ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Directs the Department's long and short-term plan in the provision of population-based assessment activities and program evaluation. Provides direction to staff, professional leaders in the community, and County for the purpose of maintaining and developing the County's ability to assess the health status of populations residing in . the County. Refine and evaluates data to conceive and develop plans of action to meet health needs and requirements of the County. Advises the Director on the best utilization of available data with the assistance of the staff and professional leaders in the community and County. Coordinates and plans program design, development and implementation based on the community assessment. Educate and instructs individuals and groups of all ages in health promotion activities, using evidence based on models, including but not limited to prevention, and intervention. Coordinates local, State and federal grants for the Department and serves as an agency/community liaison. Develops policies and procedures, prepares and implements community assessment activities consistent with the needs of the Department, other entities, medical organizations and County residents based on collected data. Provides leadership and technical expertise to the Department, other County staff, medical personnel and groups regarding data analysis and interpretation, program pi arming, grant writing and evaluation. Directs the collection, validation, entry and extraction of data on current issues of public health concern. Directs, develops, implements and evaluates research projects and community interventions. r-, Maintains the integrity and reliability of information used by the Department to direct policy. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Master's degree (MA, MSN, MPH) in Mental Health Counseling, Public Health Nursing Science or other related health field and two (2) years related Public Health experience in an agency providing generalized public health services; or equivalent combination of education and experience. . LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. COMPUTER SKILLS To perform this job successfully, an individual should have knowledge ofMS Access Database software; MS Explorer Internet software; MS Excel Spreadsheet software and MS Word Word Processing software.
