ACTION ITEMS FROM MRC AUGUST 15, 2001 MEETING:
MPA Committee: Focus groups will begin in September and October and a
schedule will be forwarded to the MRC.
Northwest Straits: Members were encouraged to register for the October
26-27 MRC training.
Year 3 Action Grant: A meeting was scheduled for Wednesday, August 29
at
7:00 p.m. at the Health Department Conference Room to brainstorm ideas.
Anne Murphy will contact the Training/Public Outreach committee to
schedule
a meeting date.
The MRC's long-range planning retreat will be held Saturday, October 20
from 10-3 at Fort Worden. All members were encouraged to attend this
meeting and confirm their attendance with Jeff Gallant.
Library Committee: Larry Lawson agreed to contact Deb Siefert to see if
she would remain as chair of this committee.
The Executive Committee agreed to take the initiative to recruit
individuals for the vacant District 2 and Marine Science Practitioner
positions. Names of potential candidates should be forwarded to Jeff
Gallant for consideration by the Executive Committee. Dave Christensen
agreed to work with the Commissioner's office on advertising and
screening
of applicants.

The meeting was called to order at 6:05 PM in the Commissioner's Chambers of the Jefferson County Courthouse
Port Townsend, Washington.
PRESENTATION - SHORELINE GEOLOGY: Guest speaker, Harriet Beale of the Puget Sound
Water Quality Action Team (PSAT) whose graduate degree is in shoreline geology, discussed the history of
shoreline land uses and shoreline management in areas of erosion and drainage problems. The discussion included
shoreline management measures to protect nearshore habitat for salmon, eelgrass and other resources. The Puget
Sound Water Quality Action Team has identified nearshore habitat as a priority for protection of the Puget Sound
ecosystem. She provided the MRC a video on nearshore processes to show to anyone interested in the problem of
bulkheading and hard armoring.
Commissioner Wojt asked whether the Puget Sound Water Quality Action Team was involved in the major
shoreline restoration project which will be presented to the Commissioners and public on Friday, September 7. Ms.
Beale mentioned two projects: the Shared Salmon Strategy or restoration project through the Army Corp of
Engineers federal funding to which he might be referring. She noted that PSAT's website includes an inventory of
current and near· term studies of the nearshore.
OPENING BUSINESS
Vice Chair Jeff Gallant called the regular business meeting to order at 7:10 PM. A sign~in sheet was circulated.
The minutes of the July meeting were approved with one correction to the spelling of Megan Dethier's name on
pages 1 and 2. The agenda was approved with the addition of Old Business item Jefferson County Fair Report and
New Business Item Next Round of Action Grants from the Northwest Straits Commission.
Vice Chair Gallant announced that the City has requested that Judy Surber be appointed as the new MRC
representative from the City of Port Townsend with Sydney Lipton remaining as alternate. Barbara Nightingale
and Dave Christensen agreed to meet with Ms. Surber to provide an orientation to the MRC.
Linda Newberry has notified the MRC that she will no longer be able to serve. She and her husband are moving
out of state. She asked that Sandy Johnson of the Jamestown S'Klallam Tribe be informed of meetings.

