Analysis/Strategic Goals/Pro's £t Con's: During February 2020, emergency bank stabilization was constructed at Upper Hoh Road MP 7.9-8.0 following high flow events in the Hoh River that caused a road washout. Additional repairs that still need to be performed include re-paving, re-striping, and guardrail installation. This contract is for performing those repairs. This project has 100% funding from the Federal Highway Administration Emergency Relief program. Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate is $93,144. Construction will be funded at 100% by the Federal Highway Administration. Recommendation: The Board is requested to sign the Contract Plans and the Call for Bids, and return to Public Works. MP 7.9-8.0 Repair County Project No. 18020381 Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:30 a.m. on August 10, 2020at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Upper Hoh Road MP 7.9-8.0 Repair, County Project No. 18020381. Sealed bids will be opened and read publicly at 10:30a.m., or shortly thereafter,on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This contract provides forthe repair of Upper Hoh Road MP 7.9-8.0 in West Jefferson County near Forks, Washington. Work includes repaving a 300-foot-longsection of road following a washout repair, restriping the road, installing new guardrail, temporary traffic control,and other work,all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.The Engineers Estimate is $93,144. Bids shall be submitted in accordance with the plans and specifications on file at the Departmentof PublicWorks, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders.Hard copies and/or electronic copies may also be obtained by emailing pubworks@co.jefferson.wa.usor calling (360) 385-9160. Each bid shall be accompanied by a surety bond, postal money order, cash, cashier’scheck or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) days of the award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County,and to waive all informalities in the bidding.
