Regional Intergovernmental Meeting

CALL TO ORDER AND PLEDGE OF ALLEGIANCE
The meeting was called to order at 9:01 a.m. by Dana
Roberts, Commission President, PUD #1 of Jefferson
County. The Pledge of Allegiance was recited.
AGENDA
There were no changes to the Agenda. Michelle Sandoval
announced the public open house at Pope Marine on June
3, 2004, 6:00 to 8:00 p.m. concerning Shoreline Master
Program.
MINUTES
As there were no copies of February 13, 2004 Minutes
available to consider, the following ACTION was taken
MOTION: By Mr. Titterness, Second by Mr. King and
unanimously approved that approval of February 13, 2004
Minutes of the Regional Intergovernmental Meeting be
postponed and, further, that future Minutes will be
prepared and distributed promptly.
ANNOUNCEMENTS
Other than Ms. Sandoval's earlier comment, there were
none.
PUBLIC COMMENT
There was none at this time.
DISCUSSION TOPICS
A. Jefferson County Economic Strategies.
Marty Gay, Economic Development Council, addressed
the group concerning strategies for community and
economic health in Jefferson County. Mr. Gay prepared
and presented a matrix of the Jefferson County
Comprehensive Plan Goals, the City of Port Townsend
Comprehensive Plan Goals, and Paul Sommers' (2003
Economic Development Survey) Report Goals displaying
possible commonalities between the three documents. In
addition, Mr. Gay presented a monograph, prepared in
part by Don Macke of the Center for Rural
Entrepreneurship, designed to develop a strategy for
building community wealth. Key factors in this strategy
include involvement of youth in the building of community
trust, developing a foundation for transfer of wealth,
encouraging support of entrepreneurship, and identifying
and encouraging community leadership.
Ms. Sandoval referenced Economic Summit 2004, held
May 18, 2004 at the Washington State University Learning
Center in Port Hadlock and the steps suggested toward
creating community wealth.
Mr. Sokel pointed out some disimilarities between the
communities cited as models and Port
Townsend/Jefferson County.
Katherine Baril, WSU Extension, Mr. Gay and Ms.
Sandoval contributed information regarding development
of a community foundation (Jefferson County Community
Foundation Network) to encourage estate planning and
bequeathing, and looking at affiliations with local
foundations in the effort to support local entrepreneurship
and building community wealth.
Mr. Beck addressed the concern of adjacent counties and
municipalities luring away our workforce and the need to
determine or develop 'markets and job opportunities.
Mr. Masci and Mr. Rodgers spoke of keeping support to
the private sector and narrowing the scope of attention.
There was discussion around the issue of building trust
and taking risk.
Mr. King brought up the question of the purpose of
governmental "distressed county infrastructure funds"
Mr. Titterness reported that those funds are for specific
applications
Mr. King requested some Economic Development
assistance for the proposed Quilcene Water System. It
was determined by the membership that PUD Manager,
Jim Parker, will draft a letter to State Department of
Ecology for signature by all four entities.
The Members entered into a discussion of the Matrix of
County and. City Comprehensive Plans with Paul
Sommer's Report Goals. Some identified already-in-place
opportunities and programs included:
A. Promoting economic opportunity: job fairs,
scholarships, vocational fellowships, internships, etc.
B. Encouraging educational opportunity: Centrum,
Wooden Boat School, Wooden Boat Foundation, Marine
Science Center, Washington State University, Peninsula
College, etc.
C. Identifying and strengthening Target Industry:
SCORE, SPC, Cascadia, Hostel Auxiliary, etc.
David Timmons (City of Port Townsend) addressed the
group on the subject of building relationships and
partnerships. The policies presented appear adoptable;
the implementation strategy is a breakdown point,
specifically in terms of responsibilities. The City and
County are rule-making bodies, but are weak in other
areas, with partners strong in those areas. Mr. Timmons
envisions the EDC as a "general contractor" with the ability
to bring together all the different trades...assuming that all
are on the same page as to policies, go down and allocate -
out lead agency responsibilities.
After some discussion, the membership took the following
ACTION
MOTION: By Mr. Masci, Second by Mr. Sullivan and
carried unanimously to place on the next regular agenda,
discussion of specific activities and identification of lead
agency responsibilities, with direction from the EDC,
toward implementing policies outlined in the matrix
presented of Jefferson County Comprehensive Plan
Goals, City of Port Townsend Comprehensive Plan Goals
and Paul Sommers' Report Goals.
B. Oversized Restrictions on Hood Canal Bridge
David Timmons, City of Port Townsend, addressed the
risk to local business of the problem of limiting wide loads
accessing the Hood Canal Bridge. Both Mr. Timmons and
Mr. Tim Caldwell of the Port Townsend Chamber of
Commerce (also local representative to the State Ferries
Advisory Committee) offered several suggestions being
considered, including use of oversized ferries, freight
carriers and re-design of ferry terminal.

c. Future of Intergovernmental Meetings
Mr. Bob Sokel, Port of Port Townsend, raised the subject
of adhering to the Memorandum of Understanding, with
some emphasis on receipt of agendas and pertinent
materials in time for adequate review.
There was discussion of the purpose of intergovernmental
meetings with Mr. Titterness advising that this was to have -
been the place to bring for discussion specific topics of
interest to all participating agencies. Mr. Masci spoke to
the evolution of the intergovernmental meeting; and Mr.
Roberts, Ms. Robinson and Mr. Crockett addressed
suggestions for changes.

There was none at this time.
ESTABLISH NEXT MEETING RESPONSIBILITY AND
DATE
Meeting in September 2004, hosted by Port of Port
Townsend.
ADJOURNMENT
There being no further business, Mr. Dana Roberts,
Jefferson PUD , adjourned the meeting at 11 :45 a.m.
