PUBLIC COMMENT Forrest Rambo expressed concern about the uDC as it relates to recreational vehicles. There exists a prooibitîœ œ usini. recreational vehicle for habitatiœ on a penon's propaty for more thin 180 days. Coual)' lø.natiOllal Airport (Port) The fort distributed a rewrite of the UDC, Section 3.6.11, relating to the airport ovcrlay zone, the language of whim the Pen had objected to when it was part of the 1999 inta'im overlay Ql"dinanœ. The Port announced it would som be updating the Aìrp«1: Master Plm. The City said rts desire is to make sure hmeuage among the planning documents of all government agencies remains consistent so there are no COD.tradictiœs to complicate issues or prœibit progress. ø. Water COIIKrnacy Bo.nJ (PUP) The PUD spoke about their request in I;Jte 1999 that the County fonn a W.. Cœl$eI'VBIJ,cy Board to assist the Department of E<:ology in processing water rigllt transfers. As I result of a recent court decision on WAC J 13.153, the Coaser'VanC)' BOII'd cannor operate as mtcnded. They asked the County to table the POO request wtil the I>epanment of Ecotogy takes actiœ to appea1 the rulmg. The County agreed to retain the intomarion lUrtÎl it î~ needed. There was some discussion about water right!, changing the point of usage, and banking water rights. The PUD indicated there must be a lon, period of disuse befure a water riabt would be taken. However. they J:ecommended municipalities review their reported usage in their lœg-flDie plans. C. Co_ty-W" Sewer PI-. (Couty) 11\e Couoty said they have responded to the PUD's proposal of April 25, 2000 to work on a countywide sewer plan. While the County does not know what to do about more urban areas,. it will need assistance in developing an intas1ructure plan and has budgeted approximately 520,000 íŒ a Cowrtywide sewer plan. The PUD announced !hat they have adjusted their bud¡et to include sewer pJaanin¡ aDd look forward to workiDg with the County. They clariðed that their plaonin¡ areas are OOI1sistcnt with the County's Com.prehm!l~ve PJao and tbey talked about the proposed strategy for the sewer plan. including engaging a technical contntâor and bolding pubJic hearings. The PUD said it is interested in operating the sewer system at Indian bland. While thl.'l"C was discussion of the nwnber of wrrent users and capacity of that system, the PUD said Olin information will be available in September 2001 when Indian Island begins its RFP process for the operation ofthtl: facility. The Port asked to be included in fitture sewer plan discussions between the County and PUD. The City is interested in what the managers can come up with in the short and long-tenn to address budget shorttills. The County said its situation is similar to !be City's as it looks to contiDue sa'Yiccs and generate revenue. Where services can be shared, the County is interested in a cooperative arrangement. (çhy) While it appears ìt will be difficult to avoid tax and levy iDa-eases, the City encoura¡ed all aaencies to develop similar budgeting concepts using strategic budgeting as the financial basis of their work plans. 1t is hoptd that if the fòur gOvernment entities use similar planning and financial control documents, mlllagen can work ell reducing the cost of government. An area of ìncrease in the City's budget is labor costs for Parks end Ra:reatìoo programs. There will also be debt associated witb the rehabilitation of capilal :facilities (not yet approved by council) and debt service, administratiœ, and managemtl\t costs associated with upgrade oflbose facilities. The City responded that propc:ny tax revenues are still bisber than sales tax by S 1 00,000, which is puzzling fur a town that relies on tourism. The City said that aside from the two levies the Port TownSènd School Pistrict will have on the ballot În February, they asked to reoeive an overview of other proposed levies and budget increases.
