MEETING MINUTES

ACTING SECRETARY: Carolyn Gallaway, Deputy Clerk of the Board
Chair Erin Lundgren called the meeting to order at 10:34 a.m. Members Philip Morley, Vicki
Kirkpatrick, Ruth Gordon and Willie Bence, and Legal Counsel Philip Hunsucker participated in the
meeting remotely. Member Mark McCauley was absent.
APPROVAL OF MINUTES
Member Kirkpatrick moved to approve the regular meeting minutes of July 7, 2020 as presented.
Member Gordon seconded the motion. The motion carried.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:35 a.m. to 10:50 a.m. Chair Lundgren announced that the
Executive Session will be held from 10:36 a.m. until 10:51 a.m. with the County Administrator, Chief
Civil Deputy Prosecuting Attorney, Public Health Director, Superior Court Clerk, Emergency
Management Director, Clerk of the Board/Risk Coordinator and Deputy Clerk of the Board regarding
Attorney -Client Privilege, Potential Litigation under exemption RCW 42.30.110(l)(i) as outlined in the
Open Public Meetings Act. The Committee concluded the Executive Session and resumed the regular
meeting at 10:47 a.m.
CLAIM FOR DAMAGES DISCUSSION AND POSSIBLE DECISION
Claim No.: #C-06-20
Claimant: Steve Baker
Damages: $180.00
Allegation: Damaged Mailbox and Landscaping
The Committee reviewed the details of this claim. The claimant alleges that his mailbox was damaged
and three (3) trees were damaged/killed during roadside mowing operations conducted by Jefferson
County Public Works Road Department personnel. The Public Works Department submitted a
recommendation to deny the claim due to the lack of supporting documentation and the fact that the

brush cutting was performed only well within the right of way. Member Morley moved to deny claim
#C-06-20. Member Kirkpatrick seconded the motion. The motion carried. The Executive
Assistant/Claims Coordinator will draft a letter of denial to be sent to the claimant.

Claim No.: #C-07-20
Claimant: Dennis Marquez
Damages: $1,242.28
Allegation: Damaged Motorcycle
The Committee reviewed the details of this claim. The claimant's motorcycle was parked at the
Jefferson County Public Works shop located in Port Hadlock. While operating County equipment,
Jefferson County Public Works Road Department personnel backed into and knocked over the parked
motorcycle causing damage. The Public Works Department submitted a recommendation to approve the
claim. Member Gordon moved to approve claim #C-07-20. Member Kirkpatrick seconded the motion.
The motion carried. The Executive Assistant/Claims Coordinator will prepare the necessary documents
to process payment of this claim.
Decision: Approved

Executive Session will be held from 10:52 a.m. until 11:27 a.m. with the County Administrator, Chief
Civil Deputy Prosecuting Attorney, Public Health Director, Superior Court Clerk, Emergency
Management Director, Clerk of the Board/Risk Coordinator and Deputy Clerk of the Board regarding
Attorney -Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the
Open Public Meetings Act. The Committee concluded the Executive Session and resumed the regular
meeting at 11:27 a.m.
No old business was discussed.

NEW BUSINESS
Update re: Risk Manager Report on Washington Counties Risk Pool (WCRP): Member Morley
stated he attended the WCRP Executive Committee conference call meeting and provided an update of
WCRP activities.
NOTICE OF ADJOURNMENT
Member Morley moved to adjourn the meeting at 11:45 a.m. until the next regular meeting or special
meeting as properly noticed. Member Kirkpatrick seconded the motion. The motion carried.
