and permitting work,remote/online meeting facilitation and/or presentation,etc. 4) In accordance with the OFM directives,the CONTRACTOR must have a COVID-19 protection plan in accordance with CDC,DOH,and LNI guidelines, and must follow that plan while performing remote/solitary work as authorized above. State of Washington Department of Ecology Contract no.C2000017,Amendment 02 JEFFERSON COUNTY PUBLIC HEALTH 5) In accordance with the OFM directives,the CONTRACTOR will submit a copy of their COVID-19 protection plan to their Contract Manager at ECOLOGY. 6) The CONTRACTOR will resume suspended work when the Governor's Proclamation is lifted. All other terms and conditions of the Agreement including any other amendments remain in full force and effect,except as expressly provided by this Amendment. This Amendment is signed by persons who represent that they have the authority to execute this Amendment and bind their respective organizations to this Amendment. This Amendment is effective upon the signature date of ECOLOGY.
