SUMMARY
Organizes,manages and directs all activities of the financial and accounting functions of the Treasurer's
Office, including all daily banking functions. Invests all County and Special Purpose Taxing District
excess funds and school funds. Monitors and handles all bond payments for County and Districts.
Maintains data and prepares reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Responds to citizen inquiries regarding personal and real property tax, excise tax, sales tax,RID,LID,
PUD assessments, exemptions, foreclosure and distraint.
Processes documents requiring extensive knowledge of procedures. Uses standard operating procedures
or variations on standard procedures.
Conducts all daily banking tasks including receipting and balancing of all deposits and electronic activity
including warrant processing.
Posts financial transactions and other data to maintain various fiscal accounts; logs all Fiscal Agent
activity and balance to daily Fiscal Agent worksheet; prepare for computer input all transfer,revenue and
coding adjustments received during the month; receipt all funds received in mail or deposited to checking
accounts for all Districts; advises Departments and Districts on revenue accounting and investment
concerns; prepare and receipt all revenue remitted from the State during the month; prepare remittance to
City of Port Townsend, State Fire Patrol,taxes and fees collected for School Districts and the Peninsula
Dispute Center;transfer monthly cash balances and Pool interest as requested by various funds;remit
semiannual fiscal agent administrative fees as requested and breaks down excise tax collections monthly.
Monitors and manages requests for Advance Travel funds from all County Departments.
Monitors and handles refund requests from other County Departments and remit tax overpayment and
refund petition requests as processed and received.
Implements the County's Investment Policy in managing and maintaining the County's investment process
by monitoring daily cash to determine changes to be made with investments; monitoring and handling
maturing certificates and investments or purchase of new certificates;working with brokers in monitoring
new securities that match County's maturity and rate requirements; monitors security portfolios for

maturity and interest payment dates; and monitors taxes collected report for City taxes received during the
month and makes necessary Pool transfers.
Completes balances,verifications,reconciliation, and audits as required to maintain completeness and
accuracy of records and files.
Monitors and handles all bond payments for Districts,verify cash balances in District accounts.
Balance Investment Pool worksheet to daily investment total and State Pool statements including:
complete necessary notifications and record keeping for bond transactions; balance Suspense Fund
monthly; prepare Jefferson County Drainfield Trust monthly report; complete the State remittance;
balance security inventory report to safekeeping statement; and monitor return items that appear on daily
bank statement.
Initiates preparing of regularly recurring letters,reports, notifications, and/or memos.
Maintains cumulative records including reports for the Finance Committee such as: Service Charge
Report;Treasurer's Cash Average Balance Report; Investment Summary charts; and Security Inventory
Maturity Reports.
Conducts Cash Handling Training program as needed for all County Departments and Junior Taxing
Districts. Solves cash handling problems and addresses concerns as they arise within County
Departments.
Delivers to bank daily deposited receipts each day.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each

EDUCATION and/or EXPERIENCE
Associate's degree(A A)or equivalent from a two-year college or technical school or two(2)
years of related experience and/or training; and five(5)years related experience and/or training in
a County Treasurer's Office, governmental accounting, investment analysis, and banking or
related investment field; including two(2)years as an Administrative Clerk II or equivalent; or
equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read,analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regulations.Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively present information and
respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions,proportions,
and percentages.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral,
or diagram form. Ability to deal with problems involving several concrete variables in
standardized situations.

Ability to successfully complete various required training classes offered for education and improvement
of skills required for the position.
Must have cognitive ability to accurately search columns of numbers in small print for errors, data entry,
and related purposes.

Ability to use a typewriter, computer terminal,Personal Computer and word processing, and spreadsheet
software programs, calculator, and other office equipment standard to area of assignment and to adapt to
new and/or modified equipment which may be acquired.
Ability to maintain a high standard for accuracy completeness and efficiency in the preparation of reports
and budgets. Independent and self-motivated to complete required deadlines while simultaneously
completing other tasks.
