MINUTES
Jefferson County Board of Commissioners
Regular Meeting — Monday, August 3, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding homeless camping at the Jefferson County Fairgrounds.
• Comment regarding homeless camping at the Jefferson County Fairgrounds.
• Comment regarding homeless camping at the Jefferson County Fairgrounds.
• Comment regarding homeless camping at the Jefferson County Fairgrounds.
• Comment regarding homeless camping and sheltering in Jefferson County.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. AGREEMENT re: Tobacco, Vapor Product, and Marijuana Prevention; In the Amount of
$42,244; Jefferson County Public Health; Kitsap Public Health District
2. RENEWAL ADDENDUM re: Employee Assistance Program Services Rate Increase from
$1.76 to $1.81 Per Employee Per Month from November 1, 2020 to October 31, 2022; First
Choice Health
3. ADVISORY BOARD RESIGNATION re: Jefferson County Rural Library District Board of
Trustees; Dr. Tom Hagen
4. ADVISORY BOARD APPOINTMENT re: Jefferson County Rural Library District Board of
Trustees; Unexpired Term to end April 2024; Ms. Joan Chapdelaine

5. Payment of Jefferson County Vouchers/Warrants Dated July 31, 2020 Totaling $5,342.78
(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
UPDATE re: General Fund Six (6) Year Financial Model and Mid-Biennium Review:
County Administrator Philip Morley, COVID Pandemic Response and Recovery Finance Section Chief
Patty Charnas and Budget Consultant Anne Sears briefed the Board on the Mid-Biennium review.
The meeting was recessed at 11:09 a.m. and reconvened at 11:17 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and reviewed upcoming meetings.
The meeting was recessed at 11:57 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Shine road; traffic/speed
• Review of items to discuss
• Homeless housing
• Check in on Intergovernmental Coordinating Committee's Work with six Community Groups to
Build Recovery and Resiliency from COVID-19
• Miscellaneous topics
• Brinnon Parks and Recreation Commission; disbanding
• Quilcene Food Bank; local volunteer passed away
• Institutional Racism/Diversity training
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
2:30 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded tilt motion which carried by a unanimous vote.
