SUBJECT: Renewal Addendum re: Employee Assistance Program Services Rate Increase from
$1.76 to $1.81 Per Employee Per Month from November 1, 2020 to October 31, 2022;
First Choice Health
STATEMENT OF ISSUE:
Jefferson County's employee assistance program (EAP)provided through First Choice Health is due to
renew on November 1, 2020. The cost of providing the EAP services and the increased demand for telehealth
counseling has made it necessary to increase the rate from $1.76 to $1.81 per employee per month. First
Choice is offering a two-year rate guarantee through October 31, 2022.
ANALYSIS:
The EAP benefit program paid for by the County allows employees to access professional services for
assessment, counseling, consultation, referral, emergency crisis intervention, website access to webinars,
tools and forms, and telehealth services.
FISCAL IMPACT:
The EAP program went into effect on November 1, 2005 at a rate of$1.68 per employee per month. On
November 1, 2009, the rate increased from $1.68 to $1.76. Since 2009,there has been no other rate increase.
Effective November 1, 2020, First Choice Health will be increasing the rate from $1.76 to $1.81 per
employee per month, which is an increase of 3%.
RECOMMENDATION:
Approve the rate increase for EAP services.

Contract Renewal Date: 11/1/2020
Please accept this communication as confirmation that we intend to increase our current rates
for EAP services for the next two contract years, November 1, 2020 to October 31 2022, for
Jefferson County due to the increased cost of doing business and the addition of services to the
EAP program including telehealth counseling.
The new proposed EAP rate of$1.81 PEPM provides:
• Enhanced one-to-three session EAP model of service, including telehealth counseling
• Legal Consultation
• Financial Services
• Identify Theft Consultations
• Childcare Referrals
• Eldercare Services
• Home Ownership Program
• Unlimited Supervisor Consultations via telephone
• Full Website access to Webinars, Premium Trainings, Newsletters, Tools and Forms
• 24/7 Telephonic Crisis Support
• Onsite Employee Orientations: 10 are included each year in WA and online at no cost
• Supervisor Orientations: 2 onsite each year and online at no cost; Additional onsite
orientations available at $350.00 per hour.
• Onsite Trauma Debriefing: First 4 hours at no cost; $200 per hour portal to portal
thereafter

This document serves as an Addendum, per Section VIII of our Group Service Agreement that
was implemented on November 1, 2005. Both parties agree in writing to the modification of
terms in this Group Renewal Notification, to be effective beginning November 1, 2020.

Please contact me with any questions or additional service requests you may have. If we do not
hear from you in the next 30 days, we will proceed with the renewal as outlined above for a
seamless continuation of EAP services.
