CALL TO ORDER: All Committee members met via teleconference call. Jefferson County Commissioner David Sullivan called the Regular meeting to order at 2:07 p.m. in the presence of Port Townsend Councilmember Michelle Sandoval, Amanda Funaro, Terry Smith, Sarah Rogers, Lori Fleming, Frank Hoffman, Jean Camfield, Whitney Friddle, Peggy Webster, Roy Walker, Kay Kassinger, Joe Nole, and Julia Cochrane. Also present was Facilitator Lizanne Coker. REVIEW and APPROVAL of MINUTES: Member Fleming asked for an amendment to the Regular Meeting Minutes of March 11, 2020 regarding the press release. The Committee decided to strike the press release information from the minutes. Member Smith moved to approve the March 11, 2020 Regular Meeting Minutes as amended. Member Sullivan seconded the motion. The motion carried. SUBCOMMITTEE REPORTS: Coordinated Entry Advisory Board (CEAB): Nothing to report. Grants: Facilitator Coker reported that Jefferson County does not qualify for a Department of Commerce Grant to work on a Housing Action Plan. She asked that all potential housing grants be forwarded to her for review. Code Amendments: Nothing to report. Communication Subcommittee: Member Fleming stated they are working on two versions of the Mission Statement and will report at a later date. Request for Proposals (RFP) Screening Panel: Member Webster provided an update from the RFP Screening Panel Subcommittee. Due to an error, one organization's application was missed. Member Webster explained that the panel reviewed the application, but decided to make no changes to the previous recommendation as the applicant scored below the original threshold for an award. Member Webster stated she will offer her services to future applicants regarding grant applications. DISCUSSION re: COVID-19: Member Sandoval requested an update from those serving the homeless population and how Olympic Community Action Program (OlyCAP) will disburse their COVID-19 grant funding. Member Funaro asked if Fund 148 and Fund 149 can be used for rental assistance? Member Sandoval asked what happens to supplanted funds? Member Webster pointed out that all of our applicants will need funding. Member Sullivan noted that individuals will be scrambling to pay for housing in April and May. DISCUSSION re: Screening Panel Subcommittee Report and Recommendation: Member Fleming moved to forward the Screening Panel's updated recommendations to the Joint Oversight Board. Member Nole seconded the motion. The motion carried. DISCUSSION of the Housing Action Plan Network (HAPN) PLAN: Facilitator Coker provided a list of items to be added to the next HAPN plan. Due to COVID-19 issues, Member Friddle moved to postpone the HAPN plan update until a later date. Member Rogers seconded the motion. The motion carried. DISCUSSION of the Request for Proposal (RFP) Application Process: Facilitator Coker explained an error in the RFP process that led to an organization's application to not be reviewed. Current safeguards in place did not catch the error. The Committee has since reviewed their process to ensure the mistake and added new safeguards so that this issue will not happen again in the future. DISCUSSION re: COVID-19 — Continued: After a brief discussion regarding the need for additional rental assistance during the COVID-19 Stay At Home Order, Member Funaro moved to recommend that the Joint Oversight Board explore the option of a Memorandum of Understanding with the Jefferson Community Foundation regarding possible rent support to be funded from Fund 148 and Fund 149. Member Friddle seconded the motion. The motion carried. PUBLIC COMMENT PERIOD: There was no public comment. FUTURE MEETINGS and AGENDA ITEMS: Member Sandoval set a Special Meeting for April 1, 2020 at 2:00 p.m. in the Commissioners' Chambers of the Jefferson County Courthouse, Port Townsend.
