Subject: Rural Arterial Program (RAP) Final Prospectus for Center Road MP 10.34 to MP14.58 2R
Statement of Issue:
The Rural Arterial Program (RAP) is a competitive statewide grant program managed by the County
Road Administration Board (CRAB). To be included in the RAP Priority Array, grant criteria must be
submitted to CRAB via the on-line database and the grant request approved before September 1 by the
Board of Commissioners.
Analysis/Strategic Goals/Pro's Et Con's:
The Center Road 2R (Resurface and Restore) MP 10.34 to MP 14.58 preservation project, from Little
Quilcene River north by approximately four miles, has considerable cracking, rutting and drainage
issues. This project on a major collector proposes to improve poor pavement surface conditions and
thereby preserve the road infrastructure.
Fiscal Impact/Cost Benefit Analysis:
Jefferson County relies on RAP as a State source of funds for every fiscal biennium. This project has
been given a substantial pavement deterioration score based on CRAB staff inspection. RAP funds will
need to be matched by County Road funds. CRAB administers the competitive process by geographic
regions in which the local agency can apply local significance points. Preliminary budget estimates
indicate the total cost of the project is $1,889,872. If selected in the 2021-2023 biennium for award,
RAP will fund up to $1,700,700. This RAP project is listed in the adopted 6-year Transportation
Improvement Program (TIP).
Recommendation:
Authorize the Chair of the Board of Commissioners to sign the RAP Final Prospectus signature sheet for
the Center Road MP 10.34 to MP 14.58 2R project.
