SUBJECT: Proposed Joint Resolution re: Joining in a Consortium with the City of
Port Townsend for CDBG-CV1 Grant Funds
STATEMENT OF ISSUE:
The Washington State Department of Commerce is distributing over$30 million statewide in
Community Development Block Grant(CDBG) funds that were allocated to the State CDBG
program as part of the Coronavirus Aid, Relief, and Economic Security Act(CARES Act).
CDBG funds are federal funds passed from the Department of Housing and Urban Development
to eligible cities and counties through state governments for community development and
revitalization activities. Generally, CDBG funds are reserved for cities with populations over
50,000.
The Washington State Department of Commerce administers CDBG funds in the State of
Washington. The Department of Commerce has allocated approximately$30 million for CDBG
grants from the CARES Act funds. The first$7.7 million is reserved for cities or counties that are
not otherwise entitled to CDBG funds; Commerce is referring to these grants as CDBG-CV 1. As
part of CDBG-CV1 program, Commerce encourages cities and counties to work together as
consortiums in applying and expending the CDBG-CV1 funds; Commerce has bonus funds for
entities joining consortiums. Commerce also generally designated counties as the lead agencies
in the CDBG-CV1 program Commerce's funding distribution shows a combined $119,143 for
Port Townsend and Jefferson County, including the consortium bonus.
CDBG-CV 1 funds are designated for public services and local microenterprise assistance
programs,public health emergency response, or temporary housing facilities that address
COVID-19 impacts.
City and County staff have already begun conversations about how to use these funds to the joint
benefit of the City and the County, and this joint resolution obligates the County to an equitable
distribution of the funds between City and County residents.
The City of Port Townsend approved the Joint Resolution on August 17, 2020.
RECOMMENDATION:
Staff recommends that the Board approve the Joint Resolution,joining in a Consortium with the City
of Port Townsend for CDBG-CV1 funds.

A JOINT RESOLUTION OF JEFFERSON COUNTY AND THE CITY COUNCIL OF
THE CITY OF PORT TOWNSEND,WASHINGTON,JOINING IN A CONSORTIUM
WITH JEFFERSON COUNTY FOR CDBG-CV1 GRANT FUNDS
WHEREAS,the Washington State Department of commerce has allocated $7.7 million
dollars to Community Development Block Grant(CDBG)nonentitlement city and county
governments (CDBG-CV1); and
WHEREAS,the funds are designated for microenterprise assistance programs, public
health, emergency response, or temporary housing to address the impacts of COVID-19; and,
WHEREAS,the Port Townsend and Jefferson County are both eligible to apply for
CDBG CV-1 funds; and
WHEREAS, CDBG CV-1 funds are distributed to cities and counties based on population
with bonus funds for entities that apply and use the funds jointly as a consortium; and
WHEREAS, the Washington State Department of Commerce has designated counties as
the lead agencies for consortiums; and
WHEREAS, Jefferson County will apply for the allocated grant funds of$119,143; and
WHEREAS, as part of the application for CDBG-CV1 funds, Jefferson County requires a
City document showing the City's intent to be part of the consortium; and
WHEREAS, the City and the County anticipate that the CDBG-CV1 grant will be
administered by non-profit subrecipient and will equitably residents of both the City and the
County;
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
Section 1. The City intends to be part of the Jefferson County consortium for the
application and use of the CDBG-CV1 grant funds.
Section 2. Jefferson County agrees to consult with the City of Port Townsend
regarding the use of the CDBG-CV1 funds.

Section 3. In executing any agreement with any subrecipient of the CDBG-CV-1
grant funds, Jefferson County will ensure that the funds are used to equitably benefit residents of
both the City of Port Townsend and unincorporated Jefferson County.
Section 4. In the event that Jefferson County uses the CDBG-CV1 funds directly
rather than executing an agreement with a subrecipient, Jefferson County will ensure that the
funds are used to equitably benefit residents of both the City of Port Townsend and
unincorporated Jefferson County.
