Jefferson County Board of Commissioners
Regular Meeting — Monday, June 8, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding the shelter at the Jefferson County Fairgrounds.
• Comment regarding the speed limit on Meredith Street.
• Comment regarding the use of face shields versus face masks.
• Comment regarding the use of face masks.
• Comment regarding children face masks.
• Comment regarding noise reduction effort at the Jefferson County Sportsmens Association.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO.34-20 re: HEARING NOTICE: Covid-19 Pandemic Related Budget
Appropriations/Extensions; Various County Departments: Hearing Scheduled for June 22, 2020
at 10:30 a.m. via Go to Meeting and live streamed on AV Capture All
2. AGREEMENT re: Nurse Family Partnership Supervisor; Amount varies based on numbers;
Jefferson County Public Health; Kitsap Public Health District
3. AGREEMENT, Amendment No. 1 re: Working Advance Long-Term Payables;No Additional
Dollar Amount; Jefferson County Public Health; Washington State Department of Social and
Health Services
4. AGREEMENT,Amendment No. 1 re: Early Intervention Services - Birth to Three; Additional
Amount of$3,317 for a Project Total of$7,042; Jefferson County Public Health; Chimacum
School District

5. AGREEMENT,Amendment No. 2 re: Local Source Control, Contract No. C2000017;No
Dollar Amount, Execution of work previously suspended by COVID-19 Stay Home, Stay Safe
Proclamation; Jefferson County Public Health; Washington State Department of Ecology
6. AGREEMENT re: Early Intervention Services - Birth to Three; Decreased Amount of$3,317
for a Project Total of$9,083; Jefferson County Public Health; Chimacum School District
7. MINUTES re: Regular Meeting Minutes of May 26, 2020 and June 1, 2020 and Special Meeting
Minutes of May 22, 2020
8. Payment of Jefferson County Vouchers/Warrants Dated June 1, 2020 Totaling $400 (Records
of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County
Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
9. Payment of Jefferson County Payroll Warrants Dated June 5, 2020 Totaling $868,347.01 and
A/P Warrants Done by Payroll Dated June 5, 2020 Totaling $835,115.05 (Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
PROCLAMATION re: Cashier and Customer Service Month: All three
Commissioners read aloud the proclamation. Commissioner Dean moved to approve a Proclamation
proclaiming June as Cashier and Customer Service Month. Commissioner Sullivan seconded the motion
which carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and discussed the process and timing
for the County's Phase 3 Application.
DISCUSSION re: Motion to Investigate Synchronizing Jefferson County with
Clallam and Kitsap Counties in Submitting a Phase 3 Application under Washington State's Safe
Start-Stay Healthy Plan: County Administrator explained the proposed motion. After discussion,
Commissioner Dean moved to approve a motion to investigate synchronizing Jefferson County with
Clallam and Kitsap Counties in Submitting a Phase 3 Application under Washington State's Safe Start
Stay Healthy Plan. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
DISCUSSION re: Adopting a Third Temporary County Policy Based on Emergency
Response to the COVID-19 Pandemic: County Administrator Philip Morley explained the proposed
resolution. The Commissioners decided to table the discussion until later in the meeting.
PRESENTATION re: Conservation Futures Citizen Oversight Committee 2020
Funding Recommendations: Conservation Futures Citizens Oversight Committee (CFCOC) Chair
Joanne Pontrello noted that CFCOC is in the process of reviewing the following project applications:
Arlandia, Carleson Chimacum Creek O&M, Duckabush Floodplain O&M, Hannan Farm, Quilcene
Headwaters to Bay Preservation(2020), Ruby Ranch Preservation(2020), Snow Creek Watershed
O&M, and Upper Tarboo Wetlands Acquisition and Restoration.
DISCUSSION re: Adopting a Third Temporary County Policy Based on Emergency
Response to the COVID-19 Pandemic- Continued: After discussion, Commissioner Dean moved to
approve RESOLUTION NO. 35-20 re: Adopting a Third Temporary County Policy Based on

Emergency Response to the COVID-19 Pandemic. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION—Continued: The Commissioners
reviewed upcoming meetings and discussed face masks, and potentially being a resource to local
businesses during the pandemic.
The meeting was recessed at 11:52 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 1:30 p.m. to
2:00 p.m. Chair Brotherton announced that the Executive Session will be held from 1:31 p.m. to
2:01 p.m. with the Chief Civil Deputy Prosecuting Attorney, and County Administrator(it was
announced that the Central Services Director may not be attending)regarding Attorney-Client Privilege,
Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act.
The Board resumed the regular meeting at 2:01 p.m. Chair Brotherton announced that the Central
Services Director was able to attend the meeting and that the Board will be extending the Executive
Session from 2:02 p.m. to 2:17 p.m. The Board concluded the Executive Session and resumed the
regular meeting at 2:18 p.m.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Review of topics to discuss, and miscellaneous topics
• Update re: COVID-19 County Coordination
• Multi-Governmental Collaboration for Recovery and Resiliency
• PUD; Broadband request
• Phase 3; reopening Jefferson County
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:05 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
