II. Approval of the draft agenda of January 7, 2020: Anne (M)/ Sheila (S)/ Approved with the
following change under Discussion Items: There will be no update on LEAD from Ariel Speser
because she is on maternity leave.
III. Review and adoption of the draft minutes of November 5, 2019: Anne (M)/ Jill (S)/ Approved
with the following changes: on page 2- change the sentence to this: Member Beathard asked what
the Mental Health Field Response Team Meetings are about. Change the last sentence on page 3
to end before the word platform. On page 6 - change the sentence to this: Gabbie doesn’t feel like
we have the resources here for this program. On page 6- change the sentence to this: Its more
cost effective and it’s not always the best place.
IV. Public Comments: No public comments.
V. 2018/2019 Budget Tracking Spreadsheet: Veronica shared the updated budget tracking
spreadsheet and said that December’s actual revenue is not yet reflected, but she is currently
projecting $68,000.00 in additional revenues. Veronica will share the 2020 budget tracking
spreadsheet at the next meeting.

VI. PRESENTATIONS:
a. Jefferson County Behavioral Health Court Video: Dennis Daneau introduced the video and
everyone watched it. He thanked Staff Mc Enery for helping to produce the video and shared how
impressed he is with the BH Court team and how they have their client’s best interest at heart.
Everyone loved the video. We are hoping to get it out in the community to raise awareness and Jill
Landes spoke about showing it in the community after she retired.
b. CHIP presents Community Health Survey (CHA) Data: Lori Fleming & John Nowak/CHIP Co-
Executive Directors walked us through a 26-page powerpoint called, Jefferson County, 2019
Community Health Assessment-(CHA).
Lori shared that the CHA process is a best practice that Jefferson County engages in every 4-5
years to document community member insights, and to scan comparisons between state and
county data to identify anomalies between our rural county and Washington State. Together the
qualitative and quantitative data can highlight red flags, opportunities and progress. These results
are brought forward as one piece that will inform Jefferson County's 2020 Community Health
Improvement Plan (CHIP) update effort.

c. Salish Administrative Services Organization-(ASO) Update: Jolene Krone- Deputy
Administrator said that as of January 1, 2020 the Salish Administrative Services Organization is a
new agency. Jolene said that all behavioral health medicaid services have been transitioned to the
Managed Care Organizations in Kitsap, Jefferson and Clallam Counties. Jolene said that it’s a bit
too soon to have a lot of data on how the transition is going.
Jolene passed out information about the new Crisis Line managed by Volunteers of America. The
phone number is: 1-888-910-0416 and the website is: www.imhurting.org. She has cards and
posters about the Crisis Line. The ASO is providing outreach to Law Enforcement, Schools ect…
Staff Mc Enery suggested that Jolene give updates at future Behavioral Health Advisory
Committee meetings.
II. DISCUSSION ITEMS/
Discussion about a 1/10th of 1% Supplemental RFP: Staff Mc Enery shared that she had
emailed out a copy of the Decision Process/Criteria for Supplemental RFP & Emergency &
Emergent Funding that was created at the Advisory Committee Retreat on August 7, 2018.

Decision-making processes for supplemental funding: Should the decision-making process for
supplemental funds be the same as the decision-making process for regular funds? Should
supplemental funds be targeted differently than regular funds?

• Process for Supplemental RFP:
➢ The Committee may initiate a Supplemental RFP because additional 1/10th funding is
available. There is not a set amount or a certain percentage of additional 1/10 th of 1%
funding in the budget that will bring this issue forward.
➢ A Supplemental RFP will be decided on a case by case basis.
➢ The process to put out a Supplemental RFP is the same process as when putting out
a regular RFP.
o Advertise the RFP publicly in the newspaper of record and on the Jefferson
County Courthouse website with a due date.
o Convene an RFP Panel of the Committee to interview the Vendors, to rank the
proposals, (with prospective funding amounts) and bring those
recommendations forward to the full Committee for discussion and approval.
• Criteria for Emergency Funding:
➢ An RFP is not needed by the nature of the need.
➢ It could be a Community or a Vendor emergency.
➢ The Committee would have an unscheduled emergency meeting to take action.
➢ A Community member or Vendor would come to the Emergency Committee meeting
and request funding.
➢ The Committee can decide to provide funding immediately.
➢ The Committee voted to set aside a permanent amount of $50,000 in the 1/10 th of 1%
budget for emergency funding.
• Criteria for Emergent Funding:
➢ A Vendor is operating but their funding st ream stops.
➢ The Vendor then comes to a regular Committee meeting to request funding.
➢ The Committee can decide if they want to provide funding immediately or if they need
additional information before making a decision.
➢ If contracted services, (approved by the Committee) cannot be provided by the
Vendor, Staff has an obligation to bring forward project ideas to the Committee to
replace the needed services.

