MINUTES
Jefferson County Board of Commissioners
Regular Meeting — Monday, July 6, 2020, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding law enforcement restraining tactics.
• Comment regarding the Jefferson County Fairgrounds and homeless camping.
• Comment regarding gun noise from the Port Townsend shooting range.
• Comment regarding the Jefferson County Fairgrounds and homeless camping.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO.41-20 re: HEARING NOTICE: 2020 Second Quarter Budget
Appropriations/Extensions; Various County Departments; Hearing scheduled for Monday, July
20, 2020 at 10:15 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse,
1820 Jefferson Street, Port Townsend, WA
2. RESOLUTION NO.42-20 re: Finding and Determination to Declare Certain Personal Property
as Surplus and Authorize Disposal (Less than $2,500)
3. AGREEMENT, Amendment No. 1 re: 2020 Lodging Tax Grant Funding Reduction; Reduction
of $9,023 for a Total of $35,136; Jefferson County Administrator; Jefferson County Public
Works, Parks and Recreation Division
4. AGREEMENT, Amendment No. 1 re: 2020 Lodging Tax Grant Funding Reduction; Reduction
of $10,465 for a Total of $62,035; Jefferson County Administrator; Jefferson County Historical
Society, Gateway Visitor Center
5. AGREEMENT, Amendment No. 1 re: 2020 Lodging Tax Grant Funding Reduction; Reduction
of $11,215 for a Total of $33,215; Jefferson County Administrator; Quilcene Historical Museum

Coordinating Council (TCC)
8. Payment of Jefferson County Payroll Warrants Dated July 2, 2020 Totaling $902,362.84 and
A/P Warrants Done by Payroll Dated July 2, 2020 Totaling $860,029.76 (Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
9. MINUTES re: Regular Meeting Minutes of June 22, 2020 and Special Meeting Minutes of June
17, 19 and 29, 2020
ADDITIONAL BUSINESS re: LETTER of RECOMMENDATION for
JEFFERSON HEALTHCARE APPLICATION: Commissioner Dean moved to approve a letter be
sent to the Washington State Department of Commerce Childcare Capacity Planning Grant Review
Committee in support of Jefferson Healthcare's application, to be signed by all three Commissioners.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners
discussed recent meetings they attended.
The meeting was recessed at 10:59 a.m. and reconvened at 11:06 a.m. with all three
Commissioners present.
DISCUSSION AND POSSIBLE ACTION: AGREEMENT NO.20-6541C-016,
Interagency re: Coronavirus Relief Funding; In the Amount of $1,754,500; Jefferson County
Central Services; Washington State Department of Commerce: COVID-19 Pandemic Response and
Recovery Finance Chief/DCD Director Patty Charnas briefed the Board on the potential agreement
regarding Coronavirus Relief Funding. After discussion, Commissioner Dean moved to approve the
Interagency Agreement with the Department of Commerce so that CARES Act funding can be utilized
by Jefferson County. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and
County Administrator reviewed upcoming meetings and Commissioner Dean stated she will be
attending a Washington State Association of Counties (WSAC) webinar meeting today regarding
County issues pertaining to COVID-19. The Board reviewed items to discuss during the afternoon
session.
REAFFIRM MOTION re: CORONAVIRUS FUNDING: Deputy Clerk of the Board
Carolyn Gallaway stated that she was made aware that the public may not have been able to hear the
motion regarding coronavirus funding. To err on the side of caution, the Commissioners reaffirmed their

previously stated motion. Commissioner Dean moved to reaffirm her motion regarding approval of an
Interagency Agreement with the Washington State Department of Commerce so that CARES Act
funding can be utilized by Jefferson County. Commissioner Sullivan seconded the motion which carried
by a unanimous vote.
The meeting was recessed at 11:34 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Review of topics to discuss and miscellaneous items
• Equestrian Park; Friends of Jefferson County Horse Park
• Update re: COVID-19 County Coordination meeting
• Addressing systemic racism
• Update re: 71h and Hendricks Purchase and Sale Agreement; and $75,000 Affordable Housing
Grant
• ADDITIONAL BUSINESS re: Port of Port Townsend; Letter of Support: County
Administrator Philip Morley stated that the Port of Port Townsend has requested a letter of
support regarding their jetty project. After discussion, Commissioner Dean made a motion to say
that if the Port of Port Townsend needs a letter of support this week, she moves to authorize the
County Administrator to work with her to assess whether to write a letter of support based on if
that might affect the County's potential for funding for the sewer project, and if so, they would
draft the letter with input from the Public Works Director/County Engineer Monte Reinders and
authorize the County Administrator to sign. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.

NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:11 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
