MINUTES
Jefferson County Board of Commissioners
Regular Meeting — Monday, July 20, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers 1
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time. The Commissioners announced the afternoon session will reconvene at
2:00 p.m. so they can attend a Washington State Association of Counties briefing where Governor Inslee
will be speaking.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:

• Comment regarding homeless camping at the Jefferson County Fairgrounds and affordable housing.
• Comment requesting a formal investigation regarding a deputy who pulled over an individual.

The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO. 47-20 re: Cancellation of Unclaimed Warrants Exceeding One Year
2. HEARING NOTICE re: Port Ludlow Drainage District Assessment System; Hearing
Scheduled for Monday, August 17, 2020 at 10:30 a.m. in the Commissioners' Chambers at the
Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA

3. CALL FOR BIDS re: Upper Hoh Road MP 7.9-8.0 Repair Project; Bids Accepted Until 9:30
a.m. and Opened and Read Publicly at 10:30 a.m. on Monday, August 10, 2020 in the
Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port
Townsend, WA.
4. MINUTES re: Regular Meeting Minutes of July 13, 2020
5. Payment of Jefferson County Vouchers/Warrants Dated July 20, 2020 Totaling $376,023.85
(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
6. Payment of Jefferson County A/P Warrants Done by Payroll Dated July 3, 2020 Totaling
$137,889.03 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll
Services Manager are retained in the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed
affordable housing in Jefferson County and sales tax status.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
HEARING re: 2020 Second Quarter Budget Appropriations/Extensions; Various
County Departments: Central Services Director Mark McCauley provided a detailed overview of the
budget appropriations and extensions requests and answered questions posed by the Board.
Chair Brotherton opened the hearing for public testimony. Hearing no testimony, he closed the public
hearing. Commissioner Dean moved to approve RESOLUTION NO. 48-20 re: 2020 Second Quarter
Budget Appropriations/Extensions; Various County Departments. Commissioner Sullivan seconded the
motion which carried by a unanimous vote.
The meeting was recessed at 10:31 a.m. and reconvened at 10:41 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners
discussed recent meetings they attended, reviewed their meeting schedules and miscellaneous topics.
The meeting was recessed at 11:56 a.m. and reconvened at 2:04 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Update re: COVID-19 County Costs, Funding and Coronavirus Relief Funds
• Shoreline Master Program; creation of a Task Force
• Review of miscellaneous items
• Camping at Jefferson County Fairgrounds
• Policy Management Meeting; debrief
• WSAC Governor briefing; debrief
• Intergovernmental Coordinating Committee; subcommittees

• Jefferson Land Trust; upcoming debrief of projects
• Hoh Tribe; ongoing discussion re: establishing their own police force
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:12 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