OLD BUSINESS - REPORTS
JEFFERSON COUNTY FAIR: Barbara Nightingale, Anne Murphy, Larry Lawson, Rex Rice, Dave Christensen,
and partners from NOSC including Neil Harrington staffed the MRC booth. Visitors to the booth who expressed
interest in learning more about the MRC will be forwarded meeting notices. There was a suggestion that the booth
may be able to be improved to be more visually appealing.
DNR SHORELINE FLYOVER VIDEOS: Related to last month's presentation, Barbara Nightingale distributed
the Keuler Map showing coastal erosion. A larger version of this map will be placed in the MRC library.
OBSERVER COMMENT
Harriet Beale announced she will be moving to Olympia and taking a new job with an action team. Tim Ranson
will soon be covering the Jefferson County area on behalf of the Puget Sound Water Quality Action Team (PSAT).
Jeff Gallant thanked Harriet for her significant contributions to the MRC's public outreach committee.
Steve Hamm of the Green Party said, aside from being a political party, they are a grassroots organization of local
citizens looking for ways to involve themselves in community projects. They are interested in doing reciprocal
outreach with other organizations ~- working in concert to take care of the environment. Jeff Gallant volunteered to
provide more MRC background information to Mr. Hamm if desired.
NEW BUSINESS & REPORTS
MPA COMMITTEE REPORT: Committee minutes were distributed. The committee has completed their
contractor hiring process and is pleased that Sue Latham of Thinkedge will be facilitating the focus groups. One
method of recruitment will be visiting service groups to reach boaters, landowners, sport fishers and divers. Non-
governmental organizations were defined as those concerned with restoration, protection or conservation. They
include North Olympic Salmon Coalition, Jefferson Land Trust, Jefferson County Conservation District,
Discovery Baywatchers, Trout Unlimited, and Puget Sound Anglers. Focus groups will begin in September and
October and a schedule will be forwarded to the MRC. The purpose of the focus groups are to open up dialogue
for participation and discussion. Larry Lawson suggested that the tribes be the first group approached. There was
some discussion about how best to approach the tribes.
NORmWEST STRAITS COMMISSION: Minutes were provided with the agenda. Anne Murphy noted that as
a part of Clallam County forage fish project a new spawning beach adjacent to the John Wayne Marina was
discovered. Clallam Commissioner Joe Schmidt expressed concern that Jefferson County was not including
western Jefferson County in its outreach efforts. Tribes are working on their co-management recovery plan, one
goal of which may be to recover salmon at 80% of historical numbers. Buying back riparian areas is one of their
strategies. Tribal liaison Chad Bowechop (Makaw) spoke at the last meeting. He will be assessing the tribes
reaction to the Northwest Straits Initiative. Ms. Murphy has his contact information for the MPA group. She noted
that two Northwest Indian Fisheries Commission members are working on the tribal policy on MP As. Terry
Williams suggested MRCs look for good opportunities for cooperative nearshore projects. Members were
encouraged to register for the October 26-27 MRC training.
There was more discussion about the timing of working with the tribes on the MP A project. Suggestions were to
ask how the MRC might work with them to protect resources and to consider cooperative projects. It was noted
that tribes are a government with sovereign treaty rights. Participation of County Commissioners in meetings will
be important. Anne Murphy suggested the MP A Committee first contact the NWSC tribal liaison.
YEAR 3 ACTION GRANT·· NORTHWEST STRAITS COMMISSION: Pre-proposals for the next round of
Northwest Straits grants are due September 28. There was MRC interest in setting up a special meeting to begin
brainstonning ideas. A meeting was scheduled for Wednesday, August 29 at 7:00 p.m. at the Health
Department Conference Room.

FUNDRAISING COMMITTEE REPORT: No report.
LIBRARY COMMITIEE REPORT: Deb Siefert, although no longer an MRC member, has agreed to continue
working with the committee. The website is still being updated. Larry Lawson agreed to contact Deb Siefert to
see if she would remain as chair of this committee.
Judy Surber reported that the City received a CZM grant to do a shorelines inventory for their shorelines master
program update. Barbara Nightingale may be hired as a consultant. The City hopes to build on the work the MRC
has already done. Ms. Surber mentioned that the City will also be applying for a Pie grant for the City inventory
project. Judy Damore mentioned she is working with Jim Norris to continue the high school water quality
monitoring project in Port Townsend Bay using paying tourists as assistants. Data will be combined with the
City's shoreline inventory project. There was some concern whether a standard data format is being used to ensure
the usefulness of the data collected by different groups. Harriet Beale suggested contacting Maureen Singleton
through the Governor's Salmon Office or Anchor Environmental because they are mapping a Northwest Straits
Commission study. It was mentioned that a MRC technical subcommittee may be needed.
FORAGE FISH REPORT: Neil Harrington reported that the forage fish training held August 7~8 was well
attended. After receiving equipment, trained volunteers will practice sampling methods with the first sampling
occurring in the next several weeks. They will also be collecting data on bulkheads and where they are placed on
the tideline, which Dan Pentilla is not currently collecting. The brochure to shoreline landowners is finished.
NOSC will forward a draft cover letter to Forage Fish committee to review. Jeff Gallant noted that a map of survey
sites and list of volunteers are deliverables due to the MRC by September 29.
TRAINING/PUBLIC OUTREACH: Anne Murphy will contact the committee to schedule a meeting date.
EXECUTIVE COMMITTEE: The long-range planning retreat will be held Saturday, October 20 from 10-3 at
Fort Worden. All members were encouraged to attend this meeting and confirm their attendance with JefT
Gallant. A goal will be to get new member appointments before the planning retreat. The Executive Committee
agreed to take the initiative to recruit individuals for the vacant District 2 and Marine Science Practitioner
positions. Names of potential candidates should be forwarded to Jeff Gallant for consideration by the Executive
Committee. Dave Christensen agreed to work with the Commissioner's office on advertising and screening of
applicants. Larry Lawson inquired whether youth representatives might be appropriate on the MRC.
OTHER/ADMINISTRATIVE
Dave Christensen introduced new Department of Natural Resources staff Barbara Bowen. He and Barbara will
begin contacting each MRC member to get ideas on how best to support the MRC in its mission and goals.
OBSERVER COMMENT
Steve Hamm said he was impressed with the number of issues discussed. He sees in the MRC an experienced and
dedicated group of individuals.

The next meeting will be held on Wednesday, September 19, 2001 at 7:00 PM in the Jefferson County Health
Department conference room, Port Townsend, Washington. The meeting adjourned at 8:50 PM.
