Pal 42(aAC) STATE OF WASHINGTON County of Jefferson In The Matter Of Submitting An Application} To Washington State To Allow Jefferson } RESOLUTION NO. 3 9— 2 0 County To Move To A Phase 3 Reopening } Under The Safe Start Washington Plan } During The COVID-19 Pandemic } WHEREAS, on March 16, 2020 the Jefferson County Commissioners approved Resolution No. 12-20 - Declaration of an Emergency of the COVID-19 Pandemic; and, WHEREAS, on March 23, 2020 the Governor issued Proclamation 20-25 "Stay Home, Stay Safe," which was subsequently amended by Proclamation 20-25.1 and Proclamation 20- 25.2; and, WHEREAS, on May 4, 2020 the Governor issued Proclamation 20-25.3 adopting the Safe Start Washington phased reopening plan; and WHEREAS, on May 22, 2020, Jefferson County submitted an application to enter Phase 2 of the Safe Start Washington plan with modifications pursuant to Jefferson County Health Board Resolution 30-20 and Jefferson County Resolution 31-20; and WHEREAS, on May 23, 2020, the Washington State Department of Health approved Jefferson County to enter Phase 2 of the Safe Start Washington plan; and WHEREAS, on May 28, 2020, Jefferson County Health Officer Dr. Thomas Locke issued Directive No 2020-2 requiring all individuals to wear face coverings over their noses and mouths at indoor public settings, or at outdoor locations and cannot maintain distancing of approximately six feet, effective June 1, 2020; and directing that owners and operators shall not permit non -employees to enter a business unless wearing a cloth face covering, except while eating or drinking, effective when Jefferson County began full implementation of Phase 2 of the Safe Start Washington plan; and WHEREAS, on May 29, 2020, Jefferson County Health Officer Dr. Thomas Locke issued a Public Health Order during the COVID-19 public health emergency declared by the Governor or until the Health Order is rescinded, prohibiting public agencies in Jefferson County from conducting any meeting subject to Washington State's Open Public Meetings Act, unless the meeting is not conducted in -person and instead provides an option(s) for the public to attend the proceedings through, at minimum, telephonic access, and may also include other electronic, internet or other means of remote access; and WHEREAS, on May 31, 2020, Governor Jay Inslee extended through July 1, 2020 his Stay Home — Stay Healthy Order by issuing Proclamation 20-25.4 entitled Transition From "Stay Home — Stay Healthy" To "Safe Start — Stay Healthy" County -By -County Phased Reopening; and 1 of 3 WHEREAS, on June 12, 2020, Public Health Officer Dr. Thomas Locke transmitted his Phase 3 recommendations to the Jefferson County Board of Health; and WHEREAS, on June 18, 2020, the Jefferson County Board of Health met and considered the Phase 3 recommendations by Public Health Officer Dr. Thomas Locke as well as input received from the public; and the Board of Health voted [7 for and 0 against] to adopt a resolution recommending Jefferson County submit a Phase 3 Variance Application to Washington State on June 29, 2020, attached to this Resolution as Exhibit 1; and WHEREAS, on June 19, 2020, the Jefferson County Board of Commissioners held a Special Meeting to consider the Board of Health's Recommendation; NOW, THEREFORE, BE IT RESOLVED by the County Commissioners for Jefferson County that: 1. The Jefferson County Board of Commissioners concurs with the June 18, 2020 Phase 3 variance recommendation moved and approved by the Jefferson County Board of Health; 2. All procedural steps required by Washington State for considering a Phase 3 Variance Application have been met; 3. The Director of Jefferson County Public Health is hereby authorized to complete Jefferson County's Phase 3 Variance Application consistent with the Board of Health's recommendations attached to this Resolution as Exhibit 1, including with the Application all state -required documents and attachments, for submittal on June 29, 2020 by the Board of Commissioners to the Washington State Department of Health for its approval. Phase 3 Variance #&fivificsAvRlied for: High Risk Populations: Strongly encouraged, but not required, to stay home unless engaging in Phase 1, 2, or 3 permissible activities Recreation: Outdoor group recreation and sports activities (50 or fewer people) and Recreational facilities at <5001* capacity (gyms, public pools, etc.) allowed Gatherings (non religious): Allow gatherings with no more than 50 people Travel: Resume non -essential travel Business/Employers (required to follow safety plans written by the State): Restaurants/taverns <75% capacity/table size no larger than 10. Bar areas in restaurants/taverns a <25% capacity. Theaters at <50% capacity. Customer -facing government services resume (telework remains strongly encouraged). Libraries and museums reopen. All other business activities not yet listed except for nightclubs and events with greater than 50 people. The Jefferson County Board of Health further recommends that Jefferson County commit to ongoing funding of case management, contact tracing, and needed isolation and quarantine support services as an essential component of Jefferson County's pandemic coronavirus response efforts.
