Thanks, Andy Project Purpose: To implement Body -Cameras to all Jefferson County Deputies. The complete 5 year Body Camera solution provides the cameras, data storage, redacting software, inhouse training and many more features and benefits (Camera brochure attached). Project Cost: $153,959.44 (see attached quote from Axon Enterprise, Inc.) Relation to COVID-19: One of the most difficult tasks for the County after someone has tested positive for COVID is trying to determine the people who may have come into contact with the carrier. With the Axon Body Cameras, if a Deputy is diagnosed with COVID, contact tracing can be quick and accurate. The Axon Body Cameras store 2 weeks worth of footage. With no anticipated end to COVID the 5 year plan prevents additional expenditures for an extended time frame. Other law enforcement agencies have already been using Federal CARES Act funds to purchase body cameras, such as Louisa County, Virginia (see attached news article). (WVIR) - In the past 24 hours central Virginia has been reminded of the importance of body cameras with the release of video from an incident in Charlottesville. Now, Louisa County has a plan to make sure all of its deputies are equipped with them. With efforts to contain the spread of the Coronavirus underway, and a nationwide focus on policing, Louisa County is trying to make sure its deputies are able to handle both well. "We can't do our job without trust in the community," said Chief Deputy Ronnie Roberts. "And that is what it's all about." Chief Deputy Roberts says the trust will come through transparency. "The moments where we need to evaluate the officers' reaction to a particular situation - whether it be a normal day or whether it be in a heated situation," he said. But Roberts says these cameras could help contact tracers battle the virus. "it helps us when we are in contact with a lot of people in the community," Roberts said. "At those moments is when we start collaborating with our folks in the Department of Health, when there is contact so that we can help them with tracing those individuals." The County Board of Supervisors unanimously voted in favor of spending the CARES Act money on these body cameras. At that meeting on July 6, Louisa County NAACP President Greg Jones shared his approval. "The body cams for our Sheriff's Department are greatly needed, and will certainly be an asset." said Jones. Some are testing positive despite the precautions they're taking. Samuel Scheller and his ambulance company Guardian Elite Medical Services are adjusting how they respond to emergency calls. They're now using isolation hoods while transporting patients. "It allows them to cough and expel those respiratory droplets without getting on our providers," Scheller explained. Even with additional safety steps, a handful of his staff tested positive for COVID-19, with some going to the ICU. "We've had some that's ended up in quarantine after transporting patients that have COVID-ig," Scheller said. "So, we've had to plan for those staff members that are not available, along with maintaining our operational ready." Law enforcement agencies are also getting hit. Overall,182 Metro staff members have tested positive for COVID-ig. Deputy Chief Kelly McMahill says 131 of them are back at work. "Erick Lloyd's death shocked us all, it really hit us hard," McMahill lamented, "Every last one of us because all of our officers and employees across the line, officers and civilians, have had extremely minor symptoms." At any given time, there may be 150 to 200 Metro employees that are not at work due to coming in contact with the virus or as they wait on test results. "As we have officers go out, we have others that are coming back from quarantine or coming back from being sick," McMahill said. "So, we're okay on the operations side." The department is doing extensive contact tracing to stop any further spread of the virus.
