MINUTES
Jefferson County Board of Commissioners
Regular Meeting — Monday, August 10, 2020, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding homelessness in Jefferson County.
• Comment regarding homeless camping at the Jefferson County Fairgrounds.
• Comment regarding homelessness in Jefferson County.
• Comment regarding shooting noise from the Port Townsend gun range.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO.49-20 re: HEARING NOTICE: Intention of Jefferson County to Sell
Surplus County Property at Auction; Hearing Scheduled for Monday, August 24, 2020 at 10:30
a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street,
Port Townsend, WA
2. RESOLUTION NO.50-20 re: To Construct Roads and Utilities on a Portion of Public Right of
Way known as Market Street; Jefferson County Public Works
3. RESOLUTION NO.51-20 re: To Construct Roads and Utilities on a Portion of Public Right of
Way known as Berner Nelson Road a.k.a. South Beach Drive; Jefferson County Public Works
4. AGREEMENT re: Oil City Road M.P. 8.8-M.P. 8.9 Emergency Repair, Project No. 18019872;
In the Amount of $24,940; Jefferson County Public Works; Watershed Science and Engineering
5. AGREEMENT No. 1963-57619, Amendment No. 1 re: Developmental Disabilities Program
Administration; Additional Amount of $428,959 for a project total of $772,884; Jefferson
County Public Health; Washington State Department of Social and Health Services
6. AGREEMENT re: School -Based Health Centers; No Dollar Amount, the Clinics will bill
private insurance and Medicaid to cover the cost of staff time; Jefferson County Public Health;
Port Townsend School District, Chimacum School District and Quilcene School District

7. AGREEMENT re: Demolition, Structural & Waste Removal of Quilcene properties that are part
of the Big Quilcene River Floodplain Key Pieces and RCO #17-1052, Big Quilcene Riparian
Protection, with project match from the Public Works Big Quilcene Flood Account; In the
Amount of $32,000; Jefferson County Environmental Public Health; Swoffold Excavation, LLC
8. AGREEMENT NO. CLH18247, Amendment No. 16 re: 2018-2020 Consolidated Contract;
An Additional Amount of $88,742 for a Total of $1,758,153; Jefferson County Public Health;
Washington State Department of Health
9. AGREEMENT, Amendment No. 1 re: Affordable Housing/Homelessness Grant Funding; No
Change is Dollar Amount, Change in Scope of Work Only; Jefferson County Administrator;
Habitat for Humanity
10. MINUTES re: Regular Meeting Minutes of July 27, 2020 and August 3, 2020
11. Payment of Jefferson County Vouchers/Warrants Dated August 10, 2020 Totaling
$670,148.96 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
12. Payment of Jefferson County Payroll Warrants Dated August 5, 2020 Totaling $941,175.59
and A/P Warrants Done by Payroll Dated August 5, 2020 Totaling $896,069.59 (Records of all
claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in
the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
BID OPENING re: Upper Hoh Road MP 7.9-8.0 Repair Project: Assistant Public
Works Director/Engineering Services Manager Eric Kuzma and Engineer Mark Thurston were present
for the bid opening. Manager Kuzma stated that one bid was received before the bid deadline. One bid
was received after the deadline and he explained the reasons why that bid could not be considered. The
following bid was opened and read aloud:

Manager Kuzma stated that the Engineer's Estimate was $93,144. Staff will review the bid for accuracy
and make a recommendation for bid award at a later date.
AUTHORIZATION and CONCURRENCE re: Pope Resources Right -of -Way
Exchange for the Olympic Discovery Trail, Four Corners Road to Anderson Lake Park Segment:
Public Works Right of Way Representative Mara Dotson briefed the Board on the proposed land
exchange that would allow work to continue on the Olympic Discovery Trail. After discussion,
Commissioner Dean moved to approve RESOLUTION NO.52-20 re: Notice of Intention to Sell
County Held Tax -Title Property. Commissioner Sullivan seconded the motion which carried by a
unanimous vote.
COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners
reviewed their meeting schedules and discussed the Coronavirus Relief Package and the 2020 Census.

The meeting was recessed at 11:20 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Budget Reduction Targets for 2021 in the Mid -Biennium Review: County Administrator
Philip Morley and Budget Consultant Anne Sears briefed the Board on the issue. After review,
Commissioner Dean moved to adopt the attached new COVID-19 budget adjustment targets as
guidance for Central Services putting out the final budget instructions along with providing the
three bullets of budgeting directions outlined in the County Administrator's Memo and
incorporating that into the instructions to the departments. Commissioner Sullivan seconded the
motion which carried by a unanimous vote.
• BRIEFING re: House Bill 1590 — Local Sales and Use Tax for Affordable Housing: After
discussion, the Commissioners decided to hold a Board of County Commissioner Special
Meeting to be held in conjunction with the Affordable Housing Task Force Meeting on
Wednesday, August 12, 2020 at 2:00 p.m.
• Department of Commerce; CARES ACT program re: Community Development Block Grant
(CDBG) funding
• Navy; training exercises
• Planning Commission; email
• WSAC; legislative priorities request
• Navy; training exercise
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting
at 2:52 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Dean
seconded the motion which carried by a unanimous vote.

Affordable Housing Task Force
Wednesday, August 12, 2020, 2:00 p.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
Due to COVID-19, no in -person attendance
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
DISCUSSION TOPICS: The Commissioners listened to discussion on the following
topics and provided comment:
• Request for Proposals (RFP) 2020 and allocation amounts for current RFP
• Updated Housing Task Force List and Resource List for Navigators
• Update re: 3-Year Shelter Grant and Covid Grant from the Washington State Department of
Commerce
• Sales Tax HB 1590
• Jefferson County Fairgrounds; campground use
• Possible shelter locations
Chair Brotherton excused himself from the meeting at 4:40 p.m. Commissioner Dean agreed to Chair
the rest of the meeting.
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting
at 4:45 p.m. until the next regular meeting or special meeting as properly noticed. Acting Chair
Commissioner Dean seconded the motion. The motion carried.
