Process 1. Submit an application for a pre -application conference with the required items below. 2. Once submitted, staff will be assigned to the case, and they will coordinate with you on potential meeting dates. 3. Discuss project at meeting with all required departments. If necessary meeting will be held on site. 4. Receive written report from Jefferson County on process to move forward with project. 5. Submit all required applications for project; once approvals are issued, start project! Required Submittal Items Pre -Application Conference Application Conceptual Design plan — see pg. 2 Permit Fees based on departments requested/required to attend for project type List of everybody who will be involved in the meeting and/or project Attach any special reports already completed for the project/parcel The Jefferson County Code (JCC) 18.40.090 & 18.25.640: When Required. Pre -application conferences are required for all Type II, Type III, Type IV and Type V project applications and Type I project applications proposing impervious surfaces of 10,000 square feet or more and/or non -single-family structures of 5,000 square feet or more. Additionally, pre -application conferences are required for industrial, commercial, and critical area stewardship plan applications. The administrator may exercise discretion not to require a pre -application conference if the administrator determines that the conference information is self-evident, already transmitted, or would not add value to the subsequent application. Pre -application conferences for all other types of applications are optional, and requests for conferences will be considered by the administrator on a time -available basis. The consultation includes preliminary review and administrative assistance. This service does not include extensive field inspection or correspondence. Pre -application consultation does not limit subsequent administrative review. At the conference. Department of Community Development personnel shall provide the applicant with: 1. A list of the requirements for a completed application; 2. A general summary of the procedures to be used to process the application; 3. The references to relevant code provisions or development standards that may apply to the approval of the application; and 4. A list of any applicable hourly review fees that may be charged by one or more County agencies upon the filing of a project permit application with the County. Discussions at the conference or the information provided by the staff shall not bind or prohibit the County's future application or enforcement of all applicable laws and regulations. No statements or assurances made by County representatives shall in any way relieve the applicant of their duty to submit an application consistent with all relevant requirements of County, state and federal codes, laws, regulations and land use plans. Possible locations of sewage disposal and water supply systems; g. Location of utility easements; and h. Proposed location of buildings, including setbacks to property boundaries. 3. Hi Joel, Our desire is to convert/renovate our barn (currently unpermitted ag structure used for storage and home to a few rogue chickens) into a multifunctional space, both for processing products from the farm to be offered to the greater community (bread and other value added products), and as a space to welcome the greater community (local and tourist) to visit our farm, experience our rural lifestyle and learn from our regenerative/ecological agricultural practices (workshops, events, classes, meetings, farm store, farm dinners?). The desired potential uses for the space include a commercial kitchen, poultry processing facility (With this vision coming together over the past several years we are finally feeling confident and committed to move forward with the project and we are excited to connect with the county and make things official! Our first question therefore is: is this feasible? Based on our own preliminary research and feasibility studies we've done so far we believe it is, with our land being zoned as commercial ag, our well being able to be converted to a Group A (we have talked with Susan Porto and a Water Systems Engineer), and with ample sandy soil near the barn and away from wetlands available for a new septic system. We also have had an architect look over the barn and draft up some initial concepts based on our designs and he feels confident that the bones are worth saving and that the project should be relatively simple and fun from a building standpoint (as do we). So ... what else do we need to consider to be sure we can move forward with this project? Then, if we can all agree this project is feasible, that leads us to our second question: what do we need to do to make this legit? The categories that stand out to me are: building permitting, Group A public water, septic, commercial kitchen license, poultry processing license, transient rental/BnB 3 bedroom license? What else am I missing? What goes into each of these processes? What is the timeline? Our hope is to leave our meeting with a solid understanding of this process, and ideally with some significant next steps so that we can start to get the ball rolling. We are very excited about this project and the positive impact it could have on the community, and we realize this may be a long process so we want to address each step diligently to be sure we are aligned with the county and that we are best addressing the needs and safety of the community!
