Jefferson County Board of Commissioners
Regular Meeting — Monday, June 22, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time and the Board addressed the cancelled Special Meeting on June 19, 2020 due
to technical difficulties.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding comments submitted.
• Comment regarding camping in Jefferson County and requesting a response from County staff.
• Comment regarding comments submitted and pronunciation of her name.
• Comment regarding gun noise coming from the Port Townsend gun club.
• Comment regarding the Ferry Advisory Committee meeting room space.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
PROCLAMATION re: JUNETEENTH: Commissioner Dean discussed the proposed
proclamation regarding Juneteenth and discussed the festivities held on June 19, 2020 in Jefferson
County to celebrate the liberation of the last slave in the United States. She stated that many believe
Juneteenth should be a national holiday. After all three Commissioners read aloud the proclamation,
Commissioner Dean moved to approve the proclamation. Commissioner Sullivan seconded the motion
which carried by a unanimous vote.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: Conservation Futures Applications for 2019 to include;1) Arlandia;
2) Carleson Chimacum Creek 0 & M; 3) Duckabush Floodplain 0 & M; 4) Hannan Farm; 5)
Quilcene Headwaters to Bay Preservation(2020); 6) Ruby Ranch Preservation(2020); 7) Snow
Creek Watershed 0 & M; and 8) Upper Tarboo Wetlands Acquisition and Restoration; Hearing
Scheduled for Monday, July 13, 2020 at 10:30 a.m. in the Commissioners' Chambers, Jefferson

WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
HEARING re: COVID-19 Pandemic Related Budget Appropriations/Extensions;
Various County Departments: Central Services Director Mark McCauley and County Administrator
Philip Morley reviewed the budget appropriation requests.
Chair Brotherton opened the hearing to allow public testimony. Hearing no testimony, he closed the
public hearing. After discussion, Commissioner Dean moved to approve RESOLUTION NO. 38-20 re:
COVID-19 Pandemic related Budget Appropriations/Extensions; Various County Departments.

Commissioner Sullivan seconded the motion which carried by a unanimous vote. The Board asked
Director McCauley about the sneeze guard installations in County facilities.
ADDITIONAL BUSINESS DISCUSSION re: In the Matter of Submitting an
Application to Washington State to Allow Jefferson County to Move to Phase 3 Reopening Under
the Safe Start Washington Plan During the COVID-19 Pandemic: Due to technical issues at a
previously scheduled Special Meeting on June 19, 2020, the Commissioners had to delay approval of a
Phase 3 application until today. The Commissioners discussed the Board of Health's recommendation
for Jefferson County to submit an application to Washington State on June 29, 2020 to allow Jefferson
County to move to Phase 3 Reopening under the Safe Start Washington Plan during the COVID-19
Pandemic. After discussion, Commissioner Dean moved to approve RESOLUTION NO.39-20 re:
Submitting an Application to Washington State to Allow Jefferson County to Move to a Phase 3
Reopening Under the Safe Start Washington Plan During the COVID-19 Pandemic. Commissioner
Sullivan seconded the motion which carried by a unanimous vote.
County Administrator Philip Morley explained that Public Health Director Vicki Kirkpatrick requested
the Board make a motion to approve a Transmittal Letter to the State Secretary of Health John Weisman
regarding Jefferson County's request to move into Phase 3. Commissioner Dean moved to approve the
letter, with edits to the date of the Board of County Commissioners' approval and the date of the letter as
June 29, 2020. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
The meeting was recessed at 11:04 a.m. and reconvened at 11:11 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed topics to
discuss during the afternoon session and recent meetings they attended and upcoming meetings.
The meeting was recessed at 11:44 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Business Assistance Small Grant Program: Economic Development Council (EDC) Team
Jefferson Executive Director Brian Kuh and Jefferson County Chamber Director Arlene Allen
briefed the Board on the grant program. MOTION: After discussion, Commissioner Sullivan
moved to direct staff to develop contracts for Cares Act Funding in the amount of$125,000 for
the EDC to distribute. Commissioner Dean seconded the motion which carried by a unanimous
vote.

• Community Outreach re: Intergovernmental Coordinating Committee (ICC); creating

Monday, June 29, 2020 at 9:45 a.m. Commissioner Sullivan seconded the motion which carried
by a unanimous vote.
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:35 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan

CALLS TO ORDER: The Joint Special Meeting of the Jefferson County Board of
Commissioners, Port Townsend City Council, Jefferson County Public Utility District(PUD)No. 1 and
Port of Port Townsend was called to order at 5:00 p.m. The following members and staff participated
remotely and introduced themselves:
Jefferson County Board of Commissioners: Chair Greg Brotherton, Commissioner David Sullivan,
and Commissioner Kate Dean.
Jefferson County Staff: County Administrator Philip Morley
Port Townsend City Council: Mayor Michelle Sandoval, Councilmember Ariel Speser,
Councilmember Monica Mick-Hager, Councilmember Owen Rowe, Councilmember Pamela Adams,
and Councilmember David Faber.

