OPENING BUSINESS
Vice Chair Judy Damore called the meeting to order at 7:00 PM in the Madrona Room, at the WSU
Cooperative Extension, Port Hadlock, Washington. There was a quorum of members present. The minutes of
the January and February meetings were approved.
Commissioner Huntingford noted that the BOCC would soon be deciding whether to continue rotating their
attendance at MRC meetings.
OBSERVER COMMENTS
John Cambalik reported that the latest Sound Waves publication is available and includes two articles
about Jefferson County, one on the Menzies Project and the other related to WSU's Watershed Project.
OLD BUSINESS
Year 3 Project Updates - Babitat Stewardship: The Habitat Stewardship Committee is waiting to
receive the final report, which is due before the end of April. They have not met over the past month due to the
necessity of reorganizing the MRC committee structure around the Year 4 Projects. Pat Pearson clarified that
the Year 3 Grant Report is also due at the end of April.
Year 3 Project Updates - Olympia Oyster: Barbara Nightingale is finishing up signage and the
newspaper insert. Judy Damore has been helping with these efforts. Anne Murphy offered to send the
electronic graphic file of the proposed signage (via Joanna Sanders) to any interested member. Rex Rice and
David Jenkins expressed interest. This signage explaining the project and showing the life stages of the
Olympia Oyster would be placed at two sites on Discovery Bay. It was suggested that the sign direct citizens to
the MRC (or other contact) for more information. The Committee reported that it would, within a week,
circulate the draft newspaper insert, providing the MRC with an opportunity for input. Suggestions were to
include basic information about the MRC and, if the budget allows, print 3,000 for general distribution by the
MRC (to libraries, and schools, etc.). It was reminded that grant requirements for printing logos on signage
also need to be followed.
Year 4 Project Update - Coordinator/Contractor: Dave Jenkins reviewed the hiring committee's
interview process, noting that while there are two separate scopes of work for the Lead Contractor and MRC
Coordinator positions, candidates and the hiring committee felt there might be advantages to combining the
positions.
The MRC went into Executive Session at 7:40 PM to discuss personnel issues and came back into Open
Session at 8:40 PM.

In a brief discussion after the closing of the Executive Session, most members voiced their desire to hire the
candidate appearing to have strongest skills in consensus building. Jeff Gallant restated that concerns to move
forward quickly should drive us to choose the candidate that could "hit the ground running." After
acknowledging that the two remaining candidates are both capable and would most likely perform well, a
motion was made to offer the job to Barbara Bowen, who is currently working part time with Jefferson
County and who has staffed Marine Resource Committee in the past. An amendment to the motion was
made allowing for the contingency that if Barbara Bowen declined both contracts or accepted only the
Coordinator position, the Hiring Committee would then offer the remaining position(s) to the second
candidate, Michelle McConnell. The motion carried with one no vote by Jeff Gallant. "
TarboolDabob Seining: Anne Murphy explained the work being done under the Year 4 grant is to
assess the use of this habitat by forage fish and smolts. Peter Bahls has trained volunteers to do the seining, but
MRC members were encouraged to participate. Pat Pearson agreed to work with Peter Bahls on a QNQC
(quality assurance quality control) regarding how volunteers are being used and managed as part ofthe grant.
NEW BUSINESS
Northwest Straits Commission: The second NWSC newsletter was distributed. Anne Murphy
reported that an example of an ecosystem-wide project is the data synthesized into GIS maps by Anchor
Environmental. The Commission is hiring an MP A coordinator to address the tribal process and coordinate
with all MRCs in nominating or suggesting new sites. A video of the derelict gear project will be produced. An
application is being submitted for continued funding of this project from the NOAA Community Based
Restoration Program. Dave Roberts is coordinating the DNR Aquatic Reserves programs and wants to explain
this process to all MRCs and, if possible, present to the Jefferson MRC in April. In preparation for the final
evaluation in 2004, the Commission will be working with MRC coordinators to ensure consistency among their
websites. It was noted that the County worked with the MRC in developing the MRC website. Pat Pearson
noted that there are grant funds for the MRC to contract some website work. MRCs are encouraged to copy the
Commission on photo activities.
OTHER ADMINISTRATIVE
Blackboard Training: A tentative training date to review this on~line communication, record"keeping,
and email system is Saturday, April 26 from 1-4;00 PM at WSU.
BOCC Presentation: Andy Palmer and Anne Murphy have offered to present to the BOCC in April.
Pat Pearson also agreed to be involved. Commissioner Huntingford suggested they review some of the MRC's
past projects and accomplishments, as well as its current work.
MRC Membership: It was noted that vacant Commercial Fishing, Marine Science Practitioner, and
Recreation member positions have been advertised. Anne Murphy noted having solicited the interest of two
individuals who participated in the MRC's focus group meetings. It was suggested that the MRC might look to
fill the Recreation position with a representative from Port Ludlow. Jeff Gallant also expressed interest in
switching to the Recreation position. There was some interest in the MRC having an opportunity to review the
applications and make a recommendation. Judy Damore reported that she has contacted outgoing member
Larry Lawson but not yet scheduled a debriefing with him.
MRC Retreat: The retreat is scheduled for Thursday, April IO at the Swan Hotel. Joanna Sanders
agreed to confirm the number of attendees.

PREP ARE AGENDA / ADJOURN
Suggested agenda topics for next month's meeting were: Northwest Straits Commission Report/Discussion,
DNR Aquatic Reserves Presentation by Dave Roberts, and ReportslFollow~Up from the MRC Retreat and the
Puget Sound-Georgia Basin Research Conference.
The next meeting is scheduled for Wednesday, April 16, 2003 at 7:00 PM in the Madrona Room, Port Hadlock,
Washington. The meeting adjourned at 9:30 PM.
