Our next meeting is Wed., December 19. --------------------- ACTION ITEMS FROM MRC NOVEMBER 14, 2001 MEETING: Meeting process guidelines: Andy Palmer reported that by the next meeting the Executive Committee, including Spike Hall hopes to have some recommendations on points raised. Electronic communications: Spike Hall said he and Larry Lawson have investigated and may be able to provide a report on a virtual campus at the next meeting. A long-range planning workshop was set for Saturday, January 26, 2002 from 9-12:00 in the Green Room at Ft. Worden. Barbara Bowen agreed to craft a "Thank You" to Susan Latham of ThinkEdge for her meeting facilitation. Dave Christensen suggested the MRC notify the press and attempt to get a picture of a truck with collected derelict gear. Rex Rice agreed to be the MRC contact person tracking this project. MRC members expressed a desire to be notified on the list-serve of the MPA focus group meeting times. After a review of the bibliography setup, there was interest in holding a demonstration walk-through to gain better input for building the tool. A date was set for Wednesday, November 28th at 4:30 at the Health Department. John Cambalik agreed to extend an invitation to the Clallam group, making the January meeting a joint Clallam/Jefferson MRC meeting. It was suggested 1 that a press release and photo be generated for the presentation as well as an update on the Year 3 Northwest Straits Commission grant. Dave Christensen agreed to write a letter recommending the BOCC approve the move of Barbara Nightingale from the position of Recreation to Marine Science Practitioner. Dept. of Community Development Joanna Sanders, MRC Meeting Secretary Chair Andy Palmer called the meeting to order at 6:30 PM in the 1 sl Floor Conference Room of the Jefferson County Courthouse Port Townsend, Washington. PRESENTATION - THE INLAND SEA: A PUGET SOUND FISH STORY: Pam Johnson from the People for Puget Sound introduced the 2S-minute documentary on the decline of Puget Sound's marine fish and what can be done to restore them. She encouraged the MRC to retain the video in its library and show it to others. She distributed fact sheets describing marine fish protection and restoration efforts, including a recent proposal from the Washington Department Fish & Wildlife for five new marine protected areas. While the People for Puget Sound supports moving forward with the protected areas, there is concern about the hearing being held so far removed from the affected area and from public participation in general. People for Puget Sound will be encouraging WDFW to cooperate with the local and voluntary efforts. Following a brief discussion about the proposed sites and the public participation component, she agreed to keep the MRC updated. She noted that besides releasing more formal brochures to go with the video, they will also release a paper on toxics in the food web supporting Orcas. OPENING BUSINESS The regular business meeting began at 7:10 PM. There were no changes to the minutes of the October meeting and they were approved as written. Additions to the agenda were: New Business - Northwest Straits Commission MRC Training. OBSERVER COMMENT John Cambalik, the new liaison between Jefferson County and the Puget Sound Water Quality Action Team provided an overview of his education and experience, which includes a Bachelors in Fisheries Biology and Masters in Marine Science concentrating on near shore and estuarine and offshore fisheries. Having worked in various levels of government and industry on hazardous waste and waste treatment problems, he most recently has been the Sound Recovery Coordinator for the North Olympic Lead Entity Group covering WRIAs 18, 19, 20, and part of 17. He noted his territory will be the same as that covered by Harriet Beale ~ Clallam Co. to Cape Flattery, East Jefferson and all of Kitsap County. Marine Resources Committee ~ November 14, 2001 Page: 2 OLD BUSINESS MRC RETREAT FOLLOW~UP: Discussion of action items from the retreat: Meeting process guidelines: Andy Palmer reported that by the next meeting the Executive Committee, including Spike Hall hopes to have some recommendations on points raised. Electronic communications: Spike Hall said he and Larry Lawson have investigated and may be able to provide a report on a virtual campus at the next meeting. MRC/County Relationship: Consider developing a Local Government Relationship Building Committee to address policy considerations. At the retreat, the idea of an ad hoc committee (including Judy Damore, Larry Lawson, Andy Palmer, Dave Christensen and Jeff Gallant) was suggested to consider ideas, poll members and make recommendations to the MRC on whether a committee is needed. Dave Christensen said he sees the need to decide how data will be used, given the subtasks of this year's grant. While it was suggested that this task might be rolled into an existing, but expanded committee (such as Forage Fish or Public Outreach) rather than becoming the basis of a new committee, there was also concern about expanding these already large committees. He reviewed areas that were modified since the last draft (emergency oil spill response and a new task on forage fish), noting there are still three major tasks but only funding for two. Jeff Gallant questioned the basis of some of the language used under Development of a Publicly-Supported