SUBJECT: DISCUSSION re: Priority Needs and Projects for Consideration by the Board for
CARES Act funding
STATEMENT OF ISSUE: The County desires to assist the broader community in helping mitigate the
economic impacts of the COVID-19 public health emergency. The County is working with the
Intergovernmental Coordinating Committee's (ICC) six community groups and has asked each group to
provide a prioritized list of needs and projects related to the COVID-19 pandemic that the County could
consider funding through its CARES Act Coronavirus Relief Fund allocation.
ANALYSIS: The County received an allocation of Coronavirus Relief Funds from the State of Washington
through the CARES Act. We have been informed that an additional allocation will be forthcoming in the
very near future. The intent of these funds is to help jurisdictions cover the costs to local governments and
their communities of the immediate impacts of the COVID-19 emergency. In addition to addressing County -
borne COVID-related costs and expenditures, there is a desire to assist the broader community in mitigating
the economic impacts of the pandemic.
The County recently met with each of the six community groups convened and requested each to submit a
prioritized list of needs and projects that would address COVID-19 related community impacts. The groups
were further advised to review the eligibility criteria provided by the state regarding Coronavirus Relief Fund
uses. The community groups were asked to submit their final lists by 4:30pm on Friday, September 4, 2020.
The Board wishes to discuss the lists of projects submitted and ultimately direct staff to develop a final list of
projects that can be supported using the County's CARES Act Coronavirus Relief Funds. The purpose of this
agenda item is to hold that initial discussion.
FISCAL IMPACT: None.
RECOMMENDATION: Hold a discussion regarding the lists of projects submitted by the ICC community
groups for the purpose of ultimately directing staff to develop a final list of projects that can be supported
using the County's CARES Act Coronavirus Relief Funds.
