MINUTES
Jefferson County Board of Commissioners
Regular Meeting — Tuesday, May 26, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding the reopening of Jefferson County.
• Comment regarding camping in Washington State Parks located in the County.
• Comment regarding camping in Washington State Parks located in the County.
• Comment regarding the reopening of Jefferson County.
• Comment regarding the Master Planned Resort in Brinnon and legal notices.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO.32-20 re: Authorizing WA FBRB-RCO Grant Application for Culvert
Replacement Projects
2. RESOLUTION NO. 33-20 re: Authorizing WA RCO-WWRP Grant Application for Anderson
Lake Connection segment of the Olympic Discovery Trail
3. MEMORANDUM OF AGREEMENT re: Annual Salary Support; In the Amount of$127,021;
Jefferson County Administrator; Jefferson County Extension, Washington State University
4. ADVISORY BOARD REAPPOINTMENT re: Board of Health; Three (3) Year Term to
Expire May 31, 2023; At-Large Community Representative, Sheila Westerman
5. ADVISORY BOARD REAPPOINTMENT re: Clean Water District Advisory Council; Four
(4) Year Term to Expire April 11, 2024; Commercial Shellfish Grower Representative, David
Steele
6. MINUTES re: Regular Meeting Minutes of May 18, 2020 and Special Meeting Minutes of May

7. Payment of Jefferson County Vouchers/Warrants Dated May 26, 2020 Totaling $203,114.82
(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
8. Payment of Jefferson County Payroll Warrants Dated May 20, 2020 Totaling $74,244.82 and
A/P Warrants Done by Payroll Dated May 6, 2020 Totaling$141,414.03 and Dated May 20,
2020 Totaling $15,755.90 (Records of all claims submitted for payment along with A/P Warrants approved by
the Payroll Services Manager are retained in the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed their
meeting schedules, and upcoming Washington State Association of Counties (WSAC) meetings.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
The meeting was recessed at 10:49 a.m. and reconvened at 10:54 a.m. with all three
Commissioners present.
DISCUSSION AND POSSIBLE ACTION re: Recommended Revisions to 2020
Awards of Hotel/Motel Funds for Tourism Promotion Services: Chair Greg Brotherton and County
Administrator Philip Morley explained the proposed revisions to the 2020 Awards of Hotel/Motel Funds
for Tourism Promotion Services.
After review of the request, Commissioner Dean moved to approve the 2020 award revisions as shown
in Table 1 of the Agenda Request, earmarking the 2020 reductions by each organization for use in 2021
by the same organization. Commissioner Sullivan seconded the motion which carried by a unanimous
vote. The Commissioners briefly discussed capital needs related to COVID-19.
COMMISSIONERS' BRIEFING SESSION- Continued: The Commissioners
reviewed their meeting schedules, and announced a Special Board of County Commissioners meeting on
Friday, May 29, 2020 at 3:30 p.m. re: Washington State Association of Counties (WSAC) Coronavirus
Discussion.
The meeting was recessed at 11:24 a.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• DISCUSSION re: Department of Natural Resources Proposed Resource and Conservation
Office (RCO) Application to Acquire Property in Dabob Natural Resources Conversation Area:
Assessor Jeff Chapman reviewed the parcels. Commissioner Dean moved to authorize the Chair
or the County Administrator to send a letter of support in favor of the RCO grant. Commissioner
Sullivan seconded the motion which carried by a unanimous vote.

NOTICE OF ADJOURNMENT: Chair Brotherton asked if there was a motion to
adjourn? Commissioner Sullivan raised his hand to signal the motion. At 3:32 p.m. Chair Brotherton
adjourned the meeting.

CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted

Administrator:
• Comment regarding COVID-19 and business closures.
• Comment regarding the spread of COVID-19.
• Comment regarding a new sign at the Brinnon School.
• Comment regarding the opening of a nail salon.
• Comment regarding the opening of RV camping in Jefferson County.
• Comment regarding shooting noise coming from the Port Townsend gun club.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to remove the Agreement with the Jefferson County Conservation District(Consent
Agenda Item No. 4) and approve the remaining items on the Consent Agenda as presented.
Commissioner Dean seconded the motion. After brief discussion, Commissioner Sullivan amended his
motion to approve the Consent Agenda as presented. Commissioner Dean seconded the motion which
carried by a unanimous vote.
1. AGREEMENT, Amendment No. 1 re: WSART Consultation Services of County Juvenile
Courts; Additional Amount of$4,000 for a Total of$27,700; Jefferson County Juvenile
Services; Washington State Department of Youth& Families (DCYF)
2. AGREEMENT re: 2020 Courthouse Window Rehabilitation; In the Amount of$318,520;
Jefferson County Central Services; Bear Windows, Inc.

COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed their
meeting schedules.
LAW ENFORCEMENT UPDATE: Sheriff Joe Nole and Interim Police Chief Troy
Surber addressed the County in regards to the George Floyd death in Minneapolis. Both law
enforcement agencies do not condone the actions of the officers involved in his death and answered
questions posed by the Board.

EXECUTIVE SESSION: An Executive Session was scheduled from 11:00 a.m. to
11:30 a.m. Chair Brotherton announced that the Executive Session will be held from 11:00 a.m. to
11:30 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Central Services
Director, Outside Legal Counsel and Washington Counties Risk Pool Representative regarding
Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the
Open Public Meetings Act. The Board resumed the regular meeting at 11:30 a.m. Chair Brotherton
announced that the Board will be extending the Executive Session from 11:32 a.m. to 12:00 p.m. The
Board concluded the Executive Session and resumed the regular meeting at 12:00 p.m.
The meeting was recessed at 12:01 p.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
EXECUTIVE SESSION- Continued: An Executive Session was scheduled from
11:00 a.m. to 11:30 a.m. Chair Brotherton announced that the Executive Session will be held from
1:32 p.m. to 2:02 p.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Central
Services Director, Outside Legal Counsel and Washington Counties Risk Pool Representative regarding
Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the
Open Public Meetings Act. The Board resumed the regular meeting at 2:02 p.m. Chair Brotherton
announced that the Board will be extending the Executive Session from 2:03 p.m. to 2:23 p.m. The
Board concluded the Executive Session and resumed the regular meeting at 2:22 p.m.
Commissioner Sullivan moved to give settlement authority to Chief Civil Deputy Prosecuting Attorney
Philip Hunsucker and to Washington Counties Risk Pool for the cases in mediation with Fort Discovery
Corporation and Joe D'Amico along the lines discussed in the Executive Session. Commissioner Dean
seconded the motion which carried by a unanimous vote.

COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• UPDATE re: Jefferson County COVID-19 Finance Section
• UPDATE re: COVID-19 County Coordination
• Face Masks Mandate
• Multi-Governmental Collaboration for Recovery and Resiliency: The Commissioners discussed
a potential resolution to be discussed at a tentative Joint Special Meeting set for June 17, 2020 at
5:00 p.m.
• Calendar Coordination and Jeffco Cares Jingle Challenge and continued discussion re: multi-
governmental collaboration
• Port of Port Townsend; request for letter of support for Jetty
• County Administrator—upcoming meetings/review of current issues
• Brinnon School District Sign
• Jeffco Cares Effort; County representation
• Personal Protective Equipment(PPE) supplies
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting
at 4:27 p.m. until the next regular meeting or special meeting as properly noticed. The motion failed for
lack of a second. Chair Brotherton announced the meeting was adjourned at 4:27 p.m.

CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
DISCUSSION re: RESOLUTION in the Matter of Submitting an Application to
Washington State to Allow Jefferson County to Move to a Phase 2 Reopening Under the Safe Start
Washington Plan During the COVID-19 Pandemic: Public Health Director Vicki Kirkpatrick
explained the proposed resolution regarding Phase 2 reopening of Jefferson County. Chair Brotherton
reviewed the process timeline leading to the potential decision on reopening. He explained the County is
still in Phase 1 until the Secretary of State approves Jefferson County's Phase 2 request. Public Health
Officer Dr. Thomas Locke explained face mask requirements and outlined the requirements to move to
Phase 2.
After the Commissioners reviewed the proposed resolution, Commissioner Dean moved to approve
RESOLUTION NO. 31-20 re: Phase 2 Reopening. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:01 p.m. Commissioner Sullivan seconded the motion. Chair Brotherton announced the meeting was
adjourned.
