Jefferson County Board of Commissioners
Regular Meeting — Monday, June 15, 2020, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding holding AA meetings during Phase 2.
• Comment regarding finding information online.
• Comment requesting a crosswalk in Quilcene.
• Comment regarding local businesses not supporting mandate to wear face masks.

The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.

WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and discussed the process and timing
for the County's Phase 3 Application. Emergency Management Director Willie Bence provided an
update.
UPDATE re: Washington State Department of Natural Resources 1st Quarter
County Income Report: Washington State Department of Natural Resources (DNR) Regional Manager
Mona Griswold and DNR State Lands Assistant Drew Rosanbalm provided an update on the 1st Quarter
Income Report and answered questions.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan noted a scrivener's error on the Jefferson County Farmers Market Agreement (Consent Agenda
Item No. 6); the footer of the agreement states the Forks Farmers Market. He moved to approve the
items on the Consent Agenda as presented with the correction to Item No. 6. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. AGREEMENT NO. SEASMP-1921-JCDCD-00032 re: Shorelands Shoreline Master Program
(SMP); In the Amount of $84,000; Jefferson County Department of Community Development;
Washington State Department of Ecology
2. AGREEMENT re: Materials Sampling, Testing and Inspection of the Resurface and Restore
Project for Center Road M.P. 14.61- M.P. 15.01, Project No. 18020500; In the Amount of
$15,359; Jefferson County Public Works; HWA Geosciences, Inc.
3. AGREEMENT, Supplement No. 1 re: Construction Surveying Center Road M.P. 14.61-15.01
Resurface and Restore, County Project No. 18020500; Additional Amount not to exceed $9,792
for a Project Total $19,655; Jefferson County Public Works; Van Aller Surveying

8, 2020
14. Payment of Jefferson County Vouchers/Warrants Dated June 15, 2020 Totaling
S 1,43 0,252.07 (Records of all claims submitted for payment along with vouchers approved and signed by the
Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works
Department.)
The meeting was recessed at 10:57 a.m. and reconvened at 11:05 a.m. with all three
Commissioners present.
COMMISSIONERS BRIEFING SESSION: The Commissioners reviewed recent
meetings they attended and discussed a potential letter regarding a Navy Growler Survey which
Commissioner Dean stated she will draft a letter for approval during the afternoon session. The Board
will be holding a remote Joint Special Meeting on Wednesday, June 17, 2020 at 5:00 p.m. with the
Jefferson County Board of Commissioners, City of Port Townsend, Port of Port Townsend and Public
Utility District No. 1 regarding addressing the COVID-19 pandemic. The Commissioners discussed
upcoming meetings and systemic racism.
The meeting was recessed at 11:52 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Review of topics to discuss and MOTION re: Interim 911 Coordinator: Commissioner Dean
moved to authorize the County Administrator to send a letter to the Washington State Enhanced
911 Coordinator designating Ted Krysinski as the Interim 911 Coordinator. Commissioner
Sullivan seconded the motion which carried by a unanimous vote.
• Update re: COVID-19 County Coordination
• Multi -Governmental Collaboration for Recovery and Resiliency
• Joint BOCC Special Meeting Wednesday, June 17, 2020 MOTION: Commissioner Sullivan
moved to appoint Commissioner Dean to represent the County on the newly forming
Intergovernmental Committee (The correct full name of the committee is the Intergovernmental
Coordinating Committee ICC). Chair Brotherton seconded the motion which carried by a
unanimous vote.
• Recovery and Resiliency - continued
• LETTER re: Navy Growler Sound Study: Commissioner Dean prepared a draft letter for the
Commissioners to review. MOTION: Commissioner Dean moved to send a letter signed by the
Commissioners, to the United States Navy regarding the Sound Monitoring. Commissioner
Sullivan seconded the motion which carried by a unanimous vote.
• Public Works & Noxious Weeds
• MOTION re: Form of Support re: 10,000 Year Institute Application for Phase 4 Pulling
Together project for funding from Washington State: Commissioner Sullivan moved to authorize
the Chair to sign the form of support. Commissioner Dean seconded the motion which carried by
a unanimous vote.

EXECUTIVE SESSION: An Executive Session was scheduled from 2:30 p.m. to
3:15 p.m. Chair Brotherton announced that the Executive Session will be held from 2:30 p.m. to
3:15 p.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Outside Legal
Counsel, Sheriff and Code Compliance Coordinator regarding Attorney -Client Privilege, Actual
Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The
Board resumed the regular meeting at 3:16 p.m. Chair Brotherton announced that the Board will be
extending the Executive Session from 3:17 p.m. to 3:32 p.m. The Board concluded the Executive
Session and resumed the regular meeting at 3:34 p.m.
The Board took the following action as a result of the Executive Session: MOTION: Commissioner
Dean moved to authorize the Code Compliance Officer to sign a Site Access Agreement, as refined by
the Prosecuting Attorney's Office, with Pope Resources and Rainer for site access through the end of
2020.
COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: County
Administrator Philip Morley reviewed the following with the Board.
• Quilcene Crosswalk
• Economic Development Council (EDC) Team Jefferson; Coronavirus Relief Funds for small grants
to businesses
• Policy Management Group; debrief
Commissioner Sullivan moved to adjourn the meeting at 4:04 p.m. and then withdrew the motion as
there was another topic to discuss.
• Upcoming Special Meeting on Friday, June 19, 2020 at 1:00 p.m. re: Safe Start Washington Phase 3
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting
at 4:11 p.m. until the next regular meeting or special meeting as properly noticed. The motion failed for
lack of a second. Chair Brotherton adjourned the meeting.