Resource Protection and Enhancement Program. Specifically, that we would need two years - or any number of years. He wanted to make sure it was clear to everyone that MP A is used in a generic sense, the concept of beginning to identify sites where protection might be needed requires some effective means of protecting the area being designated. He cautioned that we communicate to people that there are a number of steps involved and lot of time for public feedback in this process and that we don't really see an end in sight and can't preempt the process by assuming some sort of timeline. Dave Christensen explained that this information came from a meeting to discuss the proposal. It says that there will be a process engaging and educating citizens in the upcoming year, at the end of which there will begin a discussion of the types of appropriate protections. The following year would begin the designation process, describing the program or regulatory guidelines. Andy Palmer acknowledged struggles everywhere over the definition issue. The proposal says that because of the information gained to date, we realize more grosundwork is needed before MP As become an acceptable idea to a broad range of people. This may ultimately link to a potential MPA designation if we go that route. As the proposal evolves, these areas for near shore protection could take on characteristics of MP As. NEW BUSINESS & REPORTS NORTHWEST STRAITS COMMISSION REPORT: Anne Murphy reviewed the Year 3 Action Grant submittals and announced the next Commission meeting is in Jefferson County on November 30. Following her report, there was discussion about the derelict gear removal project. Dave Christensen suggested the MRC notify the press and attempt to get a picture of a truck with collected gear. Rex Rice agreed to be the MRC contact person tracking this project. Marine Resources Committee - November 14, 2001 Page: 3 Andy Palmer mentioned there was discussion at the Commission meeting about the mapping to be generated by Anchor Environmental. Anchor said they would be color-coding the maps with habitat identified in green and areas of no good habitat identified in red. After concern was expressed about this scheme, Andy said he understood that Anchor was going to revisit this and consider identifying the habitat but being silent about the rest of the areas. MPA COMMITTEE REPORT: Barbara Nightingale said half of the focus groups remain: shellfish growers in November, followed by commercial fisherman and the combined workgroup. Jeff Gallant indicated he received an update from facilitator Susan Latham on hours spent to date saying she believes she will be able to complete the project, including the report, with the remaining budgeted hours. MRC members expressed a desire to be notified on the list~serve of the focus group meeting times. LIBRARY COMMITTEE REPORT: Barbara Nightingale noted there have been 1,286 hits on the website since a year ago. She circulated a printout of the major updates by contractor Joe Breskin and said the site can be accessed through "meetings" or "bibliography" on the Jefferson County website. Andy Palmer suggested there be an "Advisory Committee" button on the first page that takes users to the Planning Commissions, etc. After a review of the bibliography setup, there was interest in holding a demonstration walk-through to gain better input for building the tool. A date was set for Wednesday, November 28th at 4:30 at the Health Department. Ms. Nightingale also circulated the Quilleute annual report and provided a copy to Dave Christensen for the MRC records. FORAGE FISH REPORT: Barbara Bowen said she emailed the MRC a report about landowner interest in the project. With prime spawning time just beginning, beach surveys are occurring every morning. TRAINING/PUBLIC OUTREACH: Anne Murphy said a subset of the committee met to produce the display for the Northwest Straits Commission MRC training. The MRC expressed interest in inviting Betsy Peabody of the Puget Sound Restoration Fund (PSRF) to present at the January MRC meeting and holding the meeting at the Jamestown S'Klallam Tribal Center. It was suggested that the Jamestown shellfish biologist be invited. John Cambalik agreed to extend an invitation to the Clallam group, making this a joint Clallam/Jefferson MRC meeting. It was suggested that a press release and photo be generated for the presentation as well as an update on the Year 3 Northwest Straits Commission grant. NORTHWEST STRAITS COMMISSION MRC TRAINING: Discussion of this topic will be moved to the December meeting. OTHER/ADMINISTRATIVE MRC MEMBERSHIP: There was some discussion about the vacancies on the MRC: Tribal Liaison, Marine Science Practitioner and District 2 positions. It was noted that the redistricting options in Jefferson County might impact positions on the MRC. Following some discussion, Dave Christensen agreed to write a letter recommending the BOCC approve the move of Barbara Nightingale from the position of Recreation to Marine Science Practitioner. Rex Rice agreed to follow up with a potential candidate for the Recreation position. PREPARE AGENDA / ADJOURN The next meeting will be held on Wednesday, December 19, 2001 at 7:00 PM in the Jefferson County Courthouse, }"I Floor Conference Room, Port Townsend, Washington. The meeting adjourned at 8:30 PM. MARINE RESOURCES COMMITTEE Andy Palmer, Chair
