Distribution: FORM REV 64 0058 (5/25/2017) * Assessor * Petitioner * BOE File ORDER OF THE JEFFERSON COUNTY BOARD OF EQUALIZATION Appellant(s): Cynthia Walker Appeal No.: BOE 19-08-R Parcel No.: 985 205 902 Issue: Under appeal is the value of a 1,980 square foot home on .59 acre located at 2007 Cherry Street, Port Townsend. The appellants estimate the value to be $262,156 ($157,520 for the land and $104,636 for the improvements). The Assessor's valuation of the property as of January 1, 2019 is $329,474 ($168,708 for the land and $160,766 for the improvements). Appellant's Argument and Evidence: The appellant was not available to offer verbal testimony but indicated she had a new roof installed in 2016 which she states added only $8,000 of improved value. She also says the home was built in 1965 and the growth of trees on city property has obstructed the view. No comparable sales were presented in support of the appellant's estimated of value. Assessor's Argument and Evidence: The Assessor's Representative presented a copy of the appraisal field worksheet for the subject property, three comparable sales with field worksheets, and a parcel map showing the location of the subject and comparable sales. The comparable sales ranged in price from $279,000 to $365,000. The subject also includes two adjoining lots which received downward adjustments of -50%. Decision: The law requires that the Board of Equalization presume the Assessor's valuation to be correct unless the Appellant(s) presents clear, cogent and convincing evidence to the contrary. After consideration the Board finds that the Appellant(s) did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the value established by the Assessor. The Board of Equalization sustains the value established by the Assessor.