community.
➢ A Targeted RFP will be decided on a case by case basis.
➢ The process to put out a Targeted RFP is the same process as when putting out a
regular RFP.
➢ Advertise the RFP publicly in the newspaper of record and on the Jefferson
County Courthouse website with a due date.
➢ Convene an RFP Panel of the Committee to interview the Vendors, to rank the
proposals, (with prospective funding amounts) and bring those recommendations
forward to the full Committee for discussion and approval.

underspent funds at this time.
Staff Mc Enery reminded the Committee that the next 1/10th of 1% RFP for 2021 and 2022 will go
out in June or July of this year.
Staff Kirkpatrick said we could put out a Supplemental RFP for a pilot program. By doing it as a
pilot everyone understands the funding may not continue.
Member Dean said a Targeted Supplemental RFP could honor what the Committee ca me up with
at the Retreat. Or maybe we just add the additional funding to the next two-year Regular RFP?
Especially if there are Vendors who have expended all of their funds .
Member Westerman asked about families on the wait list for Jumping Mouse and Nurse Family
Partnership. Staff Mc Enery said there is no wait list for NFP. Member Dean said that Jumping
Mouse doesn’t maintain an ongoing wait list.
Staff Mc Enery reminded the Committee that CHIP has some unfortunate statistics on youth
depression, suicide ideation and bullying. Member Buhler-Rienstra suggested having a workshop.
Staff Kirkpatrick said she would do research about what services/programs are out there and bring
it back to the Committee.
A discussion ensued about whether it’s better to put out the additional funds now or wait. No
decision was made. Staff Mc Enery suggested a workshop be scheduled for the May 5 th meeting.
III. STAFF UPDATES/
a. Staff Mc Enery shared that the Mental Health Field Response Team has scheduled a
meeting on Thursday, January 23rd from 1:30 to 3:30pm @ Public Health. Kimberly
Hendrickson- Project Manager, City of Poulsbo, Housing, Health & Human Services/PT
Project Manager-Public Defender Association-WA State LEAD Expansion Project will be
sharing her experience and knowledge of LEAD in Kitsap County. Over 30% of individuals
encountered by Navigators in Kitsap County are contemplating suicide and a LEAD Case
Manager could support these individuals.

b. Staff Mc Enery asked everyone to save the date for the upcoming Law Enforcement
Assisted Diversion Program (LEAD) Workshop scheduled for Friday, May 15th from 2pm to
5pm @ The Cotton Building. A discussion ensued about the Workshop being scheduled at
the same time as the downtown Kiddie Parade. We might need to schedule the workshop
at another venue. Staff Mc Enery said she will work with Member Speser on this and keep
the Committee updated.
c. Staff Mc Enery gave an update about the One-Tenth Online (OTO) Data Platform in-
service that occurred for Vendors. She has scheduled individual meetings with each of the
eleven Vendors, the County & the Epidemiologist to finalize the data transition that will
begin in March.
d. Staff Mc Enery shared that she received a request from Ariel Speser and Barb Carr. They
would like us to have a networking meeting for 1/10th of 1% Vendors who serve youth. Also
the 1/10th of 1% Vendors who serve adults attend the Mental Health Field Response Team
meetings and do networking there. (Phil Ramunno the Kitsap County Epidemiologist could
attend either of those meetings.)
e. Staff Mc Enery gave an update BH Advisory Committee representation and the by-laws.
Member Dean is a member of the Salish Administrative Services Organization Advisory
Board and will represent the Salish ASO. Someone from the Prosecutors Office will
represent the Jefferson County Courts.
Staff Mc Enery said we have an opening for a representative for the Community at large
position for this Committee. The by-laws say it should be someone from the recovery
community, but she knows a board member from NAMI who could serve. Staff Mc Enery
suggested amending the by-laws to add two Community at large positions, a consumer of
mental health services as well as someone from the recovery community. A discussion
ensued and the Committee decided to come back to this topic in the future.
IV. VENDOR REPORTS: None
V. Public Comments:
• David Fortino, the Jail Superintendent spoke about the need for the
community to have access to the additional 1/10th of 1% funds now rather
than waiting until next year.
• Lindsay Scalf passed out information about the Community Prevention
and Wellness Initiative (CPWI) Empowered Teens Coalition for Port
Townsend and encouraged attendance.
• Brian Gleason said they have an upcoming Behavioral Health Court
graduation scheduled for January 21, 2020.
