Jefferson County Board of Commissioners
Regular Meeting — Monday, June 22, 2020, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time and the Board addressed the cancelled Special Meeting on June 19, 2020 due
to technical difficulties.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding comments submitted.
• Comment regarding camping in Jefferson County and requesting a response from County staff.
• Comment regarding comments submitted and pronunciation of her name.
• Comment regarding gun noise coming from the Port Townsend gun club.
• Comment regarding the Ferry Advisory Committee meeting room space.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
PROCLAMATION re: JUNETEENTH: Commissioner Dean discussed the proposed
1 a ion regarding Juneteenth and discussed the festivities held on June 19, 2020 in Jefferson

County to celebrate the liberation of the last slave in the United States. She stated that many believe
Juneteenth should be a national holiday. After all three Commissioners read aloud the proclamation,
Commissioner Dean moved to approve the proclamation. Commissioner Sullivan seconded the motion
which carried by a unanimous vote.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: Conservation Futures Applications for 2019 to include;1) Arlandia;
2) Carleson Chimacum Creek 0 & M; 3) Duckabush Floodplain 0 & M; 4) Hannan Farm; 5)
Quilcene Headwaters to Bay Preservation(2020); 6) Ruby Ranch Preservation(2020); 7) Snow
Creek Watershed 0 &M; and 8)Upper Tarboo Wetlands Acquisition and Restoration; Hearing
Scheduled for Monday, July 13, 2020 at 10:30 a.m. in the Commissioners' Chambers, Jefferson

2. AGREEMENT re: Providing COVID-19 Sneeze Guards for additional protection for county
staff and the general public at public interaction counters and at personal work stations; In the
Amount of$57,700; Jefferson County Central Services; Bear Wood Windows, Inc.
3. AGREEMENT re: Preparation of Video Stories about Jefferson County Marine Resources
Committee Projects; In the Amount of$5,300 Funded by Grant No. SEANWS-2019-JeCoWS-
00007 Northwest Straits Agreement with Washington State Department of Ecology; Jefferson
County Extension, Washington State University; Plumb Productions
4. AGREEMENT re: Provide Community Inclusion Services tailored to individual needs,

A/P Warrants Done by Payroll Dated June 6, 2020 Totaling $139,329.77 and Dated June 19,
2020 Totaling $15,610.54 (Records of all claims submitted for payment along with A/P Warrants approved by
the Payroll Services Manager are retained in the Jefferson County Auditor's Office)
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
HEARING re: COVID-19 Pandemic Related Budget Appropriations/Extensions;
Various County Departments: Central Services Director Mark McCauley and County Administrator
Philip Morley reviewed the budget appropriation requests.
Chair Brotherton opened the hearing to allow public testimony. Hearing no testimony, he closed the
public hearing. After discussion, Commissioner Dean moved to approve RESOLUTION NO. 38-20 re:
COVID-19 Pandemic related Budget Appropriations/Extensions; Various County Departments.

Commissioner Sullivan seconded the motion which carried by a unanimous vote. The Board asked
Director McCauley about the sneeze guard installations in County facilities.
ADDITIONAL BUSINESS DISCUSSION re: In the Matter of Submitting an
Application to Washington State to Allow Jefferson County to Move to Phase 3 Reopening Under
the Safe Start Washington Plan During the COVID-19 Pandemic: Due to technical issues at a
previously scheduled Special Meeting on June 19, 2020, the Commissioners had to delay approval of a
Phase 3 application until today. The Commissioners discussed the Board of Health's recommendation
for Jefferson County to submit an application to Washington State on June 29, 2020 to allow Jefferson
County to move to Phase 3 Reopening under the Safe Start Washington Plan during the COVID-19
Pandemic. After discussion, Commissioner Dean moved to approve RESOLUTION NO. 39-20 re:
Submitting an Application to Washington State to Allow Jefferson County to Move to a Phase 3
Reopening Under the Safe Start Washington Plan During the COVID-19 Pandemic. Commissioner
Sullivan seconded the motion which carried by a unanimous vote.
County Administrator Philip Morley explained that Public Health Director Vicki Kirkpatrick requested
the Board make a motion to approve a Transmittal Letter to the State Secretary of Health John Weisman
regarding Jefferson County's request to move into Phase 3. Commissioner Dean moved to approve the
letter, with edits to the date of the Board of County Commissioners' approval and the date of the letter as
June 29, 2020. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
The meeting was recessed at 11:04 a.m. and reconvened at 11:11 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed topics to
discuss during the afternoon session and recent meetings they attended and upcoming meetings.
The meeting was recessed at 11:44 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Business Assistance Small Grant Program: Economic Development Council (EDC) Team
Jefferson Executive Director Brian Kuh and Jefferson County Chamber Director Arlene Allen
briefed the Board on the grant program. MOTION: After discussion, Commissioner Sullivan
moved to direct staff to develop contracts for Cares Act Funding in the amount of$125,000 for
the EDC to distribute. Commissioner Dean seconded the motion which carried by a unanimous
vote.

• Homeless Housing/Affordable Housing
• Community Outreach re: Intergovernmental Coordinating Committee (ICC); creating
subcommittees
• Brinnon School Sign

• BOCC Special Meeting: MOTION: Commissioner Dean moved to set a Special Meeting on
Monday, June 29, 2020 at 9:45 a.m. Commissioner Sullivan seconded the motion which carried
by a unanimous vote.
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:35 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
