MINUTES
Special Meeting
Jefferson County Board of Commissioners
Monday, June 29, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
Due to COVID-19, no in-person attendance
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding the burn ban and fireworks.
• Comment regarding Phase 3 reopening of Jefferson County.
• Comment regarding the use of Vitamin C, HCQ, Zinc and COVID-19.
• Comment regarding Phase 3 reopening of Jefferson County.
• Comment regarding wearing face masks and other health issues affecting Americans.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
DISCUSSION re: RESOLUTION re: Declaring a Jefferson County Burn Ban on
Open Debris Burning Other Than Recreational Fires for the 2020 Fire Season: East Jefferson Fire
Rescue Assistant Fire Chief Brian Tracer briefed the Board on the proposed resolution to ban open
debris burning during the 2020 fire season. After discussion, Commissioner Dean moved to approve
RESOLUTION NO. 40-20. Commissioner Sullivan seconded the motion which carried by a unanimous
vote.
DISCUSSION re: Payment of Jefferson County Vouchers/Warrants Dated June 22,
2020 Totaling$215,249.41 and Dated June 29,2020 Totaling$115,031.25(Records of all claims
submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners
are retained by the Jefferson County Auditor and Public Works Department.): Commissioner Dean moved to
approve payment of Jefferson County Vouchers/Warrants as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
The meeting was recessed at 9:37 a.m. and reconvened at 9:45 a.m. with all three
Commissioners present.

WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report. Public Health Director Vicki Kirkpatrick outlined the process
for the Phase 3 application.
RESOLUTION NO. 39-20 re: In the Matter of Submitting an Application To
Washington State To Allow Jefferson County To Move To A Phase 3 Reopening Under The Safe
Start Washington Plan During The COVID-19 Pandemic and Transmittal Letter re: Official
Transmittal of Jefferson County's Phase 3 Application to Washington State: The Board discussed
the issue. Commissioner Sullivan moved to rescind the resolution to move to Phase 3, and the
transmittal letter. Commissioner Dean seconded the motion. After discussion, Chair Brotherton called
for a vote on the motion. Commissioner Sullivan voted in favor of the motion. Chair Brotherton and
Commissioner Dean voted against the motion. The motion failed.
The Commissioners continued discussion on the issue and did not take action.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 11:35 a.m.
until the next regular meeting or special meeting as properly noticed.
