HomeMy WebLinkAbout060820_ra01 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners FROM: Philip Morley, County Administrator DATE: June 8,2020 RE: Motion Directing Staff to Investigate Synchronizing Jefferson County with Clallam and Kitsap Counties in Submitting a Phase 3 Application Under Washington's Safe Start-Stay Healthy Plan STATEMENT OF ISSUE: The Board of County Commissioners will consider passing a motion directing staff to investigate synchronizing Jefferson County with Clallam and Kitsap Counties in submitting a Phase 3 application under Washington's Safe Start-Stay Healthy plan. ANALYSIS: Under Washington's Safe Start-Stay Healthy plan, each county potentially becomes eligible to submit a Phase 3 application to the State to open additional businesses and activities starting three weeks after being approved by the State to enter into Phase 2. Jefferson County received State approval for Phase 2 on May 23, 2020, which translates into potentially becoming eligible to apply to the State starting June 13. Kitsap County and Clallam County potentially become eligible to apply to the State starting June 18. Because our populations and transportation corridors are so closely interconnected, and to avoid both confusion and concentrated impacts and COVID-19 transmission risks if one county opens before the others, the Board of Commissioners may wish to coordinate the timing of Jefferson's application with Kitsap's and Clallam's. The Commissioners can direct staff to investigate the feasibility of synchronizing when the three counties apply, and plan steps necessary in Jefferson County to accomplish that. FISCAL IMPACT: N/A. RECOMMENDATION: Discuss whether the Commissioners would like to synchronize Jefferson County's Phase 3 application with Kitsap's and Clallam's, and if so, pass a motion directing staff to investigate synchronizing Jefferson County with Clallam and Kitsap Counties in submitting a Phase 3 application under Washington's Safe Start-Stay Healthy plan.. 6-7Z267'e'cD ilip Mor , unty Administr r Date
