HomeMy WebLinkAboutM031120 TFMINUTES ��port Affordable Housing & Homeless Housing Task Force Townsend Regular Meeting — Wednesday, March 11, 2020 at 2:00 p.m. Jefferson County Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA MEMBERS: Amanda Funaro Fred Kimball Barbara Morey Terry Smith Sarah Rogers Lori Fleming Frank Hoffman Michelle Sandoval Ben Casserd Whitney Friddle Peggy Webster Roy Walker David Rymph David Sullivan Barbara Carr Brian Nash Sara Martinez Kathy Morgan Jeff Monroe Joe Nole Kelli Parcher Jean Camfield Alternates: Amy Howard (for Michelle Sandoval), Joe Nole (for Andy Pernsteiner), Leslie Shipley (for Jean Camfield), Kay Kassinger (for Sara Martinez), and Julia Cochrane (for Barbara Morey) CALL TO ORDER: Port Townsend Councilmember Amy Howard called the Regular Meeting to order at 2:05 p.m. in the presence of Jefferson County Commissioner David Sullivan, Amanda Funaro, Terry Smith, Lori Fleming, Frank Hoffman, Ben Casserd, Leslie Shipley, Jean Camfield, Fred Kimball, Peggy Webster, Barbara Morey, Kay Kassinger, Kathy Morgan, Jeff Monroe, Joe Nole, Julia Cochrane, Andy Pernsteiner, and Sara Martinez. Also present was Facilitator Lizanne Coker. REVIEW and APPROVAL of MINUTES: Member Morey moved to approve the Regular Meeting Minutes of February 26, 2020 as presented. Member Kimball seconded the motion. The motion carried. SUBCOMMITTEE REPORTS: Coordinated Entry Advisory Board (CEAB): Member Morgan reported that the team met and it awaiting direction from the Department of Commerce for evaluations. Grants: Facilitator Coker reported that the County is considering a $50,000 grant for Housing Plan and Code updates through the Department of Commerce. Code Amendments: Member Kimball explained density of lots in the City of Port Townsend and a deferral of building fees for affordable housing projects. Currently, the City has this but Jefferson County and the PUD do not. Member Monroe reported on the affordable New Zealand Housing Model; houses that are 24 feet wide and not limited by the five -mile travel restriction. Member Morey suggested that temporary housing sheds be placed on City of Port Townsend land to address emergency shelter issues. Communication Subcommittee: Member Fleming invited Leslie Shipley to join the Communication Subcommittee. They are working on a draft which will include Vision, Mission, and Success statements. They are also working on a press release regarding the 2019 Grant Award funding. Request for Proposals (RFP) Screening Panel: No report. DISCUSSION re: COVID-19: Member Hoffman requested an update from members who are serving the homeless population. RECESS: The meeting was recessed at 2:55 p.m. and reconvened at 3:06 p.m. DISCUSSION re: Housing Action Plan Network: (HAPN): Member Webster stated that the Task Force will need the 2020 U.S. Census data, and that the HAPN plan needs to be achievable. Facilitator Coker provided a list of items to be added to the next HAPN plan. Facilitator Coker identified several ideas for the plan, and it was suggested that the Task Force consider a HAPN plan template used in Canada. PUBLIC COMMENT PERIOD: Housing Solution Network (HSN) staff member Kathryn Maly stated that HSN had a builder's meeting discussing zoning and density limits. She asked if future meetings will be online? FUTURE MEETINGS and AGENDA ITEMS: Member Howard requested that we update the Request for Proposals (RFP) based on comments from the applicants. Member Morey requested that we address tiny homes on the next agenda. The next regular meeting will be held on March 25, 2020 at 2:00 p.m. at the Jefferson County Commissioners' Chambers in Port Townsend.