Jefferson County Public Utility District(PUD) No. 1 Board of Commissioners:
Commissioner/President Dan Toepper, Commissioner Jeff Randall, Commissioner Kenneth Collins and
PUD General Manager Kevin Streett.
Port of Port Townsend Commission: Commissioner/President Pete Hanke, Commissioner Pam
Petranek, Commissioner Bill Putney and Executive Director Eron Berg.
PURPOSE OF MEETING: Jefferson County Board of Commissioners Chair Greg
Brotherton explained that the purpose of the Joint Special Meeting is to collaborate as a community on
ways to address the impact of COVID-19 on the County.
STAFF PRESENTATIONS: City Manager John Mauro discussed the opportunity and
need for collaboration, Port of Port Townsend Executive Director Eron Berg and PUD General Manager
Kevin Streett discussed recovery and resiliency focus areas, and County Administrator Philip Morley
reviewed the proposed Joint Resolution that would establish new committees to address the issues
discussed during staff presentations. The Board of County Commissioners, PUD Commissioners, Port
Townsend City Councilmembers, and the Port of Port Townsend Commissioners provided comments
and asked questions.

ADOPTION of JOINT RESOLUTION re: Establishment of a Multi-Governmental
Process for Collaborating on the Establishment of a COVID-19 Recovery and Resilience Plan:
After review of the proposed joint resolution, the following action was taken:
Port of Port Townsend Commission: Commissioner Pam Petranek moved to approve RESOLUTION
NO. 7-22-20. Commissioner Bill Putney seconded the motion which carried by a unanimous vote.
Jefferson County Public Utility District No. 1 Board of Commissioners: Commissioner Jeff Randall
moved to approve RESOLUTION NO. 20-015. Commissioner Kenneth Collins seconded the motion
which carried by a unanimous vote.
Port Townsend City Council: Councilmember David Faber moved to approve RESOLUTION NO.
20-036. Councilmember Pam Adams seconded the motion. The motion carried.
Jefferson County Board of Commissioners: Commissioner David Sullivan moved approve
RESOLUTION NO. 36-20. Commissioner Kate Dean seconded the motion which carried by a
unanimous vote.
INTERGOVERNMENTAL COORDINATING COMMITTEE
RESPRESENTATIVES, ORGANIZATION and STAFFING: The following members will serve on
the Intergovernmental Coordinating Committee (ICC): Kate Dean, David Faber, Pete Hanke, Eron Berg,
Jeff Randall, Kevin Street, John Mauro and Philip Morley.
NEXT STEPS and FUTURE MEETINGS: The first meeting of the Intergovernmental
Coordinating Committee will be held remotely on Thursday, June 25, 2020 at 12:00 p.m.
NOTICE OF ADJOURNMENT: The meeting was adjourned at 6:25 p.m.

CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
DISCUSSION re: In the Matter of Submitting an Application to Washington State
to Allow Jefferson County to Move to Phase 3 Reopening Under the Safe Start Washington Plan
During the COVID-19 Pandemic: Chair Brotherton stated that as part of the Phase 3 reopening
process, camping is now open unrestricted in Jefferson County. The Board reviewed the proposed
resolution and Public Health Director Vicki Kirkpatrick explained the Board of Health's decision
regarding Phase 3 and the process for submitting the application.
Deputy Clerk of the Board Carolyn Gallaway was alerted by several individuals that the live streaming
did not appear to be working and she requested a recess to address technical difficulties.
The meeting was recessed at 1:12 p.m. During the recess, the Deputy Clerk of the Board
determined that a new live stream session needed to be created. The meeting reconvened at 1:36 p.m. by
Chair Brotherton. Chief Civil Deputy Prosecuting Attorney Philip Hunsucker advised the Board cancel
the meeting. The Board agreed the Phase 3 Reopening Resolution and Juneteenth Proclamation will be
addressed during the next Board of County Commissioners' meeting.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 1:42 p.m.
until the next regular meeting or special meeting as properly noticed

DISCUSSION re: RESOLUTION re: Declaring a Jefferson County Burn Ban on
Open Debris Burning Other Than Recreational Fires for the 2020 Fire Season: East Jefferson Fire
Rescue Assistant Fire Chief Brian Tracer briefed the Board on the proposed resolution to ban open
debris burning during the 2020 fire season. After discussion, Commissioner Dean moved to approve
RESOLUTION NO. 40-20. Commissioner Sullivan seconded the motion which carried by a unanimous
vote.
DISCUSSION re: Payment of Jefferson County Vouchers/Warrants Dated June 22,
2020 Totaling$215,249.41 and Dated June 29,2020 Totaling$115,031.25(Records of all claims
submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners
are retained by the Jefferson County Auditor and Public Works Department.): Commissioner Dean moved to
approve payment of Jefferson County Vouchers/Warrants as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
The meeting was recessed at 9:37 a.m. and reconvened at 9:45 a.m. with all three
Commissioners present.

Transmittal of Jefferson County's Phase 3 Application to Washington State: The Board discussed
the issue. Commissioner Sullivan moved to rescind the resolution to move to Phase 3, and the
transmittal letter. Commissioner Dean seconded the motion. After discussion, Chair Brotherton called
for a vote on the motion. Commissioner Sullivan voted in favor of the motion. Chair Brotherton and
Commissioner Dean voted against the motion. The motion failed.
The Commissioners continued discussion on the issue and did not take action.

until the next regular meeting or special meeting as properly noticed.
